EUMETSAT is the European satellite agency for monitoring weather and climate. Bringing together the resources of 30 member states, we develop and operate a range of satellite systems surveying the atmosphere, land and ocean that deliver vital data 24 hours a day, 365 days a year. From 2015 onwards, EUMETSAT will also operate Copernicus Sentinel missions on behalf of the European Union and provide data and support services to the Copernicus marine, atmospheric composition and climate change monitoring information services and their users. Data Processing Procurement Engineer REF. VN1516 Focusing on our Geostationary Satellite Systems, you will be responsible for the daily coordination of payload data processing system activities developed within the Ground Segment. In particular, you will support the Data Processing System Facility Manager on all industrial activities associated with the procurement of the level1 and level2 data processing facilities. Following handover of the MTG GS to Operations, you will play an important part in postdelivery support, including anomaly investigations and recovery actions. In addition, you will also support the preparation and implementation of future satellite programmes, and the operations and maintenance of current programmes. Amongst these and others, your main duties will imply leading the EUMETSAT oversight of the facility engineering activities i.e. monitoring and controlling subsystems, processing frameworks and tools, instrument calibration, algorithms and participating in the management of industrial procurement activities. Alongside a degree in Computer Science, Software Engineering or a related discipline, you will bring proven experience of managing industrial contacts, preferably in the field of payload data ground processing. At the same time, you should be familiar with designing, developing and maintaining near real time, highly available systems, leading technical teams and delivering full ground segment lifecycle support, including launch and commissioning preparations. Finally, you will be knowledgeable regarding standards such as ISO, CCSDS and ECSS and able to work effectively in English with a knowledge of French. Activities Attending to the customer progress meeting and payload design reviews. Attending to the supplier progress meeting and managing the design reviews. The Head of the Legal and Procurement Department will report to the Head of Administration. Key accountabilities of the jobholder shall be in principle and as may be adjusted by the Head of Administration Lead and manage the Legal and Procurement Team by attracting, developing, motivating, supporting and recognising staff towards high performance and by ensuring sufficient technical and managerial capability in the team to meet current and foreseeable GSA requirements Develop a strategy, a structure and a set of working methods for the Department which enable the provision of an efficient and cost effective service, in line with corporate strategy and available resources but which are sufficiently flexible to meet changing priorities Provide specialist legal and procedural advice to ensure that the GSA acts within its statutory and regulatory obligations Develop internal and external relationships with stakeholders that are constructive for the Legal and Procurement Department, the Administrative Division and the GSA as a whole Develop and manage the legal, procurement and contract management teams including setting targets and monitoring performance Develop and deliver a procurement strategy across the GSA to deliver the objectives set in the work programme including approving operational departments purchasing strategy and risk management plans Engage support and agreement for the strategy from key stakeholders e.g. Administrative Board, Security Accreditation Board, European Commission, European Space Agency so that implementation and compliance are optimal Promote the effective management of service providers to sustain value throughout lifecycle of contracts Establish appropriate processes and systems for effective procurement and contract management across the GSA Contribute to the identification, assessment and management of potential risks associated with GSA legal, procurement and contract management activities Ensure that all purchases by the GSA of goods or services comply with the applicable regulatory framework Contribute to general tasks of the Agency, such as planning, budgeting and reporting Inspire and motivate others by generating trust and confidence.
