Description As a member of the Generic and Systems Infrastructure Division GSI, the key person shall provide support to the development and maintenance of the data services systems, concretely of the data dissemination services. The duties range from the support to the operation of the various dissemination components, to the analysis, design, implementation, testing, and maintenance of software and system functions maintained and developed within the Data Services Team. This may include the settingup and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external providers of support services. In particular the tasks will include the following ones, with a particular focus on the Design activities, and translate technical requirements into appropriate technical design and implementation 1. Operational Support for dissemination systems Monitoring the performance and behavior, Problem Investigation and anomaly raising, First Line Correction, Installation of software, OnCall support out of normal working hours. 2. Requirements Analysis Interaction with endusers, Determine operational, maintenance, and evolution needs, Definition of system and software requirements 3. Design Software corrections and evolutions, Redesign of legacy systems, User Interfaces, Identification, procurement or implementation of tools. 4. Testing Regression Testing, Acceptance of external software, Verification and Validation support. 5. Support the delivery of software externally developed Communication with the external contractor, Software reception, installation, configuration and testing. 6. Generation and maintenance of technical documentation System and Software Requirements, Architectural Design, Interface Control Documents, Test Plans, MaintenanceOperational Procedures for operational systems. 7. Participation and organisation of technical meetings and formal reviews. 8. Preparation and production of routine reports as necessary. In the performance of the activities the key person shall follow the relevant change control and maintenance procedures. Profile In addition to having a University degree or equivalent in a relevant engineering discipline, the key person must have excellent team working skills, being able to work autonomous and have good analytical skills. The key person shall have skills and experience in the following mandatory areas minimum 5 years for each 1. System Maintenance Skills Extensive experience in the provision of first line support for operational systems, which includes the monitoring of the performance, problem investigation, coordination of resolutions and oncall support. Operation and maintenance in satellite data disseminationdistribution systems in a 247 operational environment, including experience with satellite data formats. 2. System Development Maintenance Skills Strong ability to translate technical requirements into appropriate technical design and implementation. Extensive experience in software development and maintenance, including the reengineering of legacy systems, using a formal life cycle resulting in deliveries to customers. This includes requirements management, software design and implementation reflecting corrective and evolutions of software components. Extensive experience in software validation and verification related activities test procedure generation, nonregression testing, requirements verification and validation. 3. Software Engineering Skills Extensive experience in designing and developing software components and applications in the CC programming language under Unix AIX, Sun Solaris, Linux using Object Oriented OO approach. Experience in developing software applications using relational database management systems RDBMS. Experience with Web technologies. 4. Documentation and Software Configuration Management Skills Experience in using software configuration management, anomaly reporting and tracking tools. 5. Software Technology Skills Expert knowledge in development and maintenance of medium to large size applications in CC and Java, XML, and operating system scripting languages System level and network programming TCPIP and distributed applications Development of web interfaces Tomcat application server Oracle, SQL XML technologies Source Code control system preferably SubVersion Configuration Control Formalised Software Testing UNIX SVR4 AIX, Sun Solaris, Linux Operating System environment. Practical knowledge of as many as possible of the following will be an advantage Eclipse Perl programming language Satellite Ground Segment systems Standard Communication protocols, data exchange protocols, data compression schemes. Experience with satellite data transport standards e.g. DVB, CCSDS. Definition and formalization of data flows and interfaces between complex systems Experience in using XML technologies for data flows and format representation Meteorological Image Processing and data formats HDF5, NetCDF, JPEG2000, etc Toolbased Software design UML UNIX and Windows system administration The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the key person must be able to work effectively in this language and have knowledge of the other. MISSION Inhouse consultancy support is sought for the ongoing scientific activities in preparation for a future UVNS mission to be flown on the EUMETSAT Polar System Second Generation. The key person will provide support within the Atmospheric Composition Team in the Remote Sensing and Products RSP Division of EUMETSAT, located in Darmstadt, Germany. Heshe will be fully integrated in the Atmospheric Composition Team and will interface with inhouse experts of various disciplines system, instruments, operations, science, and in particular members of the PostEPS Science Team within the RSP Division. The tasks of the Key person will include Development of algorithms for calibration of UVNS level 0 data Taking into account the constraints imposed by the final goal of implementation of the products within an operational processing system Development of prototype software code for the purposes of testing and validation the algorithms developed Development of an instrument performance model based on specifications to be provided by industry Generation of test data required for the verification of the algorithm and products Generation of associated documentation including test data descriptions, Product Generation Specification PGS, technical reports etc Interfacing with experts across EUMETSAT as needed Collaboration with expert groups and the wider scientific community outside EUMETSAT as appropriate Provision of support to algorithm, and potentially prototype software development activities, for future level 2 product development for the UVNS instrument. The tasks will evolve as the EPSSG specifications mature in the coming years. PROFILE The key person shall have the experience and capability to fulfil the assigned tasks with a minimum of supervision. The key person shall have a university degree in meteorology, atmospheric physics, remote sensing, or equivalent. Heshe shall have a minimum of three years experience in the field of remote sensing. Specifically the key person shall have Experience in atmospheric remote sensing in the optical spectrum Ultraviolet to Infrared, Experience with instrument calibration and characterisation Familiarity with Earth observation systems in operational meteorology, atmospheric composition and climate monitoring both remote sensing and in situ systems, Familiarity with radiative transfer, Handling and processing of remote sensing data, Very good skills in a higher programming language e.g. Fortran, C.
