LOCATION ESOC, Darmstadt Germany with a resident assignment to ESTEC, Noordwijk Netherlands or ECSAT, Harwell United Kingdom. DUTIES The postholder will initially be assigned as integrated support to the function of Ground Segment Engineer in the Ground and User Segment Technologies and Products Section, Technologies and Products Division, Telecommunications Technologies, Products and Systems Department, Directorate of Telecommunications and Integrated Applications. Reporting to the Head of that Section, the incumbent will be responsible for managing activities related to telecommunication user and ground segment technology and products, including initiating, in collaboration with the Procurement Department and other relevant ESA departments, activities related to ground segment technology and product development for satellite communications establishing and controlling the relevant ESA requirements, specifications and general documentation negotiating, monitoring and controlling contracts and activities related to ground segment technology and product development preparing inputs for status reports identifying and defining the ground segment product and technology needs for future satcom services actively monitoring market and technology trends relevant to satcom ground segment providing the technical support required in the field of responsibility and coordination of the specialised engineering support provided by the Directorate of HSO in the appropriate areas of competence, liaising with specialists from other ESA departments as needed. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering and experience of satellite telecommunications user andor ground segment. Technical experience and qualifications shall include an understanding of satcom ground segment architectures, products e.g. user terminals, gateways and system solutions for broadcasting, broadband, trunking, backhauling and mobile applications expertise in the area of RF and antenna technology for both fixed and mobile satcom user terminals experience of LNAs, SSPAs, TWTAs, filters, frequency converters, work in the satcom industry being an asset a proven ability to manage development contracts for ground segment equipment specific experience of satcom commercial market development is desirable. The required managerial and behavioural skills include excellent organisational skills attention to detail problemsolving focus an ability to establish and maintain effective working relationships. For behavioural competencies expected from ESA staff, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. For our activities in EUMETSAT, we are currently looking for a Senior Ground Segment Engineer for the Sentinel3 Mission. Sentinel3 is a Low Earth Orbiting mission to support services relating to the marine and global land environment, with capability to serve further atmospheric and cryosphericbased application areas. The objectives of the Sentinel3 mission encompass the commitment to consistent, longterm collection of remotely sensed marine and land data, of uniform quality, for operational ocean state analysis, forecasting and service provision, in the context of the Copernicus Services as set up by the European Commission. Tasks and Responsibilities The Ground Segment System Engineer shall support the Sentinel3 Operations with respect to EUMETSATs S3 Ground Segment maintenance and necessary evolutions, including the necessary coordination with the other S3 Ground Segments and Core Ground Stations at architectural and system engineering level and also for the related functions and interfaces between those ground segment and within the EUMETSATs Sentinel3 ground segment including the EUMETSAT MultiMission Elements. In addition, the Ground Segment Engineers shall provide support to the AIV activities during the integration of the S 3 ground Segment and shall coordinate the verification of the new systems and their interfaces into the EUMETSATs Sentinel3 ground segment. The Key Persons duties will include a range of tasks, from preparing and providing the support of the day to day operation and maintenance currently in the preparation phase, the analysis, and ground segment level testing of the facilities which also includes the handling of anomalies, design of upgrades and configuration changes for these facilities at overall ground segment level. The Key Persons will be the focal point when it comes to integrating the individual Facilities into a ground segment system, covering all aspects of system integration and testing, including endtoend testing of the overall EUMETSATs Sentinel3 ground segment including the EUMETSAT MultiMission Elements. Tasks will also contain the maintenance of an uptodate set of design documents and Interface Control Documents for the operational systems and shall perform technical analysis of system architecture and specification for evolutions or major upgrades of the S3 ground segment. In support to operations, the Key Persons may also be required to provide on call support as part of a team of maintenance engineers, especially for the S3 commissioning and initial operations phases. Qualifications Requirements The Key Person should have the following background A University degree or equivalent plus minimum 8 years of experience Adequate to the requested category a minimum of 5 years of experience in system engineering for the development or major upgrades including support to operations and maintenance of EO related ground segments or main components of them based on large scale software systems is required. Knowledge and experience is required in ECSS, ISO, Software development related Ground System engineering processes and standards. Definition, management and traceability of requirements structure with the support of dedicated tools e.g. DOORS. And the following specific technical skills and experience Experience of ground segments which are designed and developed taking advantage by the reuse of existing generic infrastructure and functional elements System and Interfaces EngineeringAIT experience for the development of major upgrades new ground systems in a 247 operational environment. Good knowledge of at least 2 of the following and an overview of the others Networking Communications, Near RealTime Data Processing, Monitoring and control of satellites, Monitoring and control of ground systems Experience in Ground Segment I, VV.
