RTDI Project Officer EO Software Engineer

The RTDI Research, Technology Development and Innovation Project Officer should assist the Head of RTDI Unit to define and implement Research Innovation RI initiatives in the Earth Observation EO domain. The RTDI Project Officer should support The definition of user requirements and user scenarios through the interaction with relevant stakeholders The identification and assessment of stateoftheart solutions for the management and exploitation of EO data The analysis and architectural design of technical solutions aiming at enhancing the SatCen operational chain The development, integration, validation, operation and maintenance of relevant software applications The execution of IT and technical tasks associated to RI projects The preparation of technical documents such as project proposals deliverables and tender specifications. The RTDI Project Officer should also perform any other duties assigned by the Head of RTDI Unit or by the Head of Capability Development Division.

The Research, Technology Development and Innovation RTDI Project Officer assists the RTDI Project Manager and is in charge of the following tasksduties To support from a technical and scientific point of view the implementation of RTDI activities mainly in the framework of RI projects related to Earth Observation To support the design and development of tools and services related to the management and exploitation of Big Geospatial Data in the Space and Security domain To support the execution of RI projects and initiatives including writing of proposals, deliverables and reports as well as liaising with partners when required To support the establishment and implementation of use cases, user scenarios, demo and pilot services To perform any other duties assigned by the RTDI Project Manager or by the Head of Capability Development Division. QUALIFICATIONS AND EXPERIENCE Essential Secondary education in a relevant field such as Physical Sciences, Computer Science or Engineering attested by a diploma or equivalent qualification A minimum of 3 years relevant professional experience Experience in RI projects preferably in the Horizon 2020 framework Knowledge of Earth Observation EO principles and tools covering the whole data chain Knowledge of programming languages suitable for the implementation of EO applications and services e.g. Java, Python Knowledge of remote sensing data processing and webGIS development e.g. Openlayers, HTML, Javascript Knowledge of main aspects of RI projects Excellent command of English and knowledge of another EU language Desirable Knowledge of technologies and methods for handling and processing of Big Geospatial Data Knowledge of EObased applications and services in the Space and Security domain Knowledge of European Space Programmes such as Copernicus Knowledge of main EO data platforms e.g. EC Copernicus DIAS, ESA TEPs and GEO GCI Knowledge of the institutional framework of the EU preferably in the CFSP field.

The Research, Technology Development and Innovation RTDI Project Officer assists the RTDI Project Manager and is in charge of the following tasksduties To support from an IT architectural point of view the implementation of RTDI activities encompassing the whole data life cycle in the geospatial domain To support the design, development, integration and validation of technical solutions related to the management and exploitation of very large and heterogeneous amount of data To support the deployment and maintenance of developed or procured technical solutions To support the establishment and implementation of use cases, user scenarios, demo and pilot services To support the execution of RD projects including writing of proposals, deliverables and reports To perform any other duties assigned by the RTDI Project Manager or by the Head of Capability Development Division. QUALIFICATIONS AND EXPERIENCE Secondary education in a relevant field such as Computer Science attested by a diploma or equivalent qualification A minimum of 3 years of professional experience is required Experience in RD projects would be an asset. SKILLS AND COMPETENCES Knowledge of IT software, tools and standards covering the whole data chain with particular focus on data access, processing and security Knowledge of software development life cycle and modern software engineering methodologies Knowledge of Cloud Computing and Service Oriented Architecture paradigms Knowledge of Big Data frameworks and technologies e.g. Apache HadoopSpark for processing and analysis of complex datasets Knowledge of programming data processing e.g. Java, Python and webGIS development e.g. OpenLayers Excellent command of English and knowledge of another EU language Excellent drafting, reporting and communication skills Knowledge of Machine Learning frameworks e.g. Caffe, TensorFlow applied to image processing would be an asset Knowledge of Earth Observation EO principles and applications mainly in the Space and Security domain would be an asset Knowledge of main EO data platforms e.g. EC Copernicus DIAS, ESA TEPs and GEO GCI would be an asset Knowledge of main aspects of RD projects in the Horizon 2020 framework would be an asset Knowledge of the institutional framework of the EU preferably in the CFSP field would be an asset.

TRAINEESHIP OPPORTUNITY The implementation of RTDI Research, Technology Development and Innovation initiatives aims at developing new solutions with regard to the whole EO and collateral data lifecycle on transversal issues such as Big Data. The Trainee will support the work of the RTDI unit by contributing to the development of geospatial data processing, classification and analytics tools.
