Support the preparation of consolidated performance reports by compiling the inputs from the various sources. Prepare other performance related documents, such as the Service description document. Support the definition and implementation of inhouse performance assessment capabilities. REQUIREMENTS Degree in aerospace engineering or equivalent qualification. 5 years of experience in Navigation Service and performance management. Knowledge of the GNSS Systems and PRS design. Strong background on GNSS technologies, standards, signal processing and SBAS architectures Knowledge of space systems operations and real time service delivery. Excellent management and organizational skills. Demonstrated capabilities in technical documentation writing in institutional context ESAGSA. Experience of working in line with EU regulations, international security standards. Fluent in English, both in speech and writing. Other language skills would be a plus. EOP Optical Performance Engineer

Overview Under this work package the Contractor shall support the Space Segment Performance Engineering activities within Earth Observation. In particular the tasks include The development, implementation and validation of complex performance models of optical spaceborne instruments, in particular passive spectrometers instruments, dedicated to atmospheric missions The assessment of the instruments system performance as well as subsystems contributing to the instruments performances The contribution to meetings within ESA, industry and potentially with users. The Contractor will report to the Instrument Manager. Heshe will liaise with various members of the project team, being responsible for the various instrument subsystems and disciplines, e.g. optics, focal plane assembly, calibration. With regard to the mission performance assessment, it is expected that the incumbent also liaises with the science support team, where adequate, to support both the mission related scientific studies and the instrument design evolution. Specific qualification requirements The profile for the personnel to provide services considered in this SoW is a researchanddevelopment oriented engineer with the following skills University degree MSc. or equivalent qualification in Physics or Engineering with background in Optical Engineering. Good familiarity with computer programs such as Excel, MathCAD and MATLAB andor Python. Good familiarity with optical design and performance assessment software like Zemax, ASAP, FRED, with specific emphasis on straylight simulation aspects. Good communication skills. General knowledge of ESA Earth Observation missions. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule. Ability to establish and maintain effective working relationships with the outside world. Proficient in the English language spoken and written knowledge of other languages is an asset. The key person will provide service performance engineering support to the GSA. More specifically, the support is requested to contribute to preparation and technical service performance support, with focus on HASCAS HAS High Accuracy Service, CAS Commercial Authentication Service and aviation of the Galileo Reference Centre GRC in Noordwijk. The Engineer will be involved in the daily operations of the GRC which includes Independent Monitoring of Service ProvisionPerformance Monitoring of Galileo services based on Key Performance Indicators MultiGNSS Independent Monitoring compatibility Interoperability, Support to the activities of the International GNSS Monitoring and Assessment IGMA Task Force TF of the International Committee on GNSS ICG Interface with Cooperating entities i.e. cooperating entities from EU Member States, Norway and Switzerland. Tasks and Activities The scope of work will include Support the technical follow up of the Galileo Reference Centre GRC and Service Evolution activities, regarding the implementation of the monitoring capabilities for the different Galileo and other GNSS services, the definition of the associated reporting, and the validation of the GRC monitoring capabilities. Support the definition and followup of HASCAS monitoring at the GRC. Support the definition and followup of aviation related performance monitoring at the GRC. Support the definition and implementation of inhouse performance assessment capabilities. Support the definition and followup of Member States contributions to the GRC such as specific campaignbased service performance analyses, including service validation campaigns. Support the GRC activities in the context of specific Task Forces TFs, as for example the IGMA TF and the WG262 TF for ARAIM. Support standardization activities through the exploitation of historical GNSS performance related data stored in the GRC archive. Contribute to the design, the development, and the implementation of dedicated solutions for the monitoring of GNSS performance in Real Time. Coordinate contractors on GRC site, and follow up on contracts regarding GRC including development, operations and hosting services. Coordinateinterface internally within the GSA GSAHQ, GSC and GSMC and externally with EC, ESA, Member states, aviation stakeholders and other service providers through the IGMA activities. Skills and Experience The following skills and experience are mandatory Very good experience relevant to the above described tasks and responsibilities. Experience in project management andor industrial procurement activities. Knowledge of radionavigation satellite systems andor receivers. International working environment experience. Overall coordination of HPCMs E2E Performance Chains development. Coordinate and define the work plan and schedule for the development of the E2E Performance Chains for all payloads of the scoped missions. Elaborate the resources plan in support of the above work plan, in cooperation with the HPCMs Space Segment Management and the System Support Division Management. Coordinate with EOPS on the SW, interface and infrastructure aspects of scientific Scene Generator and Level 2 Processor Prototype procurement to ensure overall compatibility and coherence of the chain. CRISTAL E2E Performance Chain development Contribute to the overall specification of the E2E Mission Performance Chain and its components from Scene Generation up to Level2. Support setting up, and monitor, the implementation of the chain components developed through an ESA contracts with industry. Support setting up, and monitor, the implementation of the chain components developed inhouse, if any. Ensure coherence with the Space Segment, in particular between flight hardware and simulator. Ensure proper integration of all the implemented components in an overall E2E Mission Performance chain, its installation, maintenance and operations in ESTEC. Ensure that the E2E Performance Chain and its components and algorithms meet the required functionality and performance, taking into account system, instrument, geophysical model and calibration validation facility aspects. Analyse impacts on the mission performance resulting from deviations during the development programme. Ensure the proper verification and validation methods are proposed and implemented. Support Test Data production and verification. Support the analysis of the data collected during onground and inorbit calibration and characterisation campaigns. Other E2E Performance Chains development Contribute to any preparatory work for the other HPCMs Performace Chains the eventual tasks for those will be identical to the CRISTAL in above tasks. EOP transversal activities Support the standardisation and the harmonisation between the E2E Mission Performance Simulator chains and related Products between all scoped missions as well as with the current EOPP technical baseline for these systems. Contribute to the activities within the System Support Division of maintenance and evolution of the E2E Mission Performance Chain Reference architecture, requirement template and best practices. Specific qualification requirements University degree preferably Masters or equivalent qualification in Physics or Engineering. At least 4 years of demonstrated background and experience in Earth Observation payload performance chains, and familiarity with hardware payloads. At least 4 years of demonstrated background and experience in managing software and performance engineers, and in managing industrial contracts. Excellent organization and communication skills.
