Consultancy Support on Data Processing and Applications Systems Engineering

This job position is for our customer EUMETSAT. Heshe will provide engineering support to the MTG Ground Segment Data processing team in the frame of the MTG Programme The key person will support the procurement of data processing elements by advising on technical solutions proposed by the contractor and by reviewing documentation to confirm its compliance with the requirements. Heshe will support management of the requirements baseline for data processing elements and support refinement of ICDs. The key person will support testing, integration and acceptance of data processing elements. Heshe will participate in formal reviews and technical meetings. In addition, there will be regular involvement in the following tasks requiring interaction and coordination with other teams at System and Ground Segment level Review of System, Space Segment and Ground Segment documentation dealing with requirements, concepts, algorithms and technical analyses of relevance for data processing, including review of instrument data processing algorithms and calibration concepts defined by the Space Segment with emphasis on their implications on Ground Segment data processing concepts, interfaces and architecture. Participation in formal reviews and technical meetings at System and Ground Segment level Review of documentation dealing with technical evolutions of the EUMETSAT infrastructur PROFILE In addition to having a University degree or equivalent, including experience in the engineering, physics, or software or similar domains the key person shall have the following mandatory attributes, skills, and experience Relevant experience in preparation of requirements, design, interfaces and testing documentation for data processing systems considering the systems engineering aspects of data processing management and data provision experience of data processing for high data rate missions andor Earth Observation missions is an asset but is not mandatory Relevant experience in monitoring and implementation of designs against requirement baselines and IVV, including testing and formal acceptance The ability to maintain a system overview is essential. This ability shall be exercised within a multidisciplinary context in cooperation with other teams, covering several different data processing levels and instruments Ability to learn and develop the needed skills and knowledge to contribute to the development of MTG. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context Systematic approach to work, including the ability to plan the work and to cope with tight schedules and multiple tasks Ability to write accurate and consistent technical documentation. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other. The key person will be a member of a multidisciplinary system engineering team and will report directly to the SEP Ground Stations Engineering Team Leader. HEshe will support Engineering activities of Phase B of future ground segments in the areas of Ground Stations, RF and Telecommunications mainly for supporting EPSSG and JasonCS activities The follow up of the detailed design and development activities of Phase CD of the future ground segments in the areas of Ground Stations, RF and Telecommunications The maintenance and evolution in phase E to the other programmes within EUMETSAT MSG, EPS, Jason, ,.. in the areas of Telecommunications, RF and Ground Stations, PROFILE The key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks. Heshe shall have, as a prerequisite, a demonstrated experience in a similar function for at least 5 years. This experience shall include in particular Ground stations system and subsystem design and development for TTC Ground stations system and subsystem design and development for mission specific andor satellite communications ground stations TTC baseband equipment and SLE compliant implementations Technical background in the specification and VV of ground stations and large antennas and tracking systems for LEO and GEO satellites ACU and receivers inclusive Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transmission e.g. ECSS and CCSDS Standards. In addition, the knowledge and experience of the following processesareas is considered as an asset Competence and experience in the engineering processes for managing requirements from the definition phase through the traceability, verification, validation and maintenance stages using formal methods and tools e.g. DOORs Design and requirements engineering of large and complex Earth Observation related ground stations Usage of High Data Rate Demodulators System experience with Link budget analysis and tools in S, X and Ka Band Standard RF and microwave tools and SW package for generation of signal processing related simulations andor semiautomated measurement procedures. Support the EUMETSAT Training administrators, developing first line support and day to day administration capabilities for their online training work. In collaboration with SMEs develop and support the development of training resources, in terms of case studies, online lessons, interactive exercises and video tutorials, and courses, applying sustainable and sound technological solutions. Play a role in the wider meteorological learning technologist network Participate in the Technical Support Officer community of practice providing resilience and coverage across partner organisations, and sharing knowledge and best practices. Support CALMet Commons community of practice blog calmet.org and the CALMET Online workshop. Coordinate publication of The Training Bulletin 3 times per year. Requested profile Significant skill and proven experience in Instructional design in general within a professional development and adult learning context in particular, with a strong understanding of the application of learning theories Implementing and evolving online and distance learning Handson knowledge of standard learning technologies and tools such as Moodle, Saba Centra.... Advising on evolution of learning technologies in vocational training Providing consultancy to trainers and SMEs It is most likely this will be underpinned by a level of post graduate qualification, andor professional certification such as CMALT or similar The provider shall have excellent communication, planning, implementation and cross cultural team working skills. An understanding of EUMETSAT, and training in the meteorological or scientific context is an advantage but not essential. The provider shall be able to work fluently in English.
