Sentinel3 is a Low Earth Orbiting mission in the context of the Copernicus Services set up by the European Commission. The first satellite, Sentinel3A, is expected to launch mid2015 with the second satellite Sentinel3B operating in tandem and due for launch 18 months later. EUMETSATs monitors and controls Sentinel 3 satellites and generates near realtime and offline products to support the marine user community. PROFILE At least 3 years experience defining and executing spacecraft and related ground segment system operations At least 3 years experience operating andor maintaining spacecraft monitoring and control systems based on SCOS2000 and employing the Packet Utilisation Standards PUS At least 3 years experience developing andor maintaining spacecraft mission control systems software for a platform based on the Linux operating system. At least 2 years experience defining and implementing the verification and validation of spacecraft mission control systems software At least 2 years experience of spacecraft and ground segment operations preparation and early operations activities, including operations procedure development and system validation, and commissioning In addition, it would be distinctly advantageous for the engineer to have experience of the following Low Earth Orbit LEO spacecraft and related ground segment system operations, in particular for ERS, SPOT, Envisat andor Metop Network Data Interface Unit NDIU systems and their operation in support of the interface between the MCS and TTC ground stations Satellite simulator maintenance andor operation, preferably including the Portable Satellite Simulator PSS Maintenance of satellite onboard software. TASKS EXPERIENCE The Mission Control System Engineer MCSE shall perform tasks related to mission control operations, during the routine operations phase. The tasks primarily involve the operations and operational conficuration of the Flight Operations Segment Mission Control System FOS MCS based on SCOS 2000 the Network Data Interface Unit NDIU interface to the SBand TT C ground station equipment other operational interfaces of the MCS, including those within the FOS satellite onboard software maintenance capability, and satellite simulator. The MCSE performs or contributes to the maintenance, update, validation and documentation of the mission control operational implementation and application software. The operational implementation is defined in the relevant operations procedures and documentation produced by and for the operations team, execution scripts used to operate andor maintain the FOS MCS, and operational databases and displays related to satellite payload and platform monitoring and control, in the context of the provision of Sentinel3 operational services. The official languages of EUMETSAT are English and French. The MPE performs or contributes to the maintenance, update, validation and documentation of the mission planning operational implementation and application software in all mission phases. The operational implementation resides in relational databases and associated business rule management systems, and is used to generate schedules related to satellite payload and platform mission planning. PROFILE In addition to having a university degree or equivalent, the key person shall have extensive experience in Low Earth Orbit LEO spacecraft and ground segment system operations preferably including use of SCOS2000. At least 3 years of general programming software development, including at least 1 year of software development in Java or an equivalent e.g. Drools, JBoss Rules At least 2 years working with relational databases and SQL, preferably involving Oracle database administration Very good command of the English language Ability to work in international teams Good interpersonal and communication skills The official languages of EUMETSAT are English and French. For our activities in EUMETSAT, we are currently looking for a Requirements Engineering Support to EUMETSAT Programmes and Projects. The selected candidate will take directives from and report to the PRS Requirements Engineer, and work in close coordination with the supported programme and project teams. Tasks TASK 1 Support the maintenance of requirements management processes The PRS division provides, among other, requirements management and configuration management support to the development and exploitation of all EUMETSAT systems. In pursuing this, the PRS division proposes and promotes relevant requirements management standards, methodologies and processes. In this task, the Key Person will support the maintenance of the highlevel methodologies and processes for requirements management. This maintenance must ensure the compliance with other highlevel organisational processes, the harmonisation with the needs and constraints from parallel disciplines, the consideration of specific characteristics of the different EUMETSAT systems and must consider eventual constraints regarding their technical implementation. Task 1.1 Support the formulation, modelling and maintenance of the PRS requirements management methodologies and processes in support of EUMETSAT systems Task 1.2 Ensure compliance of the PRS processes with relevant standards and the EUMETSAT reference process models providing input to their update as necessary Task 1.3 Maintain close interaction with the Information and Configuration Management function as well as with Quality Assurance, for compliance to related requirements and constraints Task 1.4 Maintain close interaction with the different EUMETSAT systems supported by PRS for requirements management activities, to ensure that systemspecific characteristics are properly considered Task 1.5 Maintain close interaction with the EUMETSAT Corporate Information and Communication Technology Unit ICT regarding the technical implementation of the requirements management processes using tools in place. TASK 2 Support the creation and maintenance of the EUMETSAT Product Requirements Framework EUMETSAT is maintaining user and product requirements for different satellite programmes and the network of Satellite Application Facilities SAFs. Currently, those requirements are decomposed and traced to lower level requirements within each programme. In this task, the Key Person will support the creation and maintenance of an overall EUMETSAT Product Requirements Framework, which will provide a combined overview over all user and product requirements, including traceability to the applications, the owning programme, the developing and production entities, the product maturity and the operational performance. The following subtasks are identified. Task 2.1 Support the formulation of usecases and detailed requirements for the Product Requirements Framework Task 2.2 Support the definition of the Product Requirements Framework, including the design for the technical implementation, the interfaces to the EUMETSAT programmes and the processes for its usage and maintenance Task 2.3 Support the implementation and maintenance of the Product Requirements Framework Task 2.4 Maintain close interaction with relevant EUMETSAT Divisions and teams providing input to and or using the Product Requirements Framework, and include their feedback into the evolution of the Framework. TASK 3 Provide requirements engineering support to EUMETSAT programmes and projects The PRS division provides requirements engineering support to the EUMETSAT programme divisions and external projects. In this task, the Key Person will support the definition and evolution of the specific requirements database implementations for the concerned programmes and projects, as well as support to