Vodafone agrees wholesale access at KPN, ACM approves terms

(Telecompaper) Vodafone Netherlands has reached an agreement for wholesale broadband access on KPN's fibre and copper networks for seven years. The announcement comes a week after KPN reached similar deals with Tele2 Netherlands and M7, owner of the ISP Online.nl. At the same time, KPN said that the regulator ACM has given its approval to the wholesale agreements, as the basis for KPN's reference offer. Vodafone said the agreement with KPN will provide the basis for turning the company from a mobile operator to a provider of a complete package of communication services. The company will be able to compete more efficiently on the broadband market as a result, Vodafone said.

KPN fined EUR 8 million for unfair competition

(Telecompaper) Dutch regulator ACM announced two fines totaling EUR 8 million against KPN for unfair competition. The first fine of EUR 6 million was for violations in the monitoring service ISDN-Lijnbewaking in the period 2009-2013. The additional EUR 2 million fine follows violations in the SDF backhaul service in 2009-2012. According to the regulator, KPN in both cases put rivals at a disadvantage by making it difficult for them to deliver services to customers in a timely fashion. The ISDN Lijnbewaking offered customers a guaranteed return to service within four hours of any disruption. While KPN offered this to its own customers, its competitors did not know the service existed, as KPN did not include it in the reference offer. Similarly with SDK backhaul, which provides improved internet and TV services using fibre infrastructure, KPN did not make a timely offer of the service to wholesale customers. It also charged its own internal organisation less for the service than allowed by the regulator.

KPN agrees new DSL access terms with Tele2, M7

(Telecompaper) KPN announced agreements with Tele2 and M7 Group over access to its DSL network. The agreements run for seven years and cover respectively Vula (Virtual Unbundled Local Access) and WBA (Wholesale Broadband Access) services. KPN is still talking to Vodafone on a similar agreement. The new agreements are an alternative to the regulated MDF access to the passive network. The Vula service will act as KPN's reference offer to the market. The commercial agreements did not involve the regulator ACM, which left the market open to striking an agreement as part of its unbundled access decision first published last October. The wholesale agreements must still be vetted by the regulator for guarantees such as transparency and non-discrimination; KPN said it expects the regulator to clear the agreements soon. A new offer on wholesale access was needed due to KPN's introduction of vectoring and pair bonding on the DSL network. These techniques offer higher speeds, but are not compatible with the current forms of unbundled access.
