The candidate we are looking for will operate as Facility ManagerProject Manager in the Infrastructure Section of the ESTEC Estates and Facilities Management Division. Under the direct authority of the Head of the ESTEC Facility Management FM Infrastructure Section, the candidate shall be responsible for the coordination of FM generalpurpose infrastructure projects. Main duties will include Preparation of programme of requirements for the initiation of projects, of project initiation documents and project plans including forecast about budget and manpower resource needs, of statements of works and technical description, of feasibility studies and business cases, and the request and delivery of the necessary permits Preparation and active support to the ESA Technical Officer in the procurement of general purpose infrastructure activities including the preparation of tender documents including technical specifications, the participation in tender evaluation boards, the review of tender offers, the negotiation and selection of contractors for the execution of the activities Reviewing conceptual studies, technical experts inputs andor engineering studies e.g. concept designs, preliminary designs, technical notes, related to general purpose infrastructure projects or related to the execution of preventive and corrective maintenance activities which are outsourced to an external company Ensuring the proper coordination and execution of general purpose infrastructure project activities by outsourced contractors, including the monitoring of all related activities, the compliance to the applicable norms and legislations, the compliance to the project requirements and schedule, the organisation and reporting of project reviews, the control of the performance of the contractors, the maintenance of a project library and documentation, the follow upcoordination of changes to the project scope, and the review of payments Coordinating the commissioning and acceptance of the works upon project delivery, preparing the closeout of the projects, including the follow up of eventual nonconformance items, preparing acceptance certificates, reviewing and archiving asbuilt documentation Specific Qualification Requirements The ideal candidate has a Masters degree or equivalent qualification in Architecture, Civil Engineering or in Mechanical Facilities Engineering or in Electrical Engineering. Heshe has a substantial experience minimum 5 years and a proven capability in building construction andor building maintenance or in the coordination of Facility Management projects. Sound analytical skills e.g. be able to analyse any technical issue or infrastructure installation and create a clear and detailed technical report for root cause analysis, improvement or repair. As much handon technical as procedure thinking skills. Ability to work autonomously as well as with a team. A good planning and organisational skills, team spirit and ability to work in an international environment. An experience of ESA tender rules procedures and of international procurement methodology would be an asset. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Location The work will be performed at the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract The selected candidate will receive a permanent contract and a good remuneration in line with ESA Job Class. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. Training to improve efficiency and provide strength for future career are of course included.

MTG Data Processing Facility Procurement Engineer Key Tasks and Responsibilities Our customer is a European organisation providing weather and climaterelated satellite data, images and products for its users. You will have the following responsibilities Support the production of Invitation to Tender datapackage for complex Data Processing Facility procurement Support the evaluation of bidders technical and management proposals Support to the management of several industrial contracts including their planning and coordination of implementation in coordination with the Contract Division Support to the planning of the Data Processing System activities in line with the overall Ground Segment activities Support the risk management process for the Data Processing System facility development, including identification of risk items, definition of mitigation actions and follow up of actions Support processing and evaluation of baseline evolutions, including maintenance of the Facility requirements Support interactions with the Sentinel4 procurement team for the integration of the Sentinel4 components into the MTG ground segment Support the processing and evaluation of change requests change proposals Support and participate to progress meetings, interface definition workshops, user interface workshops, etc. Support major facility reviews, including PDR, CDR, PAR and FAR Support the generation and management of test datasets and its provision to facility suppliers Become familiar with the facility usage, setup, configuration and installation Support the preparation and execution of the Integration, Verification and Validation of the Ground Segment for the Data Processing System Support and participate to facility testing campaigns Support facility handover to GS integration team and or operations and support the postdelivery activities in particular during the operational validation and later on during the commissioning activities Participation in Programme projects reviews. Skills Experience You will have the following qualifications and relevant experience University degree in a relevant discipline Several years of professional experience in the management of industrial contracts, preferably for development of Payload Data Processing Systems in the Earth Observation domain Experience with the technical, management and contractual negotiations with suppliers andor subcontractors, preferably for software development in the Earth Observation domain Experience with leading small engineering andor procurement teams Experience with full ground segment lifecycle support, preferably acquired through participation to large software development projects Familiarity with ECSS standards and processes Fluency in English is mandatory knowledge of French or another European language is an advantage.