its daytoday usage by the involved teams. Task 3.1 Support the definition, implementation and maintenance of the requirements management databases for EUMETSAT programmes and projects Task 3.2 Import existing requirements into the requirements management database Task 2.3 Support the exchange of requirements with external partners Task 3.4 Maintain traceability between requirements in the requirements management database Task 3.4 Generate requirements documents, requirements metrics, and requirements traceability reports for publication in the EUMETSAT Document Management System Task 3.5 Support the definition of the related documentation and working procedures. Process descriptions at PRS level A populated, documented and maintained Product Requirements Framework Specific documents and reports generated from the requirements management database. High Level planning Because of the scope and the nature of the support tasks, the Tasks Description section above only provides an outline of the activities to be performed. More detailed work package descriptions will usually be released quarterly via the Technical Officer during the course of the work. These work package descriptions will elaborate in more detail the specific tasks to be carried out in the next working period, together with a list of expected deliverables. All activities shall be carriedout in line with EUMETSAT Procedures, standards, and working practices. PROFILE As a minimum, the Key Person shall have a university degree or equivalent in space engineering or equivalent, with the experience and skills specified hereafter. KEY TASKS The key tasks to be accomplished under this contract include, but are not limited to Support the analysis and specification of a concept and roadmap for consolidating EUMHQ WAN edge networks and interfaces. This includes provision of the design and evolution path towards the targeted consolidated system. Support andor lead the phased migration from the current legacy systems. Support the migration to a replacement WAN link between EUMHQ and the ground station in Longyearbyen, Svalbard Norway. Propose a solution for integrating Internet Service Provider links from different providers and deliver the overall migration including all phases. Develop and propose a concept for ensuring and sustaining the quality and performance of network solutions and services deployed on the EUMHQ consolidated and shared network infrastructure. Perform an analysis of the EUMHQ networks supporting the Monitoring and Control MC of network, computing and storage systems. Specify a concept and roadmap for evolving, enhancing and consolidating these networks. Lead the upgrades implementing the agreed roadmap. Support the migration of existing operational programspecific and shared facilities from their current legacy networks to the consolidated network infrastructure at EUMHQ. Upgrade the EUMETSAT networks in remote sites, incl. MadridE, SuitlandMdUS, LongyearbyenSvalbardN, FucinoI as well as the WAN links connecting the remote sites to the EUMHQ. Support and contribute to the development and deployment of network solutions for the future satellite programs ground infrastructure. Develop an understanding of the existing network monitoring and reporting capabilities, with a view to establishing a roadmap for the implementation of more developed realtime performance monitoring and reporting solution. PROFILE Technical skills Carrying out the above tasks entails assuming responsibility, at the technical and coordination level, of the specification, planning, preparation, presentation, execution and reporting on those activities. Critical activities will typically be executed by small teams, where depending on hisher expertise and background, the key person shall be able to assume both the leading key engineer as well as the support role. In carrying out the above tasks, the Contractor shall assume the following roles and responsibilities Liaison and prime Point of Contact PoC to network customers, responsible for Understanding and ownership of the customeruserbusiness needs and constraints Ownership of network performance and service quality of the solutions delivered to the customer. Ownership of customer expectation, buyin and satisfaction Deployment and Rollout coordinator, responsible for Seamless and minimisedimpact rollout Ownership of risk identification and mitigation Rollout and delivery according to customer expectation and plan. Ownership of rollout problem recording and resolution Interface and liaison with Service Providers and suppliers Liaison and point of relay between the customers and the Comms team, responsible for Representing the customer needs and constraints through participation in Comms team activities. Coordinating the activities of providing the customer solution with the relevant Comms team activities of developing and operating the network infrastructure and services. In the performance of these tasks, the key person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. The key person is expected to generate and maintain documentation as an essential part of the tasks above. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the asbuilt communication and network solution specification, writingreviewing test reports and overall status reports. PROFILE Hard skills, experience knowledge In addition to having a university degree or equivalent, the key person shall have at least 5 years of proven knowledge and handson experience in several of the following mandatory skills areas Understanding the business needs imposed by satellite ground systems environments or similar on networking and experience of translating these into needs on network infrastructure, functions and systems. Ability to analyse complex systems and to present them in a comprehensible way, with the specific ability to understand and communicate relevant details whilst keeping the focus on the overall system aspects. Experience of network engineering in such environments throughout its lifecycle, from identification of needs to deployment and operations. Experience of carrying out specifying, preparing, planning and executing network engineering activities, including their coordination and technical guidance, working with other engineers within and outside the team involved in the activities, and with the customersusers and other stakeholders. Indepth knowledge of Cisco technology and solutions for these environments. Ability to present verbally and in writing network solutions and systems in a comprehensible way, with the specific ability to explain relevant details while keeping the focus on the overall system aspects. Ability to translate IT jargon into customer business terms. Experience of working in and applying the above skills in highavailability, alwayson production environments, driven by high availability requirements. Experience of interacting with suppliers of network products and service providers as part of network infrastructure, services and solutions development and deployment. Experience of supporting procurements of network systems and services. Microsoft Office Suite. In addition, knowledge and handson experience with the following is considered very desirable MSVisio application. Demonstrated capability of technical authoring structureorganisation of concept, design, and test specification documents, and of creating and working with technical network diagrams Visio. Voice Loop Systems VLS solutions based on VoIP. It will be considered beneficial if the key person holds a current Cisco certification or is able to substantiate equivalent experience. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision.
