As a member of the Computer Systems Management CSM team, the Key person shall provide support to the development and maintenance of the TCE. The duties range from maintaining and creating software packages that are installed on the TCE over advice and support for programmers working with the TCE to the creation of new software that is needed to support ongoing developments. This also includes the settingup and implementation of best practices for programming and the definition of the future TCE design in close cooperation with the TCE system administrators The Key person shall perform the following tasks Maintenance and development of bespoke and COTS software packages Support of programmers in the area of system programming and interface definition Design and implementation of new software packages that are needed to support ongoing projects and which are providing common services to all users. Contribution to the analysis and planning of HW and SW upgrades or reconfigurations, taking care of compatibility issues between subsystems Provision of secondlevel support to the users of the system Database Programming Support to SW development and maintenance in relation to the utilization of system resources Provision of standbyoncall support if needed under special circumstances Provision of support, as required, to critical operations. In the performance of the activities the Key person shall apply the relevant change control and maintenance procedures. In addition to having a university degree or equivalent, the Key person shall have extensive experience in the programming of lowlevel code and system critical functions of distributed systems. The experience should have been made in an operational or production environment characterized by custom applications in addition to standard software, running both on the client and server side, and by high availability requirements. The Key person shall have an expert knowledge and a significant work experience of programming with UNIXtype operating systems, and should be familiar, to the extent required by the performance of the above tasks, with as many as possible of the following system software environments CC programming Java Programming Scripting language programming like perl or python Network programming Operating System interface programming Automated services Database programming Experience in the installation, administration and troubleshooting on some of the following shall be considered as an advantage Installation and maintenance of ORACLE databases maintenance of an Online Documentation system FirstSecond Level user support. Automatic Service Provisioning using Cloud technologies. Installation and maintenance of programming and debugging environments It is also an advantage if the key person can carry out basic hardware support like installing interface cards or physically setting up networks. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. Because of the special support role good communications skills and stress resistance are essential for the job. The official languages are English and French.

Description The Key Person will be integrated within the PRS Division into the Configuration, Documentation and Information Management Team for GEO Programmes. The general task of the Key Person will be to provide support and advice to the GEO Configuration, Documentation and Information Manager as Configuration Management Engineer. The set of applicable rules and working practice to be applied during the execution of the work will be made available to the Key Person at start of the duties in EUMETSAT. Profile The Key Person shall have a demonstrated experience of at least 5 years in managing the configuration of complex systems, with focus on large distributed ground software systems, and good understanding of the CM processes for the space segment Hardware and software. The Key Person is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision, good team working skills and strong action achievement orientation. Configuration Management Tool Service Support

The service activities include the planning, development and installation of Configuration Management database systems and tools to address Configuration Management needs via individual service requests. These service requests are issued in the form of Work Packages with a maximum effort allocation and cover activities which can be any of the following Development of a generic As Designed CM tool instance aimed to manage Changes and Configuration Items related to projects or programmes feasibility studies, specification, development, documentation, installation and testing of the tool Improvement of existing generic As Built CM tool aimed to manage Changes and Configuration Items related to Operational systems. Feasibility studies, specification, development, documentation, installation and testing of scripts aimed to automate as much as possible As Built CM procedures currently performed manually by CM engineers or users, crosschecking conformance with applicable processes and working practices. Creation, modification, update and version tracking of following Configuration Items Documentation including SpacecraftGround Segment operational procedures, manuals and guides HW items computers, infrastructure, Comms equipments SW items including SW applications, COTS and associated Licences, ... keeping up to date the mapping between SW and HW items. Contribution to the improvement of existing Configuration Management processes and working practices More generally Planning and preparation of above mentioned new CM tool instances. Monitoring and tuning of the tools performances, and impact assessment on existing CM framework. Second level support to CM stakeholders support team, user representatives,.. SERVICE SUPPORT PERSONNEL REQUIRED PROFILE In addition to having a University degree in Computer Science, the Service Support Personnel providing the service shall have a minimum of three years experience in the field of Configuration Management, including build, deployment and installation processes on large softwareintensive highavailability operational systems. Sound practical experience with Configuration Management tools as Administrator or advanced user Serena Dimensions or Clearcase Database programmingSQL e.g. Oracle or Sybase SW development in Java, C, vb.net, python, perl or similar is mandatory. Practical experience with Configuration Management standards such as CMMI, ISO or ESA ECSS SW development environments e.g. Visual Studio Source code control tools CVS, SubVersion, would be considered as assets. The Service Support Personnel shall also have demonstrated very good communication and team working skills be able to conduct all activities in an orderly and disciplined manner, in particular when applying and supporting As Designed and As Built Configuration Management standards be able to work calmly under stress with the minimum of supervision. The official languages are English and French. The working language for the position is English and therefore the Service Support Personnel must be able to work effectively in this language and have knowledge of the other, together with good communication skills. MANAGEMENT The service requests will be issued via individual work packages within an overall Limit of Liability for the overall framework. The work packages will be issued according to actual needs. The minimum notice period for a work package is 2 weeks. The overall maximum amount of effort for the service requests will be 180 person days equivalent for the initial duration of the service contract, plus 100 person days for the option. The start of the required support is foreseen on 01112013. The released work packages will identify the inputs, the activities, the deliverables and the timeframe. These work packages can include normal support at the contractors premises onsite support for specific activities The software development activities carried out at the contractors premises shall be done on an environment identical to existing framework to ease the import of deliverables developed at contractors premises. If necessary, the client has the possibility to lend a Serena Dimensions license for the duration of the contract. The support is calledup and managed by Technical Officer Configuration Management Team Leader who is responsible for the acceptance of all deliverables. The contractor shall appoint a single point of contact responsible for managing and handling the details of the above described services. REPORTING Formal reporting is required at monthly intervals or in the event of a major task completion. The monthly reports and any other reports or technical documentation generated shall be submitted in writing directly to the technical representative. The documentation template for the reports is provided by the client.
