Product Assurance Engineering Support Service

Currently, we are looking for a highly skilled Product Assurance Engineering Support Service who will work for ESTEC, in the Netherlands. SCOPE The Product Assurance and Safety Department TECQ, located in ESTEC, operates under the authority of the Directorate of Technical and Quality Management DTEC. TECQ supports ESA in the provision of technical competence in the field of product assurance and safety engineering as well as with test services for metallic and nonmetallic materials and EEE components. TECQ customers are mainly ESA Projects and Programmes, however services are also provided to external customers e.g. industrial partners, national space Agencies, etc.. TECQ provides Product Assurance support to the projects of the Science Operations Department SCIS by an integrated Product Assurance Coordinator for the implementation of the ESA general PAS policy in the Department. For SCIS tasks, the line manager of the Product Assurance Coordinator reports directly to the Head of the Science Operations Department SCIS and interacts with the various missions and projects at the level of the most senior missionspecific manager. The SCIS PA Coordinator reports as well to the Head of the Product Assurance and Safety Department TECQ for the implementation of the ESA general PAS policy, the maintenance of standards and the contributions to corporate tasks e.g. reviews, standardization, alerts, lessons learned, etc. via the Science Directorate Head of PAS office SCIPQ. SPECIFIC TASKS Task 1 Support to SCIS PA projectmission monitoring The following activities shall be carried out as part of this task Support the PAE07 Technical Responsible in the review of the projectmission and service PA plans and the compliance matrix w.r.t. the PA Engineering Requirements. Support the PAE07 Technical Responsible in the monitoring of projectmission activities in order to ensure proper implementation of the PA Engineering Requirements, including attendance to projectmission reviews and meetings when requested. Support the PAE07 Technical Responsible in the monitoring that PAQA documentation, processes and procedures relevant to the projectmission are defined and correctly implemented. Support the PAE07 Technical Responsible in the monitoring of PA related activities of nonESA parts of the SGS e.g. Consortia, PIs, etc, when requested. Support the PAE07 Technical Responsible in the monitoring of the correct selection and use of methods and tools by the projectmission contractor services this is especially relevant when supporting the nonESA parts of the SGS. Support the PAE07 Technical Responsible in performing projectmission audits, assessments and inspections, specifically for quality, configuration and technical engineering practices, as well as in the follow up of the corresponding corrective and improvement actions. Support the PAE07 Technical Responsible in the monitoring of the metrication program applied by the missions and projects. Task 2 Support to SCIS PA coordination activities Support the PAE07 Technical Responsible in establishing the programmatic and technical PA requirements within the framework of the ESA Product Assurance and Safety policy at mission and SCIS Department level. Formal PA monthly reporting to the PAE07 Technical Responsible. Adhoc projectmission informal reporting probleminformation oneone or in the PA team meetings. Attendance to adhoc PA team meetings e.g. documentation, quality model, etc organized by the PAE07 Technical Responsible. Attendance to periodic PA status meetings organized by the PAE07 Technical Responsible and contribute to Review of actions Review PA activities checklist, objectives, roadmap Discussion topics list of items to discuss PA activities among missions and projects round table, synergies Presentations to be providedto be attended Training and conferences to be providedto be attended Define and maintain common PA and Engineering Documentation including templates. Maintain methods and tools relevant to PAQA activities e.g. SonarQube. Setup, update and maintain the SCIS PA environment. Support SCIS in performing projectmission technical assessments, audits, product evaluation, code inspections using static analysis tools, etc. Define, implement and maintain common Quality Model. Define, implement and maintain Quality Gates to build the software. Support the PAE07 Technical Responsible in the management of SCIS PA Traineeship activities or any other RD activity as requested. Maintain the PA activities checklists. Contribute to the SCIS PA roadmap and objectives. Support activities organized by the ESA SW PA section e.g. Agile handbook, evolution of ECSS SW standards, participation in SW PA workshops when requested. Support the PAE07 Technical Responsible when promoting synergies with ESA partners e.g. by collaborations, workshops. Support the PAE07 Technical Responsible to harmonize and improve SCIS Process when needed e.g. Risk Management process. Support the definition, implementation and maintenance of a SCIS SW reuse process. Support the definition, implementation and maintenance of SCIS Assessment and Improvement process. Support the definition, implementation and maintenance of SCIS dependability approach. Support the definition, implementation and maintenance of SCIS security approach. REQUIREMENTS Several years experience in the space sector, including 5 years in Product and Quality Assurance Experience in supporting RD and predevelopment activities Excellent interpersonal skills are needed, together with a high degree organizational and communication abilities, and comfortable with working in a diverse and multinational team environment. Galileo Ground Control Segment GCS Deployment Engineering Support

