Summary of the role The Consultant will be primarily responsible for the preparation of web content relating to product catalogue information and technical documentation. They will be responsible for enhancing the layout and structure of content on web pages. It is also foreseen that they will prepare the user requirements for future web service evolutions. The consultant will work with experts across the organization, in particular the teams responsible for website maintenance, web based data access service such as the product catalogue called the Product Navigator, the user registration service the Earth Observation Portal, and Imagery service EUMETView as well as the USC Web Content Developer Writer and Social Media Support. Key Responsibilities Produce and maintain Web based content both textual and graphical relevant to the current and future data, products and services of EUMETSAT, in particular to maintain the product description based on ISO metadata standards within the Product Navigator , support the preparation of the Image Library section of the website with the provision of new examples of satellite imagery create news items in a timely fashion Enhance and maintain Web page content describing EUMETSATs satellites, data and imagery with the aim of introducing new graphical elements reorganizing content layout to improve readabilityusability supporting the development team in the enhancement of web applications like EUMETView, the Product Navigator and the Earth Observation registration portal Support the preparation of user requirements Participation in the verification and validation activities as a user representative user tests definition, user tests execution Generate and analyze web statistics prepare reports on web usage o identify usage trends across specific areas of the web site Work with various website and web application developers to enhance web services Support the preparation of user requirements for web services web site redesign, web application enhancement e.g. Product Navigator, Earth Observation Portal Provide version release support through validation reviews maintain test plans and prepare test reports, conduct maintaineroperator testing Participate in crossorganisational meetings, e.g. Web Service Team meetings All tasks and deliverables shall be performed in accordance with relevant EUMETSAT working practices and guidelines, and the Consultant is asked to support the maintenance of these practices and guidelines. Requirements In addition to having a university degree in a related discipline, the Consultant shall meet the following essential criteria Several years of experience in Web content provision Experience in HTML5, CSS3 and JavaScript writing and editing skills Experience in working with imagebasedmovie web content, using formats such as JPEG, PNG, MP4 Familiarity with graphics design packages, e.g. Adobe Creative Suite Photoshop Familiarity with web mockup tools, e.g balsamiq Familiarity with Web usability best practices Good quality written English Knowledge of MS Office Highlevel of autonomy in working arrangements and the ability to apply initiative and creativity in the execution of tasks. This will be demonstrated through at least 5 years of progressively responsible experience in relevant disciplines. Furthermore, it would be a distinct advantage for the Consultant to have experience with Experience of using, XML,XSD, and XSLT Experience in programming languages like Python, Ruby, Perl for small task automation Experience with ISO 19115 metadata editing Experience in generating content for Web sites using a Content Management System Experience of Search Engine Optimization Experience of providing web content for an international audience. Key Responsibilities Support the process to elucidate the needs for engineering tools to support offline analysis of the MTG system outputs, through interactions with the scientific, instrument, operations and testing user communities, including analysis of challenging or unclear technical aspects Support the translation of scientific and other needs into tool specification and design information, and the regular refinement and maintenance of the engineering tools baseline, including up keeping of the corresponding Engineering Tool Register ETR Support the planning and scheduling of the engineering tool development and testing activities taking into account the user needs milestones Support the development programming and testing of the engineering tools, including their integration within the targeted offline framework also handling of problem reports, improvement requests and deliveries following the relevant MTG processes. Support the promotion and induction of the engineering tools into the ETR user community training, handson sessions Contribute to the coordination with the using communities and to the reporting on the engineering toolset status Contribution to the maintenance of the technical budgets. Participation in formal reviews and technical meetings. In addition, there will be regular involvement in the following tasks requiring interaction and coordination with other teams at System and Ground Segment level Review of System, Space Segment and Ground Segment documentation dealing with requirements, concepts, algorithms and technical analyses of relevance for engineering tools, including review of analysis and calibration concepts defined by these groups Review of documentation dealing with technical evolutions of the EUMETSAT infrastructure MME MultiMission Elements, particularly the offline framework. Preparation of system commissioning Requirements In addition to having a University degree or equivalent, including experience in the engineering, physics, or software or similar domains the key person shall have the following mandatory attributes, skills, and experience Relevant experience in preparation of specification, design, interfaces and testing documentation for data analysis systems experience of Earth Observation missions is desirable but is not mandatory considering the systems engineering aspects of data analysis management and tools provision Relevant experience in implementation of analysis software script against specification design baselines. Integration, Verification Validation, including testing and formal acceptance The ability to maintain a system overview is essential. This ability shall be exercised within a multidisciplinary context in cooperation with other teams, e.g. covering several different data processing levels and instruments Ability to learn and develop the needed skills and knowledge to contribute to the development of MTG. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context Systematic approach to work, including the ability to plan the work and to cope with tight schedules and multiple tasks Ability to write accurate and consistent technical documentation.
