Requirements Engineering Manager

Within the Ground Segment System Engineering GSSE Competence Area of the System Engineering and Projects SEP Division, the Requirements Engineering Manager will be responsible for managing the Requirements and Verification Engineering processes and activities aimed at developing, maintaining and evolving ground segments for satellite systems exploited by EUMETSAT. DUTIES Coordinate and promote the use of standard requirements engineering and verification methods and tools across the organisation Coordinate the implementation of the process and related practices for requirements and verification engineering Manage and develop a team of engineers supported by contracted services to ensure continuity of the requirements engineering support to the organisation Coordinate or participate in selected Requirements Engineering activities in support to projects or programmes Assess the maturity of the requirements and verification engineering processes in EUMETSAT and derive the necessary evolutions according to industry standards Develop, communicate, implement and maintain a roadmap for planned evolutions of requirements and verification engineering management. SKILLS AND EXPERIENCE Proven theoretical and practical experience as Requirements Engineering andor Verification Engineering responsible Strong planning, analysis and presentation skills, coupled with excellent interpersonal skills and proven experience working as part of a team Initial experience in leading or coordinating an engineering team preferably in the area of requirements management andor verification activities Experience in using and customising Requirements Management tools preferred IBM DOORS Relevant certification in Requirements orand Verification Engineering, e.g. IREB CPRE, ISTQB Foundation, or INCOSE CSEP is advantageous. Model Based Systems Engineering knowledge would be desirable. University Degree or equivalent in a relevant technical discipline Candidates must be able to work effectively in English and have some knowledge of French. EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A3A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 6,925 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year. GNSS Engineering Support High Accuracy Services 1923049 Job Description We are looking for a GNSS Engineer to support the High Accuracy Services team at ESOC. The primary area of activity is GNSS Performance primarily related to operation of GNSS POD and UTC realisation. Navigation Operations Services, executed for several ESA and 3rd party customers in parallel, process data from a combination of a number of GNSS receiver networks, including the ESA network plus optionally subnetworks providing data by contractual agreement and publicly available data CDDIS. The data are processed in batch mode or in realtime, in ESOCs Navigation Facility. Service products typically include orbit products restitution and prediction and highrate clock solutions both for the ground and satellite clocks. Beside near real time products enhancedaccuracy offline or final products may be delivered, as well as additional or auxiliary products station coordinates, geophysical data e.g. Earth Rotation Parameters ERPs, satellite properties, etc.. The general activities to be supported are depending on the phase of the mission Navigation Operations Engineering service N avigation Experimental Operations Galileo Performance Analysis Galileo Constellation Analysis EGNOS Performance Analysis Navigation System Definition service Navigation Algorithms service POD engineering support and consultancy GNSS station engineering Range Integrity Monitoring Stations RIMS deployment Maintenance and upgrade of SW Ionospheric modelling You may be requested to assume the responsibility and perform activities for additional service, projects and activities within the scope of overall Navigation services.
