DUTIES The postholder will report to the Head of the System Engineering Section and will be primarily responsible for following up and managing the industrial work packages for EGNOS performances, with a focus on EGNOS V3, and for contributing to all mission evolutions. Duties will include acting as the division representative regarding matters related to EGNOS system performance ensuring the consistency of EGNOS system performance requirements specification Integrity, Continuity, Accuracy, Availability, compliance and qualification across the division, especially with Mission, PASafetySecurity and Development teams supporting the division regarding all aspects of system performance requirements, compliance and qualification, in particular Mission, Standards and User Segment aspects supporting traceability, statements of compliance and deviations from higher level requirements documents, including MRD and SPRD and applicable EC technical standards, regarding performance requirements acting as book captain for the system technical external interfaces related to performance qualification e.g. CFIs for scenarios, real data, feared events definition supporting the EGNOS procurement process and following up industrial activities with regard to performancerelated aspects, including performance requirements, compliance and qualification, flowdown of the performance requirements, design description and justification supporting the various EGNOS project change control boards MRD CCB, Project CCB, OR Panel, SE Board, Programme CCB, etc. responsibility for ensuring EGNOS qualification with respect to performance requirements managing the EGNOS performance simulation and analysis tools roadmap and its implementation plan preparing and following up industrial tasks and developments in support of EGNOS system performance engineering from early concept to system qualification, including development of performance simulation and analysis tools responsibility for all performancerelated aspects addressed in the Galileo EGNOS Working Group GEWG contributing to specific NAVChain related task force processes with respect to EGNOS compliance with applicable baseline requirements contributing as panel chairmansecretary to all major reviews linked to EGNOS and performance matters contributing to the EGNOS V2V3 transition and other roadmaps from a performance perspective coordinating a team of performance and tools engineers to achieve the objectives of the role described above. This task also includes definition and management of functional support and contractors as required preparing reports for internal and external entities, such as ESA management, GSA, ANSP Working Group and MRD CCB coordinating with the GSA regarding all aspects of EGNOS performances contributing to the dissemination of results of activities performed and knowledge transfer across and outside the Agency, as approved by management. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in telecommunications or electronic engineering, with a good background in satellite navigation systems, including several years working experience in these fields. Relevant experience in mission requirement analysis, system design and performance, in procurement of industrial activities, and in safetycritical and realtime software, is required. Candidates should have good interpersonal and communication skills. They should be able to work autonomously, effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. Applicants should also have good analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies. Tasks and Responsibilities The activities for the selected keyperson will be related to overall system aspects for endtoend instrument chains, i.e. involving the space segment platform and instruments as well as the ground segment. This position is a replacement for our engineer who is joining EUMETSAT. Overview The work will be performed onsite at ESTEC within the Earth Observation MetOp Second Generation Project Team. MetOpSG consists to two series of satellites with three satellites in each series. The industrial Phase B2CD contracts started on 1 June 2014 and PDR is ongoing. The payload of the two satellites consists of ten different instruments, including, in particular, a set of three microwave radiometers MicroWave Sounder, MWS MicroWave Imager, MWI Ice Cloud Imager, ICI. This position is the Performance Engineer for the three radiometers MWSMWIICI. In particular the tasks include Technical support to the assessment and verification of the instruments endtoend performances Analysis of the Ground Processor Prototype, GPP, and Instrument Data Simulator, IDS, requirements Monitoring of the development of GPP and IDS of the related instruments, including payload common parts Review of the GPP and IDS InputOutput Design Specifications Support to EUMETSAT documentation review L1b products specifications, L1b Algorithms Theoretical Baseline Documentation, ATBD Review of Characterisation, Calibration and InOrbit Verification Plans Review of instrument performance model, instrument radiometricgeometric models Improvement and maintenance of performance and data processing tools models, performances, budgets Participation to Project reviews Assessment of noncompliances and RFDsRFWs related to instrument performances Critical review of Best Practices ITT packages for GPP and IDS procurements. In the execution of the above tasks, the Performance Engineer will work closely with each of the Principal Instrument Engineers responsible for the relevant instruments. Heshe will liaise with various members of the project team, being responsible for the various instrument subsystems and disciplines, e.g. optics, focal plane assembly, calibration. With regard to the mission performance assessment it is expected that the incumbent also liaises with the science support team, where adequate, to support both the mission related scientific studies and the instrument design evolution. Specific qualification requirements University degree preferably Masters or equivalent qualification in instruments performance and data processing with background in microwaveRF instruments for remote sensing. A minimum of 3 years relevant professional experience post Degree. Good understanding of the overall instruments, including background in modelling of the observation techniques, endtoend performance estimation, level 1b processing and instrument characterisation. Experience with Microwave Radiometer data processing and instrument modelling is an asset. Candidates shall demonstrate good familiarity with computer programs such as Excel, Matlab, etc. Ability to work and communicate effectively in English. Be able to work independently and also work with colleagues within a team. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA.
