The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. TASKS AND RESPONSIBILITIES The Financial Officer will be responsible for financial reporting, processing financial transactions and managing internal and external audits. Heshe will report to the Head of Department or hisher assignee. The jobholders tasks and responsibilities will in principle include Developing and maintaining the appropriate financial databases, in particular in relation to delegated budget worth 4.5B in current financial perspective Overall coordination of the regular financial reporting for delegated budget, including the monitoring and control of input from other staff members Producing and distributing the required financial reports maintaining proper archives, records and databases, in particular for delegated budget Processing financial transactions including the implementation of commitments, payments and recovery of amounts Managing internal and external audits including liaison with relevant counterparts in other EU bodies and preparing the necessary input for such audits, together with the implementation of relevant findings and observations Managing the elaboration of procedures, reports and tools for improving financial management processes Assisting and coaching GSA staff on financial procedures Performing financial viability checks for external parties bidding in the Agencys procurement and grant procedures Managing reimbursements Acting as Financial Verifying Agent and backing up other Financial Officers Other activities as required by the Head of the Finance Department MINIMUM QUALIFICATIONS The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application Have a level of education which corresponds to completed university studies of at least three years attested by a diploma Appropriate professional experience of at least three years after having obtained the required diploma Be a national of a Member State of the European Union or Norway Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post APPLICATION PROCEDURE In order to be considered for this position, candidates need to create an account by registering via the GSA erecruitment tool. The Security Accreditation Department provides independent, balanced, timely and comprehensive security risks analysis to support the decisions of the Security Accreditation Board SAB. TASKS AND RESPONSIBILITIES The Security Accreditation Officer contributes actively to the fulfilment of the Agencys regulatory responsibilities related to the security accreditation of the European GNSS in line with the applicable legislation. Pursuant to the instructions of the Security Accreditation Board, the Security Accreditation Officer will have the following nonexhaustive list of tasks Security assurance, including security documentation review and security risk assessment Supporting function to the Security Accreditation Board and its subordinate bodies Reporting on assigned activities, status and findings Providing security expertise on topics of concern to the SAB and its subordinate bodies Participation in relevant GNSS Programme reviews and reporting on these to ensure findings are addressed, possible noncompliance to the system security baseline is identified, new risks are known and security measures are defined to reduce such risks to acceptable levels Contribute to the security accreditation reports supporting the SAB decisions Support management of the accreditation contract activities Meeting organisation and administrative support Assurance on communications security COMSEC compliance, such as review of technical implementations relating to security functions and of operational procedures relating to COMSEC, and obtaining assurance that COMSEC procedures are implemented correctly Contribute to other tasks of the Department, as necessary The position is based in the GSA headquarters in the Czech Republic Prague and implies regular travel. The above tasks and responsibilities will be conducted in the English language. Specific Tasks The Documentation Configuration Management Officer will work across the TIAP projects, and also be delegated to work on specific Projects i.e. PACIS 3, EDRS Global, QKDSAT, NEOSAT. As such, heshe will liaise on a daily basis with the various members of TIAP Projects, project managers, industrial partners other TIA colleagues. Tasks will include Acting as the focal Configuration and Documentation management expert within TIAP to support the definition and maintenance of the project Configuration Management Processes and tools, to ensure exchange of experience and to promote standardisation Contribute towards the project CADM plans and monitor CM performance together with the Product Assurance Managers Liaise with our Project TeamsIndustrial Partners to set up Projects Configuration, Documentation and Management systems taking into account ESA requirements and Partners usual practices to support the establishment of configuration control methods, procedures and standards Support on Configuration Control Boards CCBs by maintaining a wellstructured record system for the disposition of RFWs, RFDs and configuration change requests proposals Act as secretary to the CCB Support TIA DDRO in fulfilling hisher duties for TIAP Department Keep Eclipse updated with new RfWRfDs, for project specific information and latest RfWRfD status Notify CCB members and the appropriate expertsspecialists to evaluate RfWRfDs Communicate outcomes of CCB meetings to the parties involved Support on Preparation of formal Configuration Management requirements, with the aim to be included in industrial contracts Support the implementation and maintenance of adequate configuration control methods and procedures, consistent with applicable standardsrequirements Provide a qualitative and normative support to TIAP Projects Conduct configuration audits and configuration inspections, Support project audits, and work in collaboration with TIA QMS Audit Administrator Support users in retrieving documents from local DMS, DMSs from external partners andor industry Setup and monitor operations and maintenance of the TIAP DMS for management, storage and control of ESA Unclassified with Limited Distribution e.g. ITAREAR Docs and Classified Information Training TIA staff and Contractors on Eclipse and other DMS Tools Set up, coordinate and participate in Project Reviews to ensure the availability of the Data package and manage the RIDeRID System. Work in collaboration with TIA Information Security Officer ISO and TIA PSSO Support TIA ISO organizing the Information Protection awareness education and awareness training for TIAP staff and Contractors Act as the Alternate COMSEC Item Custodian ACIC Support TIA ISO coordinate inputs related to TIA programmeproject Security Classification Guides Knowledge of Agencys internal IT tools is an advantage Requirements Masters degree or equivalent qualification Minimum 10 years of previous work experience as project coordination in Public Private Partnerships projects experience in Telecommunication business is an asset and at least 2 years working in Configuration Management support and Documentation Control roles Experience in supporting on Cybersecurity and QMS audits Experience in handling Sensitive Information Hold a Personnel Security Clearance ISOIEC 27001 Certificate is required IPX CM 0102 Certificate is an advantage Knowledge of ESA Configuration and Documentation Management standards ECSS is considered an advantage Proficient in MS Office packages with experience of high level Project Administration Knowledge of ESA administrative and documentation management tools is an advantage Excellent planning and organisation skills and attention to detail Good communication skills Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule Initiative and motivation to perform to high standards in a demanding environment Ability to establish and maintain effective working relationships with the outside world e.g. Industry Fluent in the English language spoken and written.
