Programme Administrator for Future Systems Department

Overview Under this work package the contractor shall support the EarthObservation Directorate, assigned to the Future Systems Department EOP.Heshe will support in managing the Departments project milestones inliaison with projects managers. Tasks will include Integrate and provide overview ofresource requirements interface with the project controllers as required. Prepare and assist in producing financial and programmatic status reporting as required. Support to developing and maintaining the integrated planning of the programme resources and calendar. Support to the preparation and conduct of internal and external audits. Maintenance of a consolidated action item list for the Department, ensuring that actions are being discharged in coherence with theestablished procedures. Interacting with Department and Divisional staff in order to plan, facilitate and stimulate the exchange of information within theDepartment, including organization of specific meetings, workshops andseminars. Identifying topics for crosssites coordination and propose specific actions for harmonization and coordination. Support users for retrieval of documents from local DMS, DMSs from external partners andor industry, out of paper archives, other sources like ESTEC library, scanned documents on physical memories or viainternet, etc. Support project controllers in preparation and administration of procurement actions. Manage these processes in the ESA SAP systemesap as well as in excel or other tools as required. Act as a point of contact for all documentationadministrative tools e.g. DMS, RID system, action item database, etc. used in the department. Focal point for all documentation administrative tools used in the Department. Support to the configuration management processes within the Department. Close coordination with ESRIN teams to ensure efficient and timely exchange of information. Managing the internal and external information tools e.g. SharePoint, web pages, etc for the Departmentlevel internal and externalcommunications, including interactions via social media. Compilation of monthly and quarterly reports from inputs from various contributors for review and finalisation by the Department Head. Preparation of minutes of internal management meetings, integrating various inputs. Coordination and organisation of internal and external meetings andreviews, including room and resource booking. Responsibility for the management and procurement of promotional items for the Department. Overseeing the administrative policies at Department level. Provision of various logistic support to the Department. Handling communications and events of interest for the Department. Specific qualification requirements A university degree Bachelor or equivalent qualification with several years of relevant experience. A qualification with good background inelements of information technology would be an asset. Excellent interpersonal skills with the ability to work effectively,independently or in a team, and proactive approach to problem solving. Experience in an international organization and multicultural workingenvironment would be an asset. Interest in and good understanding of technical, programmatic and policyissues of ESA EO programmes, particularly in innovative domains suchas those of current information technologies, with desire to learn andability to think outside the box. Ability to travel frequently between sites, namely ESTEC and ESRIN. Excellent communication, planning and organisation skills. Flexibility with working schedule, as required. Knowledge of ESA administrative and financial processes is an advantage. Proficiency in MS Office packages including Powerpoint and Excel and in planning control tools, office automation software and databases, with excellent working knowledge of both MS Windows and MacOS. Ability and interest to learn other softwaretechnology tools if necessary trainingon the job. Experience in the analysis of processes and in preparation of operational documentation pertaining to planning and performance monitoring is anadvantage. Experience with SAP and with ISO9001 certification projects is anadvantage. Initiative and motivation to perform to high standards in a demandingenvironment. Ability to take initiative to optimise the efficiency of processes and toprioritise accordingly in case of high workload. Fluent in the English language spoken and written. Knowledge of other European languages is an asset. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. Systems Engineer mf

This role based either at Stevenage or Hawthorn will form part of the Systems Engineering team for TCK. The team are responsible for the provision of support to project delivery and installation of services across all Airbus Defence and Space owned sites and at customer sites as applicable, support for the provision of Network Management Systems and Fault Management System infrastructure implementation. This role also provides service design and implementation advice to the support teams. The Systems Engineer will typically engage at the preparation for CDR stage of the project. Primary Duties Network design support to the design lifecycle PDR, CDR FsDR Diagnostic support to faults and security alerts on our firewalls Patching and antivirus updates and upgrades to our firewalls keeping them up to date and safe. Creation and maintenance of a lab facility enabling design and diagnostic support to the business. Travel is expected to the Ground Station installations on a frequent basis. As part of the role there will also be a requirement to travel to customer installations overseas. The successful candidate will be subject to UK National Security Clearance in order to undertake related work in accordance with business needs. Typical activities will include Liaison with customer, SDA and project manager to capture all user and system requirements in order to define the service requirements specification. Create full system design extrapolating from PDR design documents, including the creation of system concept model if applicable and all relevant documentation. Implement test the service including provision of oversight for installation activities. Systems engineers are expected to support installation at any of our customers sites. As a result overseas travel is to be expected. Development and ownership of Design documentation required for CDR and FsDR, including detailed design document, dialling plans etc. Liaising with relevant Network Management Service teams to produce a suitable fault management solution, and or billing solutions as appropriate. Lead the VVT stage of the project coordinating support from other groups as necessary Provide support for the service transition into operations, from FsDR to Phase 6, ensuring that suitable handovers are provided to relevant operational staff. Supporting Incident Management escalations providing diagnosis and recommendations. Must have demonstrable knowledge of, IP, VOIP and MPLS systems. IP competent to professional level Knowledge of satellite communications systems. Knowledge and use of encryption devices including DCAP, Mini Catapan and Ectocrypt. Knowledge of serial communication protocols. Knowledge of test methods for the above mentioned technologies. Good report writing and general communication skills. In your daily activities you will Support the development of Galileo PRS and OS software receivers, algorithms, and features. Support the evolution of the Galileo system with respect to PRSOS navigation signals and performance. Operate and support the development of the EndToEnd Navigation Simulator for navigation signals performance analysis. Support the definition and development of new tools for navigation signals performance analysis. Define, plan, and conduct testing activities in laboratory as well as measurements campaigns. Interpret measured data and evaluate test results. Support requirements derivation for the Galileo PRS and OS software receivers. Create and maintain system engineering documents and technical reports. Present the achieved results in front of national and international customers, industrial partners, technical meetings, symposia and conferences. Contribute to new ideas and applications related to satellite navigation on PRS related aspects. We are looking for candidates with the following qualifications and experiences Masters degree in an Engineering discipline such as Navigation, Telecommunication, Signal Processing, Applied Mathematics, Electrical Engineering, Aerospace, Physics or equivalent. Good theoretical knowledge of satellitebased navigation systems, navigation signals, receiver architecture and performance. Deep understanding of GNSS receiver technology and signal processing techniques inside GNSS receivers, such as acquisition, tracking, data demodulation, channel decoding, PVT computation, interference detection and mitigation. Experience with INS integration, sensors hybridization, and integrityRAIM algorithms. Proven experience in SW development and good knowledge of C. Ability to analyze complex technical problems and define innovative solutions. The candidate shall be in possession of a national security clearance or in the position to acquire one. A fluent level of English language is required. The knowledge of German language is considered an asset. Good communication skills and team working attitude.
