GSMC Operations Analyst and Operations Engineer

The GSA is looking to recruit and establish a reserve list of candidates with two profiles Operational Analyst and Operational Engineer. The GSMC Operations Analysts and Operations Engineer execute instructions from the GSMC Operations Manager. The main areas of responsibility for the Operations Analyst are supporting GSMC Security Monitoring and PRS Access operations by using hisher expertise and operational tools to support decision taking. Hisher tasks and responsibilities will in principle include without limitation Provide advice and expertise to current GSMC Operations, external stakeholders such as Member States and European Institutions and to Galileo Crisis Management. This will include suggesting courses of action and providing advice on the impact of various proposed options during Crisis Management of the Galileo System Analyse GSMC operational data and provide summary reporting in line with the GSMC operations reporting plan e.g. drafting weekly monthly reports Conduct studies and trend analysis in support of GSMC operations or service provision, to identify improvements or optimisations to GSMC operations and to contribute to the GSMC Service reporting Ensure the organisation of GSMC operations, including the availability of operators, coordinating the availability of infrastructure and GSMC business continuity planning The GSMC Operations Engineer manages the development and validation of GSMC operations and is responsible for the evolution of all operations and services including the introduction of new equipment. Hisher tasks and responsibilities will in principle include without limitation Manage the Operations Engineering process, including management, using DOORS, of the GSMC Operations Requirement baseline, proposing updates to ensure the implementation of new user requirements and the development of Operational Concepts and Procedures to implement these requirements Design and execution of validation campaigns to validate GSMC operations and GSMC Services Manage external reviews of GSMC operations Provision on inputs to the GSMC security accreditation based on the outcome of the validation campaigns Ensure the training of GSMC Operators in each new version of the GSMC Operations Develop and maintain training material and the GSMC Training Management Systems Both GSMC Operations Analysts and Operations Engineers will be requested to perform the following tasks Manage industrial contracts providing operations engineering support, operations support and outsourced operations, including drafting and negotiating terms of reference with industry and the management of contract execution Develop and maintain the necessary tools, databases and models which will allow them to be able to proactively provide advice and assist in planning during crisis response The GSMC Operational Analysts and Engineers will be required to be on on call duty and might be requested to work also on shift. To that extent, the necessary training will be organised by the GSA and the GSMC Operational Analyst Engineer will have to pass the relevant operational training and evaluations for both roles in order to remain qualified for the post. The required training related to this role will be organised by the GSA and the GSMC Operational Analyst will need to have passed the relevant operational training and evaluations for both roles in order to remain qualified for the post. This is expected to be activated only during crisis periods and when additional front line operators are not available. The GSMC Operational Analysts may be required to participate to an on call duty roster in line with the GSAs applicable on call duty rules. Frequent missions and temporary detachments to the UK GSMC Site Swanwick, and occasional ones to other European locations are foreseen for this post. Analyst, Spacecraft Operations Ref SES0807 Region Europe Location Isle of Man Douglas Company SES Category Space Operations Position Staff Published 20160513 Context The Analyst, Spacecraft Operations is responsible for the operation of the backup Satellite Operations Centre SOC located at SES Satellite Leasing in the Isle of Man. Heshe will perform the orbital control of some satellites as well as coordinate the flyby of other satellites through SES fleet windows. Heshe must therefore have good knowledge as a technologist to understand the functioning of the satellites and the Satellite Control Facilities. As part of the newly developed SOC, the analyst will work closely with hisher peers located at the SES Head office in Betzdorf, Luxembourg. Responsibilities Operate backup SOC located at SES Satellite Leasing and in particular lead the following activities Ensure operability and updates of Spacecraft Operations SOC Lead investigation of SOC related issues Develop operational procedures of the SOC Liaise with Earth Station Engineering to ensure a safe operational configuration of all TTC stations Ensure availability of satellite telemetry and command capability Develop schedules, logs, forms, charts, graphs and other devices designed to provide thorough records Monitor the security of all Satellite Operations Systems at all SES locations using a security configuration management system and reportescalate any issue to Software Engineering Coordinate Flyby of other satellites through SES fleet windows. Spacecraft Operations Analyst Copernicus Sentinel1, Sentinel2 mf Ref.Nr. 158548.2 The Mission The Sentinel1 and Sentinel2 missions are part of Europes Copernicus Earth observation space program. The first in the series, Sentinel1, carries an advanced radar instrument to provide an allweather, dayandnight supply of imagery of Earths surface. The first of two spacecraft was launched in 2014. The second, Sentinel2, is a polarorbiting, multispectral highresolution imaging mission for land monitoring to provide, for example, imagery of vegetation, soil and water cover, inland waterways and coastal areas. Sentinel2 will also deliver information for emergency services. Sentine1 and Sentinel2 spacecraft will be operated from ESOC, in Darmstadt, Germany. The Challenge We are looking for a qualified Spacecraft Operations Analysts SOE to be part of the flight control teams supporting Sentinel1 and Sentinel2 spacecraft operations engineering services. The tasks to be performed are those typical for a spacecraft operations analyst, with specific responsibilities for Support to the Sentinels missions as a member of the Flight Control Teams FCT during the operational phases, including special operations i.e. LEOP, Commissioning, deorbiting. Participation to testing campaigns SVT, inflight tests of the above mentioned missions. Implementation and maintenance of tools needed to manipulate the SCOS2000 Missions Control System databases, to create synthetic parameters and to support the data analysis tasks, as required e.g. MSEXCEL, MSACCESS, Visual Basic, SCOS2000 Operational Language Maintenance of spacecraft operational databases, related tools, procedures and documentation under strict configuration control. Organisation, training and operational readiness check of the spacecraft controllers assigned to the mission, in cooperation with the other Sentinels Analysts. Collection of information data regarding the performance of the mission and provision of inputs for mission reports. Provision of spacecraft control support in case of special operations where the Spacecraft Controller assigned to the mission is not in a position to cover the needs this task is expected to be necessary for only very limited periods of time Support the generation of operational reports based on inputs received from other FCT members Telemetry data consolidation and archiving Support the FCT in the configuration, setup and operation of the Sentinels NDIU CORTEX and Lite. Support the FCT in the configuration, setup and operation of the Sentinels MUST servers. Routine Mission plan generation supportchecking, as required As an analyst you will be required to familiarise yourself with the Sentinels missions and in particular with the procedures and tools that are needed to perform the routine spacecraft control operations. You will take part in test campaigns and simulations, and if necessary arrange for the participation of the spacecraft controllers. You will conduct regular operational readiness training and simulations with controllers proficiency training. The tasks to be performed require considerable initiative, flexibility and independence in executing the assigned tasks. These are full time positions, located at ESOC in Darmstadt, Germany, and starting in the second half of 2015. Working time is normal office hours. Your Qualifications This position requires a person with University degree or similar in engineering, physics or related subject.
