Mission The activities of the Key person will include scientific aspects related to the development of the product processing facilities of the EPSSG ground segment. The Key person will work in a matrix structure providing crossdivisional support and be hosted in the Remote Sensing and Products Division of the Technical and Science Support Department. The Key person will work at EUMETSAT Headquarters, located in Darmstadt, Germany. Profile The Key person shall have, as mandatory, the following experience and background University degree in remote sensing, meteorology, oceanography, physics, or equivalent At least three years of experience in the field of remote sensing, including experience with radio occultation observations Experience in satellite data processing Very good skills in a higher programming language, such as Fortran, CC, Python Skills in writing scientifictechnical documents Familiarity with Microsoft Office The following experience would be an additional asset Experience in understanding and writing requirements Experience with the specification, development, and validation of satellite data processing chains Experience with calibration and product validation methods Knowledge in radio occultation data processing and applications. The applicant shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. EPSSG Image Navigation and Registration Support MF

Mission The Key Person will be integrated into the INR and Calibration Section, which provides support for the EPSSG Programme in the area of INR and geometrical algorithm processing. The general task of the Key Person will be to support the INR aspects within the developing activities of the EPSSG Programme. Primarily the activities have the objective to establish and maintain the knowledge needed to support the INR processing as part of the mission data processing functionality both for online and offline functions. In addition, the Key Person will support and contribute to the review and refinement of the INR architecture at EPSSG System level. In particular the tasks may include Help to develop the INR processing functionality for the mission data processing of all EPSSG instrument missions, throughout the procurement lifecycle, Acquire detailed knowledge on the EPSSG System INR architecture including dependencies and interactions between the platform and the instruments as well as between the instruments hosted on the same platform. Any incompatibilities to the EPSSG requirement baseline need to be identified and resolved. Ensure that the INR processing functionality, including INR testing functionality, which is developed as part of the mission data processing is consistent with the EPSSG System architecture and able to meet the EPSSG requirements on geometric quality and performance. Inconsistencies and noncompliances must be flagged and mitigation measures proposed. Establish and implement a model of the EPSSG INR System architecture, including of the INR estimation process, which allows verification and benchmarking of the INR approach selected by industrial contractors for the instrument mission data processing. Develop, maintain, and procure a INR related test tools and software including INR reference processor software and b INR related test datasets that are necessary for the testing and verification of the EPSSG requirements baseline. Ensure a proper knowledge transfer of all INR aspects from industry to EUMETSAT is implemented in order to ensure longterm maintainability of the preoperational or operational software Define, develop and maintain INR related processing functionality requirements and specifications. Monitor the evolution of the requirements and the applicability of their versions to developed or procured items Prepare documents to support tender actions in the area of INR data processing, and, potentially, evaluate responses to them Support studies and Instrument Functional Chain Team IFCT activities in the area of INR and geometrical processing. Monitor and support INR aspects during the GS development, including contribute to reviews, verification, and testing against appropriate versions of requirements and monitoring and advising on the resolution of deviations Support system engineering activities related to INR, including reviews, working with the EPSSG System and EPSSG Ground Segment teams, and the EPSSG Science team Support interactions related to INR with the Space Segment, including supporting the review, andor analysis, of INRrelated documentation Any other tasks deemed appropriate by the technical officer in support of the overall aim of the tasks above. Profile In addition to having a University degree in a relevant discipline such as aerospace engineering, physics or remote sensing, the Key Person shall have a minimum of three years experience in system design, specifications and implementation of INR processors andor simulators andor mathematical models for imager andor sounder instruments including the development of INR software for processing of satellite meteorological data in UNIX environments. Knowledge and experience of the following is mandatory Expert level on Image Navigation and Registration INR methodologies and techniques, including observable processing, LineofSight LOS modelling, geolocation, and state vector estimation for threeaxis stabilised satellites preferably in low Earth orbit Specification, development, and testing of INR processor software for threeaxis stabilised platforms Integration, Verification and Validation of INR processing subsystems for satellite meteorological or remote sensing dataProficiency in a highlevel programming language e.g. CC suitable for the implementation of prototype and operational INR processor software. Experience and expertise in the following will be preferable Relevant experiences with characterisation and modelling of space segment elements related to INR e.g. scan mirror and line of sight models experience with threeaxis stabilised is considered a clear advantage. Familiarity with mission data processing of satelliteborne instruments knowledge of EPS and EPSSG instrument being an advantage, in particular in relation to INR, geolocation, and geometrical processing. Consultancy Support for Ground Segment System Engineer MF

MISSION The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification Support the refinement and maintenance of the ground segment functional model Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management of the requirements baseline, including for changes deviations and waivers and evaluation of impact on element baselines Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level. Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. PROFILE MANDATORY SKILLS The Consultant shall have a university degree or equivalent in the domain of engineering or science, together with at least 5 years of demonstrated experience in the following areas and disciplines Extensive experience in the specification, design including functional analysis an modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in system engineering practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes Detailed knowledge of at least 2 of the following and a good overview of the others i Networking Communications, ii Ground Stations, iii Near RealTime Data Processing chains, iv Satellite and ground segment control systems Fluency in English is mandatory. Mission As a member of the Generic and Systems Infrastructure Division GSI, the key person shall provide support to the development and maintenance of data services systems. The duties range from the support to the operation of the EUMETSAT Earth Observation Portal to the analysis, design, development testing and maintenance of software functions maintained developed within the Data Services Engineering Team. This may includes the settingup and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external providers of maintenance services. The particular focus on the tasks to be performed are the operational support and the design, implementation and testing of software corrections and evolutions. The key person shall have skills and experience in the following mandatory areas minimum 5 years for each 1. System Maintenance Skills o Extensive experience in the provision of first line support for operational systems, which includes the monitoring of the performance, problem investigation, coordination of resolutions and oncall support. 2. Mission In general, the tasks of this Key Person will be towards the provision of support to the LI product development within EUMETSATs Remote Sensing and Products Division RSP. Within RSP, the Key Person will work in the team of the Atmospheric and imaging Applications AIA in the group responsible for the scientific product development. It is expected that the tasks of the Key Person will include support to the MTG programme for the LI instrument in the following areas Development and evaluation of appropriate filtering techniques Development of a reference processor for LI, from Level 0 to Level 2 with emphasis on filtering false events in the Level 0 data to optimise detection efficiency Provision of an Algorithm Theoretical baseline Document ATBD for the LI processing Conducting external studies and analysing study results. As lightning and convective activity in the atmosphere are closely related, the Key Person will be required to support activities concerning specific cloud products obtained from the optical imaging instrument onboard MTG Flexible Combined Imager, FCI. This includes Support for the utilisation of EUMETSAT cloud products, in severe storm situations Support of the development of advanced cloud models for use in remote sensing using passive VIS IR measurements, e.g. through literature studies Obtaining, classifying and analysis of validation data, e.g. the ATrain satellite observations see httpatrain.nasa.gov, for the EUMETSAT cloud products. Profile The Key Person shall have, as a prerequisite, a university degree or comparable qualifications in Meteorology, Atmospheric Physics or related subjects, and a demonstrated experience in the area of satellite meteorology or satellite data processing. Furthermore, at least 3 years experience in software development in a Linux or Unix environment is required, together with at least 3 years experience in CC, preferably also in Fortran90. Knowledge on lightning processes, lightning detection systems ground or space based and on the general atmospheric processes in convective situations would be a distinct advantage. Furthermore, experience with graphics packages like IDL or Matlab would be a distinct advantage. Fluency in English is mandatory.
