Consultancy Support for Ground Segment Engineering 1413001 Job Description EUMETSAT ground segments typically consist of TTC and payload acquisition ground stations, mission control systems, data processing and archiving facilities, data dissemination facilities and the associated network elements. The Consultant will carry out tasks which support activities related to initially Phase B followed by phases CD of the EPSSG Programme in the area of ground segment engineering. In the role of support to the development of EPSSG Ground Segment, the tasks of the Consultant shall include Analysis of the EPSSG system requirements and contribution to the definition of the Ground Segment Requirements and subsystems requirements specification, taking into account the available services provided by MultiMission Elements and the reuse of existing generic infrastructure and element, promoting and ensuring the implementation of the Ground Segment reference architecture and maintainability requirements and standards defined by TSS for the future programmes. Definition of the EPSSG system architecture and interfaces between the EPSSG elements, the MultiMission Elements and reused elements Contribution to the generation of System Design Documents and Interface Control Documents Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. Support to the preparation of, and participation in, phase reviews at system, ground segment system and element level. In the performance of these tasks, the Consultant shall comply with the applicable rules of the EUMETSAT Directory of Instructions DI and the EUMETSAT Management System EMS, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available at start of the duties in EUMETSAT. The tasks to be assigned to the Consultant will be agreed through dedicated workpackages with clear identification of activities and outputs expected. Required Skills and Experience University degree or equivalent in a relevant discipline. At least five years experience in the following areas Experience in full lifecycle development i.e. requirements specifications, architectural design, implementation and IVV for ground segments developed preferably in the area of 247 operational remote sensing satellites Experience of ground segments which are designed and developed taking advantage of the reuse of existing generic infrastructure and functional elements System Engineering practices and experience on AIV specification and planning for large and complex satellite ground segments, preferably for remote sensing spacecrafts. The key person shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. Heshe shall be willing to work in a team of engineers and in cooperation with industry and partner agencies. Fluency in English. Dissemination Operations Engineering Support 1413002 Job Description As a member of the Realtime Services System Operations Division, the Key person shall provide support to the routine monitoring, development and operation of the current and future EUMETSAT dissemination systems. The duties range from the support to the operation of the various dissemination components, to the analysis, testing, and implementation of new data streams and monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. In particular the tasks of the Key person will include Support to routine operations of the dissemination and encryption functions within the EUMETSAT Ground Segments, including performance monitoring and in the case of anomalies, the identification and application of firstline corrective actions. This task requires the provision of standby and callout support out of normal working hours see below Support to the operations of data encryption functions in the ground and space segment of EUMETSAT programs Control, population and operation of dissemination related databases and configuration files for both inhouse and remote systems Support to the preparation, validation and maintenance of ground segment operational procedures Support to dissemination services related training of the Control Centre Team Support in the analysis and resolution of user enquiries related to dissemination services Support to the HW and SW configuration of EUMETCast Reception Stations Support to the rollout and validation of new releases of EUMETCast Reception Station SW packages Investigation into system anomalies that impact on the data dissemination services Generation of Engineering Change Proposals to improve the operational effectiveness of the encryption and dissemination functions Support to design, implementation and verification testing of corrections and improvements Support to the validation, verification and rollout of new releases of dissemination and encryption software Coordination of the operational validation of releases and changes affecting the dissemination system Definition and implementation of dissemination service monitoring and reporting tools, and generation of related reports Support to the generation and maintenance of a products database for dissemination administration Participation in meetings and reviews. Required Skills and Experience University degree or equivalent in a relevant discipline. Minimum 5 years of experience in operations or software maintenance of real time data dissemination systems, and be familiar with DVBS satellite communications and ground segment operations. The Key person shall have significant work experience on operating system level in major Linux distributions and Windows 2000, XP, Windows7. Computer literacy, including Configuration, installation and scripting for Linux and Windows Evaluationanalysis of systemapplication events and logs Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks Satellite based and terrestrial data distribution systems Provision of near realtime data services in a highavailability environment 247 First and second level support in data services Interaction with endusers Coordination of system changes and interfaces with external organisations encryption technologies, USB smart cards, TripleDES Formalised hardwaresoftwaresystem testing Configuration control. The Key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision.
