For our customer in Darmstadt, we are looking for a Ground Stations System Engineer to support engineering related activities of future ground segments for EUMETSAT programs mainly MTG, EPSSG and JasonCS. The post will also provide engineering support to the existing MSG and EPS programmes. Task and Responsibilities The candidate shall support the activities of ground segment developments in the areas of Ground Stations, RF and Telecommunications. In doing this, heshe shall support The follow up of the detailed design and development activities of Phase BCD of the future ground segments in the areas of Ground Stations, RF and Telecommunications mainly for supporting EPS SG and JasonCS activities The MTG MDAF and TTCF Warranty and Maintenance phases in the areas of Telecommunications, RF and Ground Stations, The maintenance and evolution in phase E to the other programmes within EUMETSAT MSG, EPS, Jason, ,.. in the areas of Telecommunications, RF and Ground Stations, The key person will support a multidisciplinary system engineering team. In the performance of these tasks, the key person shall apply the relevant organisational and programmatic quality management procedures as well as the relevant ground stations system engineering standards. Skills and Experience The key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks. Heshe shall have, as a prerequisite, a demonstrated experience in a similar function for at least 2 years. This experience shall include in particular Ground stations system and subsystem design and development for TTC TTC baseband equipment and SLE compliant implementations Ground stations system and subsystem design and development for mission specific andor satellite communications ground stations Technical background in the specification and VV of ground stations and large antennas and tracking systems for GEO and LEO satellites Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transmission e.g. ECSS and CCSDS Standards. In addition, the knowledge and experience of the following processesareas is considered as an asset Competence and experience in the engineering processes for managing requirements from the definition phase through the traceability, verification, validation and maintenance stages using formal methods and tools e.g. DOORs System experience with Link budget analysis and tools in S, X and Ka Band. Standard RF and microwave tools and SW package for generation of signal processing related simulations andor semiautomated measurement procedures. The key person shall be in possession of sound organisational and interpersonal skills to conduct the responsibilities described above autonomously, exhibiting good oral and written communications skills, analytical capabilities, and motivation. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language. Your Tasks The engineer shall cover the following Data processing in phase BCD The Engineer shall Perform tasks related to data processing engineering in support of the DPSA team. Provide services to the Data Processing engineering team, including Followup on the facility suppliers activities Review of the data pack delivered for the reviews Support preparation of Clients deliverables to the contractors Participation in the contractors reviews Support for the Data pack for the OGS CDR and possibly other intermediate checkpoints Support of the relevant OGS and System activities Technical baseline engineering monitoring and update Tests and acceptance phases preparation Provide expertise in data processing engineering Contribute to raising, processing and coordinating RIDs in the documentation provided by the prime contractor of the facility in the different reviews that will take place in the different programmes. Contribute and participate on request to progress meetings Contribute to technical meetings, scheduling, and planning coordination meetings. Participate in data processing team meetings and associated activities and reviews where required in the area of data processing system engineering inside of DPSA CA. Contribute and participate on request to dedicated technical workshops Provide training, through written materials, practical demonstrations and presentations, to other parties involved in the related projects including controllers, analysts and engineers. Undertake training identified as necessary to become familiar with the system and be able to perform their tasks Become familiar with the facility usage, setup, configuration and installation once delivered by the prime contractor. Contribute to the facility handover to OGS integration team and or operations. Perform requirements engineering in DOORS for related data processing requirements. This includes review, specification and refinement of existing requirements, their uptraces to parent Ground Segment specifications, justifications and verification methods Ensure coherency of requirements with processors specifications Provide inputs to the definition of ICDs between data processing elements and other GS functions Provide inputs to the definition of testing and Operational scenarios for data processing elements Provide inputs to the definition of data processing concepts and tradeoffs to support requirements understanding and justification. Data processing in phase E The Engineer shall Contribute to the maintenance activities, including characterisation of system component behaviour against required performance, proposal and implementation of system alterations including component modification to achieve required performance. Contribute to the evolution activities, including conceptual design, requirements specification, functional modelling, system analysis, and concept development to support increased performance, rationalisation of components, and