Regarding the Ground Segment, EUMETSAT will develop and procure a dedicated Ground Segment while capitalising on existing technology and infrastructure elements that are already in operation in the Headquarters as well as on the Satellite Application Facilities SAF Network, taking into account the lessons learnt from previous programmes. EPSSG will be the second generation of EUMETSATs polar system and as such will have a strong heritage from the existing EPS with its Metop satellites and operations, and from other elements of the EUMETSAT infrastructure in support of current programmes. PROFILE The engineer shall have the following experience and background University degree in the domain of engineering, science, or equivalent At least 3 years of combined experience in the field of engineering of space andor ground systems, in the area of Earth observation from space in the field of endtoend mission performance analysis, budgeting and verification for spaceborne observing systems of imaging andor sounding instruments Good knowledge of relevant spaceborne observation instruments EPSSG satellites will embark sounders and imagers from the ultraviolet to the microwave range, a scatterometer and a radiooccultation instrument. The following experience would be an additional asset Knowledge of ground data processing algorithms and ground processing environment. The engineer shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. Heshe shall be willing to work in a team of engineers and in cooperation with industry and partner agencies. The official languages of EUMETSA T are English and French. The working language for the position is English and therefore the Consultant must be able to work effectively in this language and have knowledge of the other. TASKS The engineer will provide support in the area of system and mission performance spectral, radiometric and geometric engineering. The activities to be followed up are in the following areas Followingup performance requirements, allocation and budgeting performed by space segment and instrument providers Followingup and reviewing definition of approach for modelling of system performances, performed by EUMETSAT, space segment andor instrument providers review of adequacy of related performance modelling tools Contributing to the preparation and analysis of the system performance budgets, collecting input from space segment, instruments and ground processing segment reporting any noncompliances and following up resolution Contributing to the consolidation and maintenance of the system requirements, including tracing to space segment, instrument andor ground segment requirements and tracking of the status of compliance reporting any noncompliances and follow up resolution Supporting the consolidation of the verification approach for system performance requirements and contributing to the maintenance of the related verification matrix Contributing to the assessment of the ground data processing algorithms and CalVal algorithms developed as part of the EPSSG ground segment and confirm that they allow meeting the System Performance Requirements spectral, radiometric and geometric requirements reporting any noncompliance and follow up resolution Supporting the validation of products and the verification of ground data processing algorithms Contributing to regular reviews of System, Space Segment, Instrument and Ground Segment documentation Participate in formal reviews and technical meetings at system, space segment, instrument and ground segment level Providing input for support preparation of documentation for System level reviews. Most activities will involve interactions with instrument, science and ground segment teams at EUMETSAT, and also, as relevant for the work, with engineers at partner agencies. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in telecommunications or electronic engineering, with a good background in satellite navigation systems, including several years working experience in these fields. Relevant experience in mission requirement analysis, system design and performance, in procurement of industrial activities, and in safetycritical and realtime software, is required.
