General tasks to be performed Support the ESA PA Safety Manager for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme. This includes support to any or all of the following activities Establishing the PAS requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy Produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Reviewing contractors plans, specifications and effort proposed for the execution of the project PAS programme Produce reports of review activities performed e.g. documents reviewed, checklists used, spot check performed and conclusionsrecommendations. Monitoring project PA status identify relevant PA issues, including NCR SPR Waivers Problems Critical Items and systematically tracking all items. Produce monthly reports of monitoring activities performed e.g. inspections, checks, visits, reviews, including conclusions and recommendations. Assessing the implementation of PAS requirements by contractors, participating in design and safety reviews and directing the necessary preventive or corrective actions Produce monthly reports with assessment activities performed e.g. documents reviewed, checklists used, spot check performed, contribution to design and safety reviews, and activities related to preventivecorrective action. Participating in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Produce reports of participation to boards, indicating the contribution made to these boards e.g. review of agendas, participants, minutes of meeting, action follow up, closeout. Guiding and monitoring the application and procurement of EEE parts, materials and processes and controlling implementation of applicable requirements Produce reports on guidance provided, monitoring activities performed and status of compliance to applicable requirements. Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Produce report on activities performed with conclusion and recommendations. Defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items Produce and implement plans for the preparation of the formal acceptance requirements, defining steps, inputs, outputs, participants, responsibilities, interfaces, and coordinating efforts of participants to produce resulting consolidated inputs to project documents. Produce also reports on the activities performed for conduction of Acceptance Reviews. Supporting the organisation management of the support from all PA disciplines Controlling NCR Waivers Problems Critical Items. Produce meeting agendas, check that all inputs are available for the NRB or CCB, check that all needed participants are involved, produce NRB or CCB minutes of meeting, followup on actions identified, ensure proper nonconformancewavierproblemcritical item closeout. Produce also reports on control activities performed. PA for the verification, qualification, acceptance delivery activities. The launch campaign. Participating in progress meetings and CCB meetings. Produce inputs to the meeting and whenever requested, produce meeting agendas, check that all inputs are available, check that all needed participants are involved, produce minutes of meeting, followup on actions identified, ensure proper closeout. Participating in all project reviews, including safety reviews. Produce reports on all review activities performed e.g. documents reviewed, checklists used, spot check performed, conclusions and recommendations. Reporting project PA status deviations from plan schedule of all of above. To successfully perform the above mentioned tasks, the following background experience is required Master or PhD in Engineering, preferably related to space A minimum of 10 years experience in the space sector, including 5 years in Product Assurance, preferably in the areas of Earth Observation Programme, Science Programme, andor Human Spaceflight and Robotic Exploration Knowledge and experience working with Technology Readiness Levels TRL and their use in space RD activities is an asset Excellent interpersonal skills are needed, together with a high degree of organizational and communication abilities, and comfortable with working in a diverse and multinational team environment. Auditing training and experience Ability to work independently and establish good working relations with relevant actors in ESA and Industry Experience with Risk Management methodology is an asset. Position Reference 735 We are currently looking for an EGNOS User Segment Engineer to work in the city of Prague, Czech Republic. HeShe will support standardisation activities in the field other market segments than aviation maritime, rail, road, etc.. Tasks and Activities The scope of work will include Support the standardisation of SBAS services and SBAS receivers for other uses than aviation Contribute to write the service provision concepts with the user community, defining typical operational goals for the service, then determine and validate user segments requirements e.g. Receivers minimum operational performance specifications, or similar. Contribute to the service engineering for other market segments than aviation maritime, rail, road, etc., notably by defining activities required to standardise the service, the system andor user receivers e.g. testbed, test user receiver, pilot project. Support the EGNOS Standardisation Engineer in the standardisation of SBAS receivers within the standardisation fora of the different user communities, organising and managing the production of the deliverables and contributing to their edition. Support the EGNOS Standardisation Engineer in liaising with the stakeholders which contribute to standardisation of EGNOS Services, notably by preparing publications, presentations and writing minutes of meetings. Support the supervision of activities outsourced by the Service Engineering team for DFMC User Segment projects Contribute to writing technical specifications of GSA prototyping projects for maritime, rail, road and other market segment if need be. Provide technical expertise for project reviews of receiver prototypes. Contribute to preparing Technical Specifications for GSAs standardisation activities Procurement and Grants. Contribute to other tasks of the EGNOS Service Engineering team, as necessary. Skills and Experience The following skills and experience are mandatory Masters Degree in the relevant discipline, with at t least 5 years of relevant professional experience. Experience in developing user segment equipment, either in navigation or telecommunications. Ability to write clear, precise and concise documents in fluent English Experience in supervising outsourced activities in an international environment. The following skills would be highly desirable Experience in defining technical requirements from potential users for future services within a regulated environment. Experience in developing GNSS receivers up to commercialisation. Experience leading a standardisation group of technical experts in an international forum. Experience in developing user segment equipment for transport safety maritime, road, rail or aviation.
