Mission In general, the tasks of this Key Person will be towards the provision of support within EUMETSATs Remote Sensing and Products Division RSP to the routine monitoring and validation of satellite derived meteorological products. Within RSP, the Key Person will work in the team of the Atmospheric and Imaging Applications AIA in the group responsible for the routine product monitoring, validation and quality control, but in close interaction with the AIA scientists who are responsible for the development, maintenance and improvement of the processing algorithms. The focus of the product monitoring group is on the routine monitoring of the scientific quality of the operational products, validation of operational products, reaction to anomalies reported within this operational processing, support to the implementation process for new products or updates of existing products, and support to the necessary documentation work e.g. Algorithm Theoretical Baseline Documents, Validation Reports. The work will mainly deal with the products extracted from the series of EUMETSAT Meteosat geostationary satellites. It is expected that the tasks of the Key Person will include Support to the monitoring and validation activities of existing Meteosat algorithms and products Support to new and enhanced algorithms and products, especially in the area of product validation Preparation of technical notes and reports, notably with regard to validation reports Attendance at technical meetings as required Participation in RSPAIA team meetings. Profile The Key Person shall have, as a prerequisite, a university degree or comparable qualifications in Meteorology, Atmospheric Physics or related subjects, and a demonstrated experience of at least 3 years in the area of satellite meteorology or satellite data and products monitoring and quality control for optical imaging instruments. Furthermore, at least 3 years experience in software development in a Linux or Unix environment is required, together with at least 3 years experience in a higher programming language as e.g. Fortran90, C or C. Experience with graphics packages like IDL or Matlab would be a distinct advantage. The Key Person is required to have the experience and capability to fulfil the assigned tasks with a minimum of supervision. The Key Person shall also possess good interpersonal skills. Mission As a member of the Generic and Systems Infrastructure Division GSI, the key person shall provide support to the development and maintenance of data services systems. The duties range from the support to the operation of the EUMETSAT Earth Observation Portal to the analysis, design, development testing and maintenance of software functions maintained developed within the Data Services Engineering Team. This may includes the settingup and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external providers of maintenance services. Profile In addition to having a University degree or equivalent in a relevant engineering discipline, the key person must have excellent team working skills, being able to work autonomous and have good analytical skills. The key person shall have skills and experience in the following mandatory areas minimum 5 years for each 1. System Maintenance Skills o Extensive experience in the provision of first line support for operational systems, which includes the monitoring of the performance, problem investigation, coordination of resolutions and oncall support. 2. Software Engineering Skills o Extensive experience in designing and developing software components and applications in the Java programming language under Unix Sun Solaris, Linux using Object Oriented OO approach including design patterns for web portals. o Extensive experience in developing software applications using interfaces to relational database management systems RDBMSand management of their schema. 3. System Development Maintenance Skills o Strong technical expertise for translating user requirements into software requirements, architecture evolution and implementation. o Extensive experience in software development and maintenance using a formal life cycle resulting in deliveries to customers. Profile The Key Person shall have, as a prerequisite, a university degree or comparable qualifications in Meteorology, Atmospheric Physics or related subjects, and a demonstrated experience in the area of satellite meteorology or satellite data processing. Consultancy Support for Ground Segment System Engineering 1313076 Job Description The Consultant will carry out tasks which support activities related to Phase B of the EPSSG programme and Phase CD of the MTG programme in the area of ground segment engineering. The ground segments of these programmes consist of TTC and payload acquisition ground stations, mission control systems, data processing and archiving facilities, data dissemination facilities and the associated network elements. The Consultant will perform typical system engineering activities such as Requirements engineering, which consists in requirement analysis and validation, requirement allocation, and requirement maintenance. Design, build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics. System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness. Performance of trade studies for assessing effectiveness, risk, cost and planning. Planning for integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification. Support the refinement and maintenance of the ground segment functional model. Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation. Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents. Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements. Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs. Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering. Support the management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines. Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level. Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design. Support to the performance of elements design for internally developed elements. Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning.
