MISSION Inhouse consultancy support is sought for the ongoing scientific activities in preparation for a future UVNS mission to be flown on the EUMETSAT Polar System Second Generation. The key person will provide support within the Atmospheric Composition Team in the Remote Sensing and Products RSP Division of EUMETSAT, located in Darmstadt, Germany. Heshe will be fully integrated in the Atmospheric Composition Team and will interface with inhouse experts of various disciplines system, instruments, operations, science, and in particular members of the PostEPS Science Team within the RSP Division. The tasks of the Key person will include Development of algorithms for calibration of UVNS level 0 data Taking into account the constraints imposed by the final goal of implementation of the products within an operational processing system Development of prototype software code for the purposes of testing and validation the algorithms developed Development of an instrument performance model based on specifications to be provided by industry Generation of test data required for the verification of the algorithm and products Generation of associated documentation including test data descriptions, Product Generation Specification PGS, technical reports etc Interfacing with experts across EUMETSAT as needed Collaboration with expert groups and the wider scientific community outside EUMETSAT as appropriate Provision of support to algorithm, and potentially prototype software development activities, for future level 2 product development for the UVNS instrument. In addition the key person will provide support to Assessment of results from scientific studies, Refinement of mission requirements in response to expert advice and results of scientific studies, Scientific assessments related to requirements refinements, Interaction with expert teams and the conduct of expert team meetings, Participation in reviews. The tasks will evolve as the EPSSG specifications mature in the coming years. PROFILE The key person shall have the experience and capability to fulfil the assigned tasks with a minimum of supervision. The key person shall have a university degree in meteorology, atmospheric physics, remote sensing, or equivalent. Heshe shall have a minimum of three years experience in the field of remote sensing. Specifically the key person shall have Experience in atmospheric remote sensing in the optical spectrum Ultraviolet to Infrared, Experience with instrument calibration and characterisation Familiarity with Earth observation systems in operational meteorology, atmospheric composition and climate monitoring both remote sensing and in situ systems, Familiarity with radiative transfer, Handling and processing of remote sensing data, Very good skills in a higher programming language e.g. Fortran, C. The following areas of expertise would be an advantage Quality control of satellite data and products Operational product processing environments Software build environments and tools e.g. make, imake, eclipse, insure Source code control system, e.g. Subversion or CVS. English is mandatory. French would be an advantage. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification Support the refinement and maintenance of the ground segment functional model Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management of the requirements baseline, including for changes deviations and waivers and evaluation of impact on element baselines Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level. Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. Mission The Key Person will be integrated within the PRS Division into the Configuration, Documentation and Information Management Team for GEO Programmes. The general task of the Key Person will be to provide support and advice to the GEO Configuration, Documentation and Information Manager as Configuration Management Engineer. In the performance of these tasks, the Key Person shall comply with the applicable rules of the EUMETSAT Directory of Instructions DI and the EUMETSAT Management System EMS part of it, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available to the Key Person at start of the duties in EUMETSAT. Profile The Key Person shall have a demonstrated experience of at least 5 years in managing the configuration of complex systems, with focus on large distributed ground software systems, and good understanding of the CM processes for the space segment Hardware and software.. The Key Person is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision, good team working skills and strong action achievement orientation. In detail, the Key Person shall demonstrate Proven knowledge of configuration management procedures. Significant experience in software configuration management e.g. Flight and Ground and experience with Configuration Management Methods and Techniques Extensive knowledge of Configuration Management Standards, e.g. ECSSMST 40C, ISO 10007, EIA649 and GEIAHB649 Experience with Configuration Management Tools Minimum of 5 years of relevant experience Very good communication and team working skills Being able to conduct all activities in an orderly and disciplined manner, in particular when applying the applicable Configuration Management standards and processes. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. Heshe shall be willing to work in a team of engineers and in cooperation with industry and partner agencies. Fluency in English is required. The variety of the tasks and the scope of the systems to be supported require a high degree autonomy and good analytical skills.
