Description of the job A vacancy for a Space Frequency Manager MF is open within Airbus Defence Space in Toulouse, France. The Frequency Management team is the transverse Center of Competence CoC supporting any wireless communications business by advising on the selection and use of the relevant frequencies. As a consequence, this CoC is interacting with many teams such as Strategy, Innovation, Presales, Marketing and Sales, Bids, Programs, Service Delivery. As a Space Frequency Manager, your activities will be focused on orbit and frequencies for space systems telecommunication satellites, earthobservation satellites, navigation satellites and orbital systems. According to your specific domain, you will actively participate to all related strategy, technical and regulatory actions. In order to ensure your longterm success in our team, your integration will be assured in a qualitative way through initial and continuous on the job training. Tasks accountabilities In interaction with the main stakeholders of the Space Systems Program Line, you will be involved in the following activities Contributing to the relevant strategies and action plans about Frequency Management by Forming a good understanding of the Business needs and targets in terms of technology, market and frequency challenges Recommending the best options, derisking and, accompanying their implementation with the support of relevant stakeholders Anticipating and developing opportunities to support the positioning and growth of the Program Line businesses and products. Developing and implementing technicalregulatory strategies to support Space Systems Sales and bid tender teams and secure appropriate orbitfrequency resources for the Program Line and its Customers Handling the international processes to access and secure orbitfrequency rights with the United Nations specialized agency, on behalf of Space Systems and its Customers Monitoring InOrbit satellites and 3rd Party requests for orbitfrequency rights and sharing intelligence with programs, business development, innovation, strategy, sales, bid and tenders and marketing Negotiating bilateral agreements with neighboring satellite operators frequency coordination, to prevent interference between systems once in operation. This role could involve frequent travel for business in Europe and abroad, up to one day to one week once every one or two months and you must be able to travel accordingly. This job requires an awareness of any potential compliance risks and a commitment to act with integrity, as the foundation for the Companys success, reputation and sustainable growth. Required skills We are looking for candidates with the following skills and experience Engineering degree or equivalent in telecommunication discipline. A significant experience in a related position frequencies for space systems, ITU filings and Satellite coordination, knowledge in satellite link budgets, system design and associated tools will be appreciated. Appetite for wireless communications. Customeroriented and determined to succeed with reliability, autonomy and initiative, team player, multinational culture, able to influence. Overview The Technology Coordination and Frequency Management Section is responsible for two main tasks. First, the identification of technology requirements for future Earth Observation missions. A solid collaboration with the other divisions in the EO directorate and ESAs technical directorate is essential for this work. The nature of the work requires a wide knowledge in engineering disciplines with a natural inclination for learning and understanding new technologies. Second, the analysis and monitoring of the evolution of frequency needs for EO missions, including early concepts and potential interference conflicts with other communication services sharing the spectrum. The principle tasks in the area of EO Technology Development will include Supporting the identification of the technology requirements for future Earth observations missions Providing support to technology developments for future Earth Observation missions that are conducted in the technology coordination section Supporting missions under preparation through, e.g. participation to reviews, assessment of industrial results, evaluation of proposals in reply to calls Maintaining and improving the Earth Observation technology database Supporting the EO technology observatory function Supporting the interaction with ESAs member states on EO future technologies e.g. through dedicated information days. The principle tasks in the area of Frequency Management will include Supporting the preparation of technical studies and analyses related to frequency spectrum management and interference assessment Development and use of software tool based on STK and Matlab, such as RFI simulator, in line with ITU recommendations. Specific qualification requirements The Candidate shall have a university degree masters in Engineering or physics with relevant background and experience in space projects and associated technology developments. The Candidate should ideally have several years of experience in the development of advanced technologies preferably for space applications. Knowledge of techniques used in Earth Observation missions. Background in satellite system and subsystem technologies. Good interpersonal Skills. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule. Proficient in the English Language Spoken and Written. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA. Prior to issuing a letter of employment the applicant shall provide to Aurora a recent official document declaring that they are of good conduct from the country where currently resident. Location The work will be performed at the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract The selected candidate will receive good remuneration. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday.
