Levering on the technical expertise accumulated within the Group by operating satellites for almost 30 years, it provides technical services to the Satellite Industry on a worldwide basis. This 2 year mission with SES Techcom will primarily involve the establishment of a conceptual approach to the design of constellations for satellitebased ADSB. The satellitebased ADSB system targets the reception of aircraft ADSB messages from space to offer continuous visibility on the air traffic over the globe. The role includes complex issue resolution, coordinating information requests from other departments, and working with external parties such as air navigation service providers and third party vendors to ensure a positive customer experience. This role also includes responsibility for defining and analysing concepts and solutions linked to space based ADSB technology by focussing on the data captured from the deployed ADSB space receiver. Responsibilities Perform system engineering analyses including trade studies, use case development, requirements definition and derivation, interface definition, and requirement validation and verification Provide expertise in space communication principles, concept of operations CONOPS Support definition of operations concepts and procedure planning development, interfacing with personnel from other organizations Evaluating applications employing cutting edge technology and advanced concepts on a wide variety of spacecraft and ground systems Conceptual design of innovative satellite networks andor network elements and development of associated specifications Awareness and evaluation of relevant technological developments, market trends, competitive factors, customer requirements, standardisation licensing and regulatory aspects in the aviation domain Travel as required to meet customers, partners and vendors and attend exhibitions, conferences, working group meetings Experience Qualifications Have a university degree Telecommunications, Systems Engineering, or equivalent Have min 5 years of applicable professional experiences in engineering and implementing of telecommunications systems Experience with satellite hardware RD or related technologies Knowledge of concept of operations, satellite commanding and controlling, and data processing techniques Systems engineering experience on satellite to ground communication means Experience with LEO satellite development, construction, launch, andor operations Provide effective communication workflow of information Successful customer and partner relationships. Experience in radioradar communication with aircraft ADSB ModeS transmission and air traffic management knowledge will be an asset. The Comms team is in charge of developing and deploying network infrastructure and services, and, based on these, providing networking solutions to internal customers internal Business development. Furthermore to deliver and support the network infrastructure, services and solutions, and to operate, administer and maintain network systems and services. Outside of the EUMHQ, the Comms team is also responsible for operating, maintaining, and evolving networks at remote locations typically ground station or partner organisation sites and for WAN communication provider services connecting to those sites, as well as for network gateways and interfaces to external private and public networks, including Internet. This network infrastructure is used to deploy and support customer solutions and services. The team supports the migration of legacy systems belonging to operational programs, as well as the integration of future systems, emerging with the development of future programs. Tasks In providing support to developing and deploying network infrastructure, services and solutions for current and emerging operational networks, the key person shall be required to carry out the following tasks Infrastructure, services and solutions specification Specification of networking customer, user, or business needs. Identification, extractioncollection, analysis consolidation e.g. extraction of required data flows and specification of their characteristics System, service or solution concept specification incl. purposescope definition, incremental andor consolidated network systems requirements, high level design, testing and rollout strategy Specification, setup and running of Proofofconcept prototype in comms lab Detailed specification of design andor solution, incl. detailed rollout plan Specification of Integration, Verification and Testing. Roles and responsibilities Carrying out the above tasks entails assuming responsibility, at the technical and coordination level, of the specification, planning, preparation, presentation, execution and reporting on those activities. Critical activities will typically be executed by small teams, where depending on hisher expertise and background, the key person shall be able to assume both the leading key engineer as well as the support role. In carrying out the above tasks, the Key Person shall assume the following roles and responsibilities Liaison and prime Point of Contact PoC to network customers, responsible for Understanding and ownership of the customeruserbusiness needs and constraints Ownership of network performance and service quality of the solutions delivered to the customer Ownership of customer expectation, buyin and satisfaction. In the performance of these tasks, the key person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. The key person is expected to generate and maintain documentation as an essential part of the tasks above. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing the asbuilt communication and network solution specification, writingreviewing test reports and overall status reports. Profile Mandatory In addition to having a university degree or equivalent, the key person shall have at least 5 years of proven knowledge and handson experience in several of the following mandatory skills areas Understanding the business needs imposed by satellite ground systems environments or similar on networking and experience of translating these into needs on network infrastructure, functions and systems Ability to analyse complex systems and to present them in a comprehensible way, with the specific ability to understand and communicate relevant details whilst keeping the focus on the overall system aspects Experience of network engineering in such environments throughout its lifecycle, from identification of needs to deployment and operations Experience of carrying out specifying, preparing, planning and executing network engineering activities, including their coordination and technical guidance, working with other engineers within and outside the team involved in the activities, and with the customersusers and other stakeholders Indepth knowledge of Cisco technology and solutions for these environments Ability to present verbally and in writing network solutions and systems in a comprehensible way, with the specific ability to explain relevant details while keeping the focus on the overall system aspects.
