Serco Nederland BV is looking for a Configuration Controller Administrator to support to the Programmes and Projects managed from ESTEC for the Copernicus Space Segment. Configuration control covers both ESA internal activities and activities performed by Industrial Contractors. The preparation of adequate requirements and CM systems auditing are also part of the tasks, these are typical duties Establishing adequate processes for proper Product configuration control, including configuration management planning, configuration items identification, technical requirements base lining, production and maintenance of configuration item data list CIDL, management of configuration evolution, baselines verification, asbuilt control and inspections. Establishment of Establishment of configuration control methods, procedures and standards Establishing andor assuring that adequate configuration control methods, procedures and standards are established andor maintained, consistent with applicable standardsrequirements Preparing formal requirements for inclusion in industrial contracts Participating in Project Reviews Conducting configuration audits and configuration inspections Supervising the processing and disposition of Change Requests andor Change Proposals Providing status data and maintaining a well structured record system acting as secretary to appropriate Boards established for the processing of changes Establishing and maintaining the approval system for all documents under formal ESA control, and maintaining the associated DRLs and DRDs Supporting the supervision and maintenance of the documentation library and archives Proposing automated methods and tools required to increase performance of configuration and documentation control tasks. Specific Tasks Reporting to the Copernicus Space Segment Product Assurance and Safety Manager and will be responsible for Establishing and maintaining the Configuration Management CM requirements baseline for the Copernicus Space Segment Component Programme Maintaining the Projects Baseline requirements and their traceability in DOORS Establishing and maintaining the Configuration Status for the Copernicus Space Segment Component Organising in coordination with the PA managers, the Configuration Management Boards for the disposition of request for waivers, request for deviations and configuration change requests proposals Reviewing of contractors plans, specifications and effort proposed for the execution of the project CM programme Guiding and monitoring the implementation of CM requirements by contractors and directing the necessary preventive or corrective actions Guiding and monitoring the implementation of database tools for the Copernicus Space Segment Component Programme including Documentation and actions management, NCR management, Review management and CM management Guiding and monitoring the documentation management system of the Copernicus Space Segment Programme Providing support to the Quality Management System activities within the Directorate for the Documentation and Configuration Management aspects Qualifications and Requirements Applicants should have a university degree or equivalent qualification in an appropriate discipline combined with several years, minimum of 4, experience in Configuration and Documentation Management for space projects. Experience in the management and administration of ESA databases and information systems including DOORS and ECLIPSE You shall have good interpersonal skills and be able to work effectively both autonomously and in a team setting Your communication skills will be excellent and you will be selfmotivated with a proactive approach Attention to details and excellent planning and organisational skills The working language is English additional EU languages could be an asset. This position, based near Frankfurt in Germany, calls for at least 5 years experience of managing the configuration of complex systems, ideally those applying to satellite operations. Our client is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. Vast quantities of data are produced and user communities throughout the world are able to access both current and historical data sets. The demanding realtime environment places much emphasis on adherence to quality and configuration management standards and procedures. The main working language is English. The role is associated with a new satellite programme and will embrace Managing documentation under configuration control and the issue of relevant configuration reports Acting as the secretary of Configuration Control Board meetings Createmodifydelete and track versions of hardware and software items and documentation Determining the hardware and software configuration by performing configuration audits and operating installed configuration audit functions Maintaining the configuration management database Supporting reviews and updates of system and ground segment configuration management plans Definition and maintenance of configuration management procedures Establishing and maintaining a configuration database implementing configuration status accounting Maintenance of the Documentation Management Plan and related procedures, with particular emphasis on the interaction between DM and CM Definition of configuration management requirements The key experience and attributes sought are Proven knowledge of configuration management procedures Significant experience in software configuration management Extensive knowledge of configuration management standards, e.g. ECSSMST40C, ISO 10007, EIA649 and GEIAHB649 Experience with configuration management tools Minimum of 5 years of relevant experience Knowledge of some of the following would be advantageous Hands on knowledge of Serena Dimensions Experience of European space projects Working knowledge of ECSS engineering and management standards and ISO 9000 series Candidates should ideally possess a University degree or equivalent. Fluency in English is essential. This is a freelance contract assignment with an initial period of 2 years starting in August 2013 with two options to extend for further periods of one year each.
