Job description For our customer, EUMETSAT in Darmstadt, Germany, we are seeking an experienced Ground Stations Operation Engineer. You will support the Ground Stations and External Interfaces GSEI team within the RealTime Services and System Operations RSO division and support the daily operations of the Ground Stations and their interfaces to the other components of the ground segments to ensure their maximum availability and reliability. This role will focus on the ground stations supporting EUMETSATs geostationary GEO satellites MTP, MSG and MTG but you will also be expected to support the low earth orbit LEO stations when required. Responsibilities You will be expected to acquire and maintain Systemwide knowledge of the Ground Segments, particularly in the areas of spacecraft monitoring control and the flow of mission data, due to the central role the ground station plays in spacecraft and ground segment operations. Typical activities to be undertaken are Longterm planning and shortterm scheduling of the operational usage of the ground stations to support both the needs of the Flight Operations Division FLO and Ground Stations engineering team Interface with project teams for the implementation of system upgrades to support major operations projects and major activities described in the Operational System MidTerm Evolution Plan. This will include ground station changes required to support major space segment evolutions Interfacing with the ground stations maintenance teams and industry representatives to ensure optimised performance by the ground stations, including participating in the definition, specification and implementation of any changes Planning and coordination of upgrades, repairs and evolutions with the engineering teams and FLO division Organising the validation of these upgrades, repairs and evolutions with the Controller Teams Definition and maintenance of ground station operations procedures and operations guides Maintaining operational ground stations databases Investigation into anomalies, their documentation, classification and correctionmitigation, participation in associated Anomaly Review Boards Provision of training, through production and presentation of written materials, practical demonstrations and presentations, to other members of the Operations Department The role will require good communications skills, to allow the effective communication of information under a variety of circumstances. You should be used to working proactively within team and being able to work with the minimum of supervision. The variety of the tasks and the scope and complexity of the systems to be supported require a high degree of autonomy and good analytical skills. In the performance of these tasks, you shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. The official languages of EUMETSA T are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. This is a fulltime position with a planned starting date in January 2017. You will be nominally based at EUMETSATs facilities in Darmstadt, Germany. Travel within Europe or worldwide may be required for some tasks. During critical operational periods or following major maintenance upgrades, the engineer will also be required to provide on call support as part of a team of ground station engineers. Qualifications Competencies In addition to having a university degree in a relevant technical discipline or the equivalent ground stations experience, you shall have the following mandatory attributes At least five years experience in ground stations TTC operations in support of multiple Geostationary GEO andor Low Earth Orbit LEO spacecraft At least five years experience in a realtime 247 spacecraft operations environment, ideally in an earth observation environment Excellent interpersonal and coordination skills Experience of the following would be a distinct advantage Major upgrades or evolutions of operational ground stations Defining and implementing the verification and validation of ground stations Interfaces between ground stations and ground segments Firstline hardware and software failure diagnosis and correction baseband operation and configuration You shall possess the following skills Autonomy and Resourcefulness Work proactively in an individual or team environment, with the minimum of supervision Perform effectively under high workloads and be able to adapt to a rapidlychanging timecritical environment. Spacecraft Operations Analyst Ref. No. 158630.2 mf The Challenge We are looking for Spacecraft Operations Analysts SOE to be part of the flight control teams performing spacecraft operations at ESOC. The tasks to be performed are those typical for a spacecraft operations analyst to configure the mission operational tools to support the operations, which includes Set up of spacecraft and operational data bases. Implement tools needed to manipulate the databases as required. Updating the databases and performing maintenance of the databases applying strict configuration control procedures. Conversion of industry provided databases into formats needed by the satellite mission control system and operational tools. Applying configuration control procedures for documentation in use for all operational tasks and duties under his supervision. Imposition of the procedures Preparation of database documentation. Supervision of routine operations and any others authorised by the Spacecraft Operations Manager, following established rules and procedures. In case of a ground or space segment anomaly, provide first level contingency recovery support. Introduction and maintenance of appropriate working practices and procedures for routine and anomaly reporting, data analysis, recording and maintenance of system status, recording of operational activities. Support system maintenance activities. Maintenance of a set of reference operational documentation and ensure operational changes are applied. Analysis of system problems by collection and evaluation of appropriate data sets using the reporting and analysis tools available. Collect information data regarding the execution of the mission and provide inputs for the various mission reports. Support data archiving and mission run down activities. The Spacecraft Analyst tasks include responsibility for the organisation, training and operational readiness of the Spacecraft Controllers assigned to each of the missions being supported. The operations are conducted according to established rules and procedures. As an analyst you will be required to familiarise yourself with the procedures and tools that are needed to perform the routine spacecraft control operations. You will take part in test campaigns and simulations, and if necessary arrange for the participation of the spacecraft controllers. You will conduct regular operational readiness training and simulations with controllers proficiency training. The tasks to be performed require considerable initiative, flexibility and independence in executing the assigned tasks. These are full time positions, located at ESOC in Darmstadt, Germany. Working time is normal office hours with occasional extended hours during critical operations periods. Your Qualifications This position requires an appropriate education and a good background in a technical or scientific discipline, to the level equivalent to Senior Technician. Spacecraft Controller Ref. No. 158630.1 mf The Challenge We are looking for a number of Spacecraft Controllers to be part of the flight control teams supporting spacecraft operations at ESOC. The tasks to be performed are those typical for spacecraft operations controllers, with the following specific responsibilities To operate all or part of the mission operations system, which may incorporate parts of the ground segment as well as the space segment, as specified for each mission. In preparatory phases or special operations LEOP, deorbiting the Spacon will be required to assist in configuring and testing the operational system to support the operations. The Spacon may be required to develop methods or tools to assist in the execution of the operations, for which heshe is required to become familiar with the mission and the control facilities at his disposal. The Spacon will take part in simulations and prelaunch test campaigns, and in postlaunch refresher training and simulation. During the operational phase, the Spacon will Monitor and control all operational progress, in accordance with the scheduled operations plan, ensuring that safety criteria are respected and that all operations are conducted in accordance with the established procedures Perform specific operations relating to individual missions, as defined in the operations plans, or as instructed by the responsible SOM, SOE or Analyst Immediately inform the responsible personnel when an anomaly is detected, in accordance with the established procedures Take corrective action as necessary, applying the contingency emergency procedures approved for the mission Coordinate with the responsible personnel for any scheduling required Prepare operations reports as requested Assist in the production of printouts, graphs and plots for offline evaluation and analysis Prepare and complete all necessary forms for the daily operations routine. During the operational phase of a mission, the Spacon will be expected to follow regular training and simulations for the inorbit spacecraft. This covers training to keep staff proficient, and training on new operational procedures. Training will be given by a Spacecraft Analyst and Operations Engineer. Regular use of a spacecraft simulator expected. These are full time positions, located at ESOC in Darmstadt, Germany. For prelaunch activities, the work is during normal office hours. For inorbit missions the requirements depend upon the type of mission and the ground station passes to be supported, so will in general involve shift work. Your Qualifications This position requires a good background in a technical or scientific discipline, to the level equivalent to Senior Technician. Experience with using computer systems is required, and experience in data communication andor ground station systems is an advantage. Experience operating spacecraft or related ground systems is highly desirable. You shall be able to demonstrate an orderly, reliable and disciplined approach to the execution of operations and be capable of working calmly and correctly under stress.
