Main duties and responsibilities include Planningbudgeting based on analysis of current and future activities, and in collaboration with implementing departments and resource office, define and provide cost and manpower plans for the programmes annual and multiyear. Assist the resource office in the overall budgeting and planning process. Execution collaborate in the implementation of procurement actions within the Technology Programmes Office and related administrative tasks. Maintain an uptodate programmatic status and interact with the support services as necessary. Controllingreporting analyse and reportcommunicate status of implementation of the programmes, flagging deviations and reporting on the main causes on monthly, quarterly and annual basis. Typical controlling tasks drill down reporting, statistical analysis, trend analysis, etc. Coordination based on analysis identify, agree with implementing departments, collaborate on the implementation and monitor actions in order to correct deviations at individual activities, implementing departments or programme level. Management support assist Technology Programmes Office management with resource management, audit reporting, Office representation in working groups or meetings, etc. Process analysis collaborate in continuous improvement of the processes, methods and tools. Model and analyse process performance within the programmes, propose improvements and collaborate in the implementation. Experience and education Applicants should have Masters in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with a least 4 years of relevant experience. High level of initiate autonomy, and professional maturity that is required to carry out complex tasks and high level of responsibility. Have a strong projectprogramme management background both academic and professional Have a technical background with understanding of overall productproject development process Have basic understanding of accounting Demonstrate excellent analytical and reporting skills with the ability to manage large and complex data sets and synthesise the outcome of the analysis Show excellent interpersonal skills demonstrating a balance of assertiveness with the ability to work well in a team environment Demonstrate excellent communication skills, and be client focussed Have proven ability to work autonomously, whilst being a cooperative team player in a diverse and international team. This is a permanent position, calling for at least 5 years experience of supporting the management of large, complex programmes. You will be placed on assignment based near Frankfurt in Germany for several years. Candidates should ideally be available to start in November 2015. Our client is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. Vast quantities of data are produced and user communities throughout the world are able to access both current and historical data sets. The demanding realtime environment places much emphasis on adherence to quality and configuration management standards and procedures. The main working language is English and the role will embrace Preparation of annual and quarterly implementation reports including service performance and technical progress, open issues, action status, risk status etc Preparation of annual Work Programmes detailing the set of tasks to be implemented and the associated schedule Preparation of Programme Management Meetings including the preparation of agendas, viewgraphs addressing progress and main issues, recording of the Minutes of Meetings and of associated actions Preparation of elements of progress reports Preparation of Programme Briefings from a management standpoint as well as the organization of dedicated key points Supporting the establishment and maintenance of service level indicators to track and report progress of activities and associated service level performance Maintenance of a Critical Item List Supporting the periodic maintenance of a Programme Management Plan, Management Plan for data services and all associated documents including work practises etc and the Work Breakdown Structure, Product tree and Documentation tree Followingup the progress of internal actions The key experience and attributes sought are At least 5 years project management experience, in service management and service level monitoring and reporting, preferably in Space projects Project Management Prince 2 or equivalent and Project Control including Project planning, initiation, and organisation Software tools for project management Accurate estimating and cost control Project execution and control Developing project presentations and reports Managing risk and making decisions Effective problem management Performance and service management Managing change. Excellent analytical and reporting skills Knowledge and experience of QA processes and procedures Expert in using Microsoft Office software Word, Excel, PowerPoint and MS Project Candidates should possess a University degree or equivalent. Fluency in English is essential and knowledge of French advantageous.
