DISCUSSION AND OUTLOOK ---------------------- At 1100 AM HST (2100 UTC), the center of Tropical Depression Eight-E was located near latitude 13.5 North, longitude 120.4 West. The depression is moving toward the southwest near 7 mph (11 km/h). A turn toward the west-southwest is expected tonight, followed by a turn toward the west on Wednesday. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. Satellite imagery indicates that the depression is getting better organized, and it is expected to become a tropical storm by tonight. The depression is moving toward the west-southwest near 7 mph (11 km/h), and this motion is expected to continue through Tuesday. A turn toward the west is expected by Wednesday. Maximum sustained winds are near 35 mph (55 km/h) with higher gusts. Strengthening is forecast during the next couple of days, and the depression is expected to become a tropical storm later today or tonight.