Currently, we are looking for a highly skilled Galileo Ground Control Segment GCS Deployment engineering support who will work for ESA, at Oberpfaffenhofen, Germany. SPECIFIC TASKS The general responsibilities of the service will be onsite support in the Galileo Control Centre located in Germany, GCCD in the area of Galileo Control Segment GCS with focus on deployments, test and verification, evolutions as well as service continuity. Task 1 assess the operational impact of segment anomalies raised as SPRs, NCRs and ARs. Follow up the closure of GCS related anomalies as part of the Anomaly Review Boards and Nonconformance Review Boards, both at segment level internal and resulting from systemOPS activities external, ensuring that critical issues are solved with maximum priority and any Workarounds are duly qualified. Task 2 support the planning and preparation of the deployment, and OPE migration activities through review of the associated deployment migration plans and CCRs. Provide duly comments in relation to the review schedules, follow up the timely execution of the activities and report on the progress. Support the planning of GCS Delivery Review Boards DRB and their associated test campaigns. Task 3 support the preparation of and follow up the daytoday GCS AIV activities at GCCD liaising with the ESA GCS AIV Manager, WP3X industry and WP1X industry. Review of AIV documentation RVM, Test Cases, Test Procedures, Test reports etc, especially those related to Site AIV activities and provide duly comments in line with the review schedules. This includes attendance of TRRs, witnessing of test execution, review of test results and follow up the timely delivery of test logs from GSAGSOp to the data processing teams. Task 4 participation to the Mid Term Planning Meetings MTPs for VAL and OPE, and Change Control Boards CCBs. The CCBs include ESA System Exploitation CCBs and GSOp GCS CCBs. Task 5 Support the development of evolutions related to operational improvements through participation in working groupsworkshops. Task 6 Support the resolution of ILS and obsolescence issues impacting operations at the control centre. Task 7 Liaise with the ESA Project Office in ESTEC on both urgent and daytoday matters potentially affecting the Galileo service continuity or limiting OPS capabilities. Task 8 Support the GCS Operators in their operational validation tasks, liaising with the technical experts in ESTEC and Industry and ensuring the operability of the delivered infrastructure Task 9 Participate, as requested, in Galileorelated reviews and technical evaluation boards, in particular contributing to GCS qualification reviews, intermediate reviews, system and operations reviews Task 10 In case needed, provide support also to deployment and AIV activities in relation to the Galileo Ground Mission Segment GMS. REQUIREMENTS The personnel assigned to carry out the above activities must eligible for a Personal Security Clearance PSC from a country within the EU, issued by their national security administrations. In addition, they should possess the following skills General skills Full command of English language oral and written Autonomy in writing minutes of meetings, technical notes, specifications and reports Good inter personal skills and team spirit Previous working experience in a multinational environment Good knowledge of MS office tools Excellent Organizational skills, good practical sense, being able to work effectively in a team and be able to work autonomously in the field of responsibility Availability and willingness to travel for missions inside or outside Europe. Experience in procurement of industrial activities Essential skills Masters degree or equivalent qualification in Engineering, physics or Computer science Knowledge and experience of the Satellite Control and Monitoring Systems and Flight Dynamics Systems including its operations, architecture and implementation. Configuration and Engineering Support Officers at Galileo Security Monitoring Centre GSMC

GSA AND THE GALILEO SECURITY MONITORING CENTRE GSMC The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. The Galileo Security Monitoring Centre GSMC is an integral part of the Galileo infrastructure responsible for monitoring and responding to security threats and alerts, and the overall operational status of systems components. For Public Regulated Services PRS, the Centre is the interface with governmental entities for cryptographic keys requests. The GSMC also oversees the content of security messages broadcast by Galileo satellites and supports the European External Action Service in case of threat to the security of the European Union or of a Member State. The GSMC is currently composed of four teams operational, engineering, facility management and security based in two sites GSMC Master site SaintGermainenLaye, France GSMC Backup site San Martin de la Vega, Community of Madrid, Spain TASKS AND RESPONSIBILITIES The GSA is looking to recruit qualified engineers to support key activities of the Galileo Security Monitoring Centre. The Configuration Support Officer profile 1 will support the GSMC project activities, reshape the integrated logistic support of the centre in line with the systems evolutions and assist the GSMC Operational team to develop and update documents maintenance operations. The Engineering Support Officer profile 2 will be responsible for the configuration and change management processes of the department. Heshe will be also supporting the Anomaly management and Validation activities as well as the training and certification activities by Organising Anomaly Review Boards and Configuration Change Boards, ensuring the correct interfacing of the GSA PAQA headquarters processes Maintain the Configuration Management Database and organise configuration audits and inventory checks Draft Test Cases and prepare Validation Reports Support the coordination, scheduling and execution of training certification and test activities Prepare Training and Certification Reports.
