Project Control Officer Corporate Administrative Management

The European Global Navigation Satellite Systems Agency GSA has set up a selection procedure that aims to establish a reserve list for Project Control Officer Corporate Administrative Management. The Project Control Quality Department handles all matters related to project control and quality management of the Galileo and EGNOS programmes, together with corporate planning and programming, and the administrative management of the GSA Administrative Board. The Project Control Officer reports to the Head of Project Control Quality Department. HisHer main tasks are to ensure proper corporate GSA planning and programming and the administrative management of the GSA Administrative Board. Job description The Project Management Support Consultant will provide support to the EPSSG Ground Segment Manager and team for management related aspects. The tasks of the Project Management Support Consultant will typically include but not necessarily be limited to the following Coordinate and maintain, in relation with the project control team, the Ground Segment Project Management Plan, Team Organisation Chart, Work Breakdown Structure WBS, Work Packages, Product Tree, and related documents Contribute to follow up subsystem development activities monitor deliverables to and from EUMETSATs partner agencies and industry, and support the review of deliverables Participate in team management meetings and in meetings with partner agencies, contractors, internal stakeholders, etc. as appropriate Track progress against agreed development plans and signal any likely or identified deviations from these plans, together with proposals to reduce the impact of any delays Contribute to the preparation and execution of the Project Reviews from a management standpoint Prepare presentations and synthetic status reports for internal e.g. report to senior management and external purposes Contribute to maintaining the project schedule in coordination with EPSSG team members and performing a critical path analysis of the schedule Track actions and risks, analysing and reporting critical issues to the Project Manager, and support the close out of such actions and risk mitigation activities Support the control of the baseline definition of the ground segment including evaluation of Change Requests, Change Proposals, Requests for Waiver Deviation, etc. Support on a case by case basis the other Programmes within the LEO Division in Project management support activities. Requirements The key person shall be able to analyse complex situations, identify critical areas and produce accurate and concise analyses, recommendations and synthesis. Heshe shall be able to fulfil the assigned tasks autonomously, be able to plan hisher work and to cope with tight schedules and multiple tasks and work in a rigorous way to agreed deadlines. Heshe shall be willing to work in a team of engineers and in cooperation with industry and partner agencies. The key person shall have the following experience, background and skills University degree At least 3 years experience performing project management activities preferably on large and complex development projects in the aerospace or similar domain Ability to make synthesis from various written or verbal inputs with excellent English writing skills Computer skills with strong experience withability to use MS Office software e.g. Word, Excel, Powerpoint, Project, etc. Fluency in English. Our client, based near Frankfurt in Germany, is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. One of their objectives is to contribute to the operational monitoring of the climate and the detection of global climate changes. They are seeking a consultant to join the PMO for the development of the Ground Segment for a second generation satellite system which is due to launch its first satellite in mid2021. The consultants key tasks will be to coordinate and maintain the GS Project Management Plan, Team Organisation Chart, Work Breakdown Structure, Work Packages, Product Tree and related documents as well as track progress against agreed development plans.
