NTSB Updates Hearing/Meeting Rules for board products, procedures.

NTSB's Final Rule, finalizing changes concerning NTSB products and procedures, appears in Federal Register. Rules will take effect on January 25, 2016 and be codified at 49 CFR part 845. Regulatory changes apply to rules governing procedures for hearings and other Board proceedings as well as descriptions of such Board products as reports and safety recommendations. Final Rule reorganizes rules into subparts to make rules easier to access and consult.

NTSB Streamlines aviation resolution advisory reporting.

Direct Final Rule announced by NTSB narrows focus of notification requirement in 49 C.F.R. § 830.5(a)(10) concerning certain resolution advisories. After changes takes effect, operators will only be required to report ACAS resolution advisories issued when aircraft is being operated on instrument flight rules flight plan and compliance with advisory is necessary to avert substantial risk of collision between two or more aircraft. Public can comment by January 14, 2016.

NTSB Issues Safety Alert on oversize loads and bridges.

"The Impact of Oversize Loads on Our Nation’s Bridges," issued by NTSB, reminds motor carriers of importance of obtaining permits and carefully reviewing routes before transporting oversize loads. Along with May 2013 crash near Mount Vernon, WA, this Safety Alert cites March 2015 crash in Salado, TX. Both involved trucks carrying oversize loads that struck bridges and caused collapses. NTSB Chairman Christopher Hart called planning ahead "critical" when transporting oversize loads.

NTSB Video highlights procedural compliance in aviation.

NTSB released 9-minute video that highlights crucial role that procedural compliance plays in commercial aviation safety. Primarily targeted at pilots, video uses findings from 7 commercial airplane accidents to show how deviations from standard operating procedures can initiate chain of events that may lead to devastating consequences. Accidents referenced include 2013 crashes of Asiana flight 214 in San Francisco and UPS flight 1354 in Birmingham, Alabama.

NTSB completes documentation of sunken cargo ship El Faro.

Video documentation of El Faro and associated debris field has been completed. On Nov 1, investigators were able to view video of the vessel obtained from CURV-21, a remotely operated vehicle capable of deep sea search activity. Video revealed that the navigation bridge structure and deck below it had separated from the ship. Missing structure included the mast and its base where the voyage data recorder was mounted. Navigation bridge was found but mast and VDR were not.
