GCCI Operations Security and Accreditation Engineer OSAE Spaceopal is the operations prime contractor for the European Galileo Satellite Navigation System and manages all Galileo Operations. The awarded European Commission EC contract to Spaceopal is more than just its satellites in space. Galileo Operations will provide highquality positioning, navigation and timing services to users across the whole world as a civilcontrolled service with guaranteed continuity of coverage. Tasks and Responsibilities Reporting to Spaceopals Security and Accreditation Director SAD, the Engineer will undertake tasks and duties as required to maintain Spaceopals compliance to the Security Operating Requirements SecOps, Local Security Operating Procedures LSOP and Galileo System Accreditation and Certification Plan SACP. As part of the Spaceopal Security and Accreditation Team the GCCI OSAE will work closely with, and sometimes provide cover for the other members of the team based in Munich and at GCCD Oberpfaffenhofen. The OSAE will represent Spaceopal in meetings with the representatives of the European Space Agency supporting deployment and operation of Galileo Control System and Mission System and Network elements at Fucino and other sites. The OSAE will undertake Operations Risk Analyses and other Securityrelated activities under the direction of SAD or other Spaceopal team members. The individual will frequently attend GCC Coordination meetings, Anomaly Review Boards, Change Control Boards and NonConformance Boards, and a significant aspect of the task is to identify any potential violations of Security Operating Procedure Requirements SecOps. The Engineer will work closely with the Security specialist staff at GCCI to ensure that all activities related to cyber security are correctly implemented. The Engineer will also help to plan and execute various Security Simulations and participate in the test campaign and commissioning of the Galileo Public Regulated Service. Required Qualification and experience To be eligible, a candidate must Essential Have a thorough and practical understanding of good systems engineering processes Have at least 5 years of work experience on Satellite and Ground Segment Operations preparationengineering Possess good interpersonal and communication skills Possess good familiarity with MSExcel Have a fluent knowledge of English. The Engineer must be able to understand and produce technical documents and presentations in English The Engineer will require Personnel Security Clearance at least to CONFIDENTIAL level, demonstrated with EU CERT, before being able to take up post Be availability for occasional travel in Europe, sometimes at short notice. Please note that the successful candidate will be in the possession of a valid security clearance at the EU level SECRET UE. Tasks and Activities The scope of activities for this role has been divided into two primary tasks with the first being the provision of support to the preparation activities for the Galileo early service provision, in the area of security engineering and security operations engineering. Primary activities in this first task include Following up the early services implementation and validation activities, analysing the related classified key performance indicators KPIs Following up on the early services operations phase Implementing the liaison with the GSA Security and GSAGSMC departments Supporting liaisons with the various stakeholders that contribute to the security of the EGNSS services notably, the EC, member states and ESA Your secondary task will be support the preparation of the GSOp ITT for Security related aspects. Here, the scope of activities will include the following Finalizing the GSOp CLA operations requirement document ORDx and other security documentation in preparation of the GSOp ITT Updating and amending the Galileo security requirements baseline during the GSOp ITT phase Participating to the review of the GSOp ITT datapackage Participating to the evaluation of the GSOp proposals Following up on the current Galileo operations contract between ESA and Spaceopal and assessing the impact of changes on the security and security operations on the GSOp baseline Skills and Experience You must possess the following skills and experience At least 7 years of relevant experience in security engineering and security operations preparation At least 4 years of relevant experience in the ITT and proposal preparation and evaluation Ability to work with little to no supervision Excellent written and oral communications skills A valid security clearance at the EU SECRET level UE The following skills would be highly desirable.
