The jobholders main responsibilities will be related to development, deployment, maintenance and operational support of the systems deployed at the GSMC, and will belong to the GSMC Engineering team reporting to the GSMC Engineering manager. TASKS AND RESPONSIBILITIES The jobholder will be entrusted with the following tasks and responsibilities in coordination with the other GSMC teams, the other departments and consistent with the Agencys processes Contribute to the establishment, control and consistency of GSMC technical specifications and requirements on Galileo systems Contribute to the PRS engineering activities of the GSMC e.g. GRON classified information and communication systems for the GSA, Public Regulated Service PRS service desk and other operational supporting tools Contribute to the development and deployment of systems of the Galileo infrastructure through dedicated programme reviews and processes Lead or support Agencys projects in the area of competencies Act as an interface with programme stakeholders such as EU institutions and EU MemberStates, the European Space Agency ESA, the Galileo System Operator GSOp and industry Support the validation campaigns, anomaly reviews, lessons learnt and reviews processes Support the training and the certification of operators. The GSMC Engineering Officer shall be available for occasional oncall standby duties outside normal working hours or upon request in case of operational emergency availability by phone with ability to come back to the site within predefined times that will be established to meet operational external requirements. Place of employment The initial place of employment will be SaintGermainenLaye. However, the jobholder may be requested to go on frequent missions or have temporary relocation to other GSA sites Spain and Czech Republic to perform similar tasks to those in France. The successful candidate will join our Cost Engineering team within the Project Control Department and will work on the cost engineering aspects of the programmatic and core tasks entrusted to the Agency. TASKS AND RESPONSIBILITIES The jobholder will have the following tasks and responsibilities or relevant subset Maintain and further develop the cost engineering processes, tools and practices, in line with the applicable rules and best practices in the domain Develop cost models based on benchmarks for supporting the preparation of future procurements Develop an appropriate system of cost engineering metrics for the procurement and grant calls of the Agency Support activities related to cost estimates, forecasting, impact assessments and costbenefit analyses Participate in preparation of tenders, in particular in setting up the costprice and financial proposal requirements, and selection of the appropriate cost engineering tools Participate in tender evaluations in support to the establishment of the congruity and appropriateness of the financial proposals, based on the cost engineering elements assessment Develop and maintain a centralised cost engineering database for data recording for analysis and benchmarking purposes Organise and implement the data gathering process and data normalisation, verification and introduction into the cost engineering database Liaise with the administrative and operational departments to ensure the efficient coordination and implementation of the necessary cost engineering arrangements in the Agencys activities Prepare and provide training to the Agencys teams in relation to the costengineering practices established in the Agency Take on additional tasks as required in the interest of the service.
