Data System Manager

Position Reference 703 We are currently looking for a Data System Manager to work for our client in the city of Darmstadt, Germany. The key person will be part of the ESA Mission Operations Data Systems Division which specifies, develops, implements and maintains all common technical infrastructure and missiondedicated data systems required for operations. This covers in particular mission control systems, mission planning systems, simulators, and new types of data processing systems as necessary. The Division delivers these systems to the users and provides them with appropriate support during the various missionproject phases. The Division leads European harmonisation efforts in its domain of competences and manages the Directorates standardisation programme. The Division is responsible for exploiting commonalities across missions whenever possible and to provide services across the Directorate for software engineering tooling. The Division is also responsible for the development and the maintenance of the infrastructure for the mission operations data systems in use at ESOC. This infrastructure is reused across multiple missions, lowering the total cost of ownership for ESOC for these facilities. This common infrastructure is reused by each mission to meet the majority of their requirements, leaving individual development teams to focus on minor adjustments or extensions to cover specific aspects. Tasks and Activities The scope of work will include Development and Maintenance of Mission Data Systems Specification and management of Software Requirements. Contractual and technical work for the start of a new MDS project. Running the MDS software development and maintenance projects Support the Management and perform ESOC internal activities related to MDS deployment, testing, configuration etc according to ESOC internal processes. Support to Missions critical activities Organisation of Software Support SWS onsite environment preparation. Act as a role of Software Coordinator in the FCT. Support to missions during the whole lifetime. Review of MIRD and contribution to MIP. Definition of external and internal interfaces. Contribution to the SFIRD, GSSRD, GSSTP and review of SGICD. Support to Ground Segment Reviews. Support to regular progress meetings with Project and ESOC team. Support SVTSOVTE2E tests and in general FCT activity. Support mission closure and retirement of SW and HW items. Support to 3rd Party and Special Projects Support the ESA service manager in defining the technical and organisational setup of ESA service, including SLA and costing. Interact with ESA external 3rd party entities e.g. EUD, GSA, DLR, NASA, under agreement of TR. Support ESA from data systems perspective towards external entities, in particular to recommend agreement on technical and organisational interfaces. Coordinate the inhouse and industrial data systems team. Interact with companies of new member states in preparation process for new activities. Assume the data system architect role for special projects which are not based on reference architecture of ground segments for missions such as SSA, METERON, IAP. Contribute to bring OPSGD and Data Systems perspective in collaborative projects with other ESA entities, in the context of special projects and future missions e.g. NAV, TEC, HRE. Coordinate the inhouse developments of MDS for small missions Support to study, innovation and standardisation Prepare proposals. Run approved studies or innovation works. Organise and coordinate joint projects with other agencies in the context of standardisation e.g. interoperability testing, prototyping. Support ESA as a member of international Standardisation working groups. Infrastructure and environment Automating CICD processes Providing training in usage of CICD, container orchestration, and DevOps tools. Develop release approach using automated, containerized deployment techniques. Develop automation scripts, daemons, and APIs to reduce manual steps Analyse root causes of issues and provide corrective actions. Evaluate new tools and techniques to drive efficiencies. Manage Cloud infrastructure services and accounts. Keep evolving system and application monitoring infrastructure. Other tasks Support tasks at division level. Support Quality Management and actively contribute to improve ESOC internal processes and tools. Support to Infrastructure data systems activities. Skills and Experience The following skills and experience are mandatory University degree or equivalent in software engineering. Knowledge of ESOC infrastructure e.g. Scos2000, SIMSAT, Egos MPS, EGSCC and operational environment. Knowledge of Spacecraft especially for the SIM. knowledge of Engineering and Quality Standards. Requirements management knowledge of tools, e.g. doors. Previous experience with development and maintenance of big software projects. Capability to work autonomously and at the same time be able to work effectively as part of a team. Very good interpersonal and communication and skills and an ability to apply these to establish and maintain good working relationships with Industry and FCT. Ability to capture the bigger picture and the system context. Capability of adapting to circumstances. Openness and reliability. Fluency in English, both written and