The European Global Navigation Satellite Systems Agency GSA has set up a selection procedure that aims to establishing a reserve list for Senior System Operations Security Accreditation Officer. As member of the Agencys Security Accreditation Team, the Senior System Operations Security Accreditation Officer contributes actively to the fulfilment of the Agencys regulatory responsibilities related to the security accreditation of the European GNSS as per the legislation in force. The Senior System Operations Security Accreditation Officer reports to the GNSS Security Accreditation Manager. Pursuant to the instructions of the Security Accreditation Board, hisher tasks and responsibilities shall in principle include without limitation 1. Support the management activities related to the SAB Secretariat the Panel assisting the SAB the CryptoDistribution Authority 2. Manage specific accreditationrelated activities and projects Technical supervision of the contractors involved in security accreditation activities Address accreditation aspects of contract management 3. Manage the GSMC Galileo Security Monitoring Centre accreditation process 4. Ensure permanent independent reviews of security accreditation documentation in the following areas System security operations Site security operations, including GCS, GMS, GSMC Component security operations, including cryptocomponents Key management operations and procedures Security Operating Procedures SecOps implementation 5. Attend to the relevant Programme technical review panels and report thereon to ensure findings are addressed, possible noncompliance to the Systemspecific Security Requirement Statements SSRS identified, new risks are known and security measures are defined to reduce such risks to acceptable levels. 6. Support to other security accreditation activities, notably in the following areas Security risk analysis Independent review of the Programmes statement of compliance to the SSRS Independent review of the System Security Plan and the Treatment Plans Independent testing of the IT networks processing EUclassified information 7. Contribute to the security accreditation reports supporting the SAB decisions, notably in the following areas Approval To Launches ATL Authorisation To Operate ATO the systems in their various configurations and different services Site Authorisations to Operate SATO Authorisation of bodies to develop and manufacture PRS receivers and security modules 8. Contribute to security policymaking Proposals for the EU GNSS security accreditation strategyies and changes thereto Initiate security procedures and changes thereto to mitigate identified risks Recommendations to enhance the SSRS as appropriate Recommendations to define newupdated risk treatment plans as appropriate Recommendations to the establishment of Security Operating Procedures Recommendations for the interconnection of the European GNSS with other systems The position is based in the GSA headquarters in the Czech Republic Prague and implies regular travels within Europe. Furthermore, the Senior System Security Operations Accreditation Officer will also contribute to other tasks of the Security Accreditation Team, as necessary, and marginally to other tasks of the Security Department. Galileo Security Operations and Validation Engineer Key Tasks and Responsibilities As part of the Galileo Ground Segment Operations Security Unit inside the Galileo Security Office, you will have the following responsibilities Monitor the Galileo Security Operations Engineering activities for the implementation of the System SECOPS including the associated SoC and VCD documents Monitor the Galileo Security Operations Validation activities by ensuring readiness of security procedures for Satellite, Ground Segment and System Test Campaigns Monitor the operational security interfaces to the Mission Level Operational Bodies Flight Key Cell, CDA, GSMC Ensure the Security Operations readiness for GALILEO Services Provision Support the Galileo accreditation process as main interface between the industrial operations teams and the Mission Level Accreditation bodies Support the GALILEO Security Requirements and System Accreditation Unit by ensuring the flow down and implementation of the Mission Level Security Specifications Support the GALILEO Security Requirements and System Accreditation Unit by ensuring that the different Operations Contractors implement the Security Accreditation Methodology and associated outputs Threat Scenario Coverage both As Designed and As Built Coordinate the technical definition, implementation and validation of the operational security measures including ground and space assets coming from Risk Treatment Plans Support the Galileo Anomaly Review Boards and Configuration Control Boards in the area of Security Operational Activities Support the PRS User Communities with respect to the operational activities to be implemented as soon as the Galileo PRS signals are available to them. Skills Experience You will have the following qualifications and relevant experience University degree or equivalent education in Electric or Electronic Engineering, Aerospace Engineering or Telecommunications Engineering Significant experience in senior position for security operations related activities, with experience in management tasks A proven experience in a commercialindustrial environment is required Experience related to developments in the Galileo project GIOVE, IOV, IOC will be considered an asset The work will require regular travelling to the different Galileo Sites and PRS User Communities Applicants must hold an active security clearance by their national security administration and have previous experience in satellite and ground security operations involving classified and crypto equipment Fluency in English is mandatory knowledge of another European language is an advantage. Spaceopal is the operations prime contractor for the European Galileo Satellite Navigation System and manages all Galileo Operations. The awarded European Commission EC contract to Spaceopal is more than just its satellites in space. Galileo Operations will provide highquality positioning, navigation and timing services to users across the whole world as a civilcontrolled service with guaranteed continuity of coverage. Tasks and Responsibilities Reporting to Spaceopals Security and Accreditation Director SAD, the Engineer will undertake tasks and duties as required to maintain Spaceopals compliance to the Security Operating Requirements SecOps, Local Security Operating Procedures LSOP and Galileo System Accreditation and Certification Plan SACP. As part of the Spaceopal Security and Accreditation Team the GCCI OSAE will work closely with, and sometimes provide cover for the other members of the team based in Munich and at GCCD Oberpfaffenhofen. The OSAE will represent Spaceopal in meetings with the representatives of the European Space Agency supporting deployment and operation of Galileo Control System and Mission System and Network elements at Fucino and other sites. The OSAE will undertake Operations Risk Analyses and other Securityrelated activities under the direction of SAD or other Spaceopal team members. The individual will frequently attend GCC Coordination meetings, Anomaly Review Boards, Change Control Boards and NonConformance Boards, and a significant aspect of the task is to identify any potential violations of Security Operating Procedure Requirements SecOps. The Engineer will work closely with the Security specialist staff at GCCI to ensure that all activities related to cyber security are correctly implemented. The Engineer will also help to plan and execute various Security Simulations and participate in the test campaign and commissioning of the Galileo Public Regulated Service.
