The improvement in the quality of the data service is to be provided by a space based data relay system supporting data links between user spacecraft in low earth orbit LEO and user ground stations. In particular, the services offered by earth observation missions will be upgraded considerably since the EDRS will enable such missions to offer near real time access to data for example for disaster relief and security applications without being subject to geographical or weather constraints. Today space based data relay services are not offered on a commercial basis and are available only for institutional use to a few nations in the world.