spoken. Position Reference 701 We are currently looking for a Data Processing Operations Engineer to work for our client in the city of Darmstadt, Germany. The key person will provide nominal services to operational and future programs of the Realtime services and System Operations RSO division at EUMETSAT. Hisher duties will cover routine, nonroutine and contingency operations, operations evolution and preparation of data processing and product extraction systems for EUMETSATs Operations Data Processing OPSDP team. Tasks and Activities The scope of work will include Provide expertise in data processing operations of meteorological satellite systems. Contribute to technical meetings, scheduling, planning and coordination meetings. Participate in data processing team meetings, associated activities, reviews, Anomaly Review Boards ARB and Change Review Boards CRB where required in the area of data processing system operations. Contribute and participate on request to dedicated technical workshops. Undertake training identified as necessary to be able to better perform the service tasks. Become familiar and remain proficient with the data processing facilities usage, setup and configuration. Prepare and provide training, through written materials, practical demonstrations and presentations, to other parties including controllers, analysts and engineers. Liaise and coordinate as required with other Contractors and other teams working at EUMETSAT to ensure the continuity of mission operations and optimisation of the ground segment. Liaise and coordinate as requested with external engineering partners for contributing to the deployment of the data processing components, for anomaly investigation and reporting of issues that might affect those partners. Participate in the coordination meetings for engineering change proposals ECPs and projects as requested by the EUMETSAT Technical Officer. Participate in technical evolutions and implementations meetings for operational systems as requested. Provide Routine Operations services for the operational data processing and product extraction systems for all EUMETSAT Geostationary Earth Orbit GEO and Low Earth Orbit LEO missions. Provide services for the evolution of operational data processing and product extraction systems for all EUMETSAT GEO and LEO missions. Provide services for the Operations Preparation of data processing, product extraction systems, their offline functions and test tools for the future EUMETSAT GEO and LEO missions, e.g. MTG, EPSSG. Provide services for the commissioning of data processing and product extraction systems, for the future EUMETSAT GEO and LEO missions, e.g. MTG, EPSSG. Skills and Experience The following skills and experience are mandatory University degree or equivalent in an engineering or scientific discipline relevant to the job profile e.g. atmospheric physics, remote sensing, meteorology or equivalent or proven experience in remote sensing and processing of data from relevant space borne instruments, preferably in an operational environment. At least 2 years experience in the realtime or near realtime acquisition, level0 processing, level1 processing and calibration processing of data from high datarates spaceborne imaging or sounding instruments of Earth Observation missions, preferably in an operational environment. Minimum 2 years experience in the operations of complex data processing or product extraction systems, and experience of verification and validation of such systems. At least two years experience with UNIX Linux systems preferably in an operational environment. Very good strengths in analysis, synthesis and presentation skills. Very good interpersonal, communication and reporting skills and an ability to apply these to the interactions within a team and between teams in a multidisciplinary context. Ability to learn and develop the needed skills and knowledge to contribute to the operations of the service, including the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context. Ability to maintain a systematic approach to work, in order to cope with tight schedules and multiple tasks. Ability to work effectively under pressure and to manage complex tasks with minimum supervision. Capability to write accurate, concise, focused and consistent technical documentation and reports. Willingness to provide 24 hours a day oncall support, including during weekends and public holidays on a regular basis. Fluency in English, both written and spoken. The following skills would be highly desirable Experience with or significant knowledge of some of the following Algorithm specification, development, or validation for scientific, meteorological or other remote sensing missions. Massbulk processing and reprocessing systems, focused on Big Data paradigms and technologies. Experience with product generation software from EUMETSAT satellites, or satellites with similar instrumentation. Preparation of requirements, design, interfaces and testing documentation. Quality control, satellite instrument calibration and IVV. Spacecraft or ground segment operations. Relevant technical standards e.g. ECSS, CCSDS, OGC. Data types e.g. AHRPT, BUFR, GRIB, HDF, HRIT, NetCDF. Knowledge of relational Databases and database management systems e.g. Oracle, PostgreSQL, MariaDB.
