Description The activities of the Key person will include scientific aspects related to the development of the product processing facilities of the EPSSG ground segment. The Key person will work in a matrix structure providing crossdivisional support and be hosted in the Remote Sensing and Products Division of the Technical and Science Support Department. The Key person will work at EUMETSAT Headquarters, located in Darmstadt, Germany. The tasks and responsibilities will include Preparation of algorithm theoretical basis documents for the generation of level 1 and selected level 2 products Preparation of product generation specifications for the product processing facilities Prototyping of product generation functions Generation of product contents specifications Preparation of test data Preparation of initial validation plans Contribution to the generation of performance budgets Conduct of internal studies related to mission requirements refinements Assessment of results from external studies Contribution to the initiation of scientific support studies System meetings and activities of instrument functional chain teams IFCT1 Participation in reviews. The support will involve close crossdivisional interactions and interface with experts in various disciplines system engineering, instruments, operations, science. Profile Scientific consultancy is sought in the area of Radio Occultation. The Key person shall have the experience and capability to fulfil the assigned tasks with a minimum level of supervision. The Key person shall have, as mandatory, the following experience and background University degree in remote sensing, meteorology, oceanography, physics, or equivalent At least three years of experience in the field of remote sensing, including experience with radio occultation observations Experience in satellite data processing Very good skills in a higher programming language, such as Fortran, CC, Python Skills in writing scientifictechnical documents Familiarity with Microsoft Office Good interpersonal skills in support of team work. The following experience would be an additional asset Experience in understanding and writing requirements Experience with the specification, development, and validation of satellite data processing chains Experience with calibration and product validation methods Knowledge in radio occultation data processing and applications. Fluency in English is mandatory this is the working language at EUMETSAT, and the Key person must be able to work effectively in this language. Description As a member of the Computer Systems Management CSM team, the Key person shall provide support to the development and maintenance of the TCE. The duties range from maintaining and creating software packages that are installed on the TCE over advice and support for programmers working with the TCE to the creation of new software that is needed to support ongoing developments. This also includes the settingup and implementation of best practices for programming and the definition of the future TCE design in close cooperation with the TCE system administrators The Key person shall perform the following tasks Maintenance and development of bespoke and COTS software packages Support of programmers in the area of system programming and interface definition Design and implementation of new software packages that are needed to support ongoing projects and which are providing common services to all users. Contribution to the analysis and planning of HW and SW upgrades or reconfigurations, taking care of compatibility issues between subsystems Provision of secondlevel support to the users of the system Database Programming Support to SW development and maintenance in relation to the utilization of system resources Provision of standbyoncall support if needed under special circumstances Provision of support, as required, to critical operations. In the performance of the activities the Key person shall apply the relevant change control and maintenance procedures. Profile In addition to having a university degree or equivalent, the Key person shall have extensive experience in the programming of lowlevel code and system critical functions of distributed systems. The experience should have been made in an operational or production environment, characterized by custom applications in addition to standard software, running both on the client and server side, and by high availability requirements. The Key person shall have an expert knowledge and a significant work experience of programming with UNIXtype operating systems, and should be familiar, to the extent required by the performance of the above tasks, with as many as possible of the following system software environments CC programming Java Programming Scripting language programming like perl or python Network programming Operating System interface programming Automated services Database programming Experience in the installation, administration and troubleshooting on some of the following shall be considered as an advantage Installation and maintenance of ORACLE databases Maintenance of an Online Documentation system FirstSecond Level user support. Installation and maintenance of programming and debugging environments It is also an advantage if the key person can carry out basic hardware support like installing interface cards or physically setting up networks. Description The tasks of the key person will typically include Support to the maintenance of MTG Mission Operations Facility requirement specification in the area of Monitoring Control System and liaison with the operational users for the definition of the requirements baseline. Follow up the MTG MCS procurement to make sure that the delivery fits the intended purpose. Support the MTG ground segment team, the Mission Operations Facility manager and the ground segment manager. Interact with suppliers and partner organisations. Participation to the Reviews for the Monitoring and Control Subsystem and interfacing facilities. Preparation of technical notes and attendance at technical meetings. Maintenance i.e. mainly configuration and installation of the SCOS 2000 MCS demonstrator installed for familiarisation of the operations preparation team with the Mission Operations Facility MCS. Analysis, review and generation of any relevant MTG documentation. Maintenance and evolution of Mission Operations Facility Java Eclipse RCP RAP based tools established in the frame of Phase B. At a later stage in the programme, these additional tasks may be requested Participation test conduction and or witnessing to MTG Monitoring and Control Subsystem facilities testing and related activities on facility as well as on system level. Analysis of test results and test reports on facility as well as on system level in particular with respect to their suitability for requirement verification and validation. Installation of the MTG Monitoring and Control Subsystem at EUMETSAT, while fulfilling the configuration management requirements. Verification of correct facility installation. Monitor and, where applicable, steer the lifecycle for all related anomaly reports ARs nonconformance reports NCRs. Preparation and production of routine reports as necessary. Profile In addition to having a University degree or equivalent in a relevant discipline, the key person shall have a demonstrated experience of spacecraft andor ground segment procurement. The key person shall have a goal oriented attitude with a good level of communication skills enabling working in a highly flexible integrated team. Furthermore, the key person shall have, as a prerequisite a demonstrated experience of five years in the following Mission Control Subsystem specifications development and or procurement within a space system. In depth knowledge of SCOS 2000 based Monitoring and Control Subsystems. The ECSS Packet Utilization Standard PUS. TM TC Database design, implementation and testing. SCOS 2000 based onboard software function. AIV related activities test procedure generation, requirements verification and validation. Eclipse RCP RAP. Java, C and C. UNIX operating system usage. It would be a distinct advantage for the key person to have experience with some of the following ECSS Space Engineering Standards, in particular those related to Mission Control. IBM DOORS. Operations Preparation. Automation i.e. procedures activation and execution. Spacecraft Simulator based on SIMSAT. Ground segment monitoring control. SCOS 2000 based Monitoring and Control Subsystems Maintenance. GEO Spacecraft routine operations. CVS Version Control software. Configuration Control software e.g. Dimensions. The key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with the minimum of supervision.