cost reduction. Contribute to raising, processing and coordinating anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in relevant Anomaly Review Boards. During phase CDE the Engineer shall provide contributions to the Technical Notes with comments on the revision i.e. list of Review Item Discrepancy RID to the following documents Review System Requirements Document either to the new or update to existing documents Contribution to Risk Register and first version of the Project Management Plan Review System analyses and concept Documents Consolidated Design Contribution revision to Identification of testing needs test data or test tools, as part of the test plan Identified uncertainties in the budget estimates time and cost Review Design Documents at system and subsystem level preliminary including ICDs Review System and Integration Test Plan Review Set of finalised Design Documents, including final ICDs Review Test documentation, covering Integration, Verification and Validation aspects Support to the identification of Operations Documentation updates SCP, GCP, OPS Guide and needs for training Review MME delta design. Your Profile Each key person shall Have a university degree or equivalent in a discipline relevant to the job profile. Have at least 3 years relevant in preparation of requirements, design, interfaces and testing documentation for data processing systems for Earth Observation missions experience on data processing for high data rates missions will be considered an asset Have demonstrated experience knowledge of the requirements engineering process, including relation between requirements, ICDs, design and testing documentation Have demonstrated ability to learn and develop the needed skills and knowledge to contribute to the implementation of the service. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context Have demonstrated experience with UNIXLinux operating systems. Be fluent in English communication and writing skills Have the willingness to work within a multidisciplinary context in cooperation with other teams. The ability to maintain a system overview is essential. Have a systematic approach to work, be able to plan their work and to cope with tight schedules and multiple tasks. For Management and Scientific duties we require full time effort 40 hours per week. For Technical duties we require part time effort 20 hours per week. Your Tasks Management and Scientific Relating to the management of the contributions of data set providers to the ECV Inventory and their assessment by the gap analysis teams. The tasks to be carried out by key persons will typically include Quality control and achievement of scientific and technical correctness and consistency of the updates to the ECV Inventory interacting with data providers worldwide. This includes the development of a regular update mechanism for the inventory content incorporating inputs from the data providers Assessment of the ECV Inventory readiness for the gap analysis process Coordination of and participation in inventory and gap analysis activities of the Working Group Climate ensuring full awareness within the gap analysis team of the required documentation outputs from the gap analysis and schedules Analysis of results of the gap analysis for specific priority areas considering ECV interrelationships Compilation of the gap analysis results Provision of support to the generation of a coordinated action plan to address gaps, improvement opportunities, etc. Crossfertilisation promotion of gap analysis best practices amongst the expert teams supporting the gap analysis Improvements of the Working Group Climate web page and input to technical improvements of the ECV Inventory Compilation of technical notes and presentations to the CEOSCGMS WG Climate Attendance at meetings of the Joint CEOSCGMS Working Group Climate including responsibility for minutes of such meetings. Technical Relating to the technical maintenance and evolution of the ECV Inventory and the Working Group Climate Website. The tasks to be carried out by key persons will typically include Maintenance of the ECV Inventory website Maintenance of the Working Group Climate Website TBD Implementation of technical improvements of the ECV Inventory and its integration with the Working Group Climate Website. Technical improvements can, inter alia, cover additional improved functionalities for the gap analysis, additional improved reporting capabilities, additional improved image generating capabilities Enhancing the security of the ECV Inventory Your Profile Management and Scientific Knowledge and experience with the following is considered essential Good understanding of satellite remote sensing related to climate including the GCOS framework of Essential Climate Variables Familiarity with the activities of the CEOSCGMS Working Group Climate and its ECV Inventory Strong analytical skills with demonstrated ability to analyse complex processes Demonstrable experience in active participation incoordination of international projects Experience in consolidating, compiling and editing complex technical reports. Technical Knowledge and experience with the following is considered essential Experience in designing, developing, implementing, and maintaining databases using MySQL Experience in designing, developing, implementing, and maintaining websites using Apache, PHP, JavaScript, HTML5, and CSS. Both The key person shall have strong analytical and problem solving skills, supported by excellent written and oral communication. This shall be coupled with good interpersonal and strong coordination skills, together with a collaborative approach, and a proven ability to apply these to the interactions within a team and between teams in an international environment.
