Location ESA Headquarters, Paris, France Description Project Controller in the Operating Planning and Business Unit Controlling Office, Directorate of Space Transportation. Duties Under the responsibility of the Head of Office, the postholder is responsible for defining the Project Control work breakdown structure WBS, maintaining the related master data preparing and updating plans inyear, multiyear, atcompletion of resources per project, including manpower and support, facilities, running and industrial costs, together and consistent with schedule monitoring actual resource usage, analysing deviations, explaining them, proposing corrective actions performing tasks assigned to Project Controllers in ESA ERP esap for assigned projects, in particular ensuring that planning and resource data are uptodate supporting proposal evaluation, negotiations with industry, reporting to project teams, supporting departmentlevel reporting meetings providing data for industrial return, supporting related analyses preparing and updating the financialworkforce part of project plans, support project reviews, preparing andor supporting ad hoc analyses reporting on project management Key Performance Indicators KPI on scheduling, cost and risk preparing and validating, with project managers inputs, concise text reporting supporting the yearclosure exercise, ensuring that costs are accrued in the correct period, provisions made, unused fund reservations released and the available commitment ceiling is monitoredvalidated in each data system used supporting the programme closure exercise supporting risk management at project level supporting asset management at project level. Technical competencies Cost and financial regulatory framework, including accounting standards and auditing Project and risk management Budgeting, cost control and resources and activities planning Managing complex databases, ERP Behavioural competencies Communication Problem Solving Relationship Management Planning Organisation Education Business Administration degree at Masters level andor an Engineering, Technology or International Studies qualification. Location ESTEC, Noordwijk, The Netherlands Description The postholder will report to the Head of the Galileo Project Management Support Office with a functional reporting line to the procurement managers of the assigned projects and direct interface with ESA Finance, Procurement, industrial contractors and ECGSA for all matters in their field of activity. Assigned initially to the Galileo Project, the postholder is responsible for supporting the procurement managers on all activities related to project cost, schedule and risk, as well as project management processes, and for reporting to the Business Unit Controller for the Directorates internalexternal reporting needs. The postholder bears key responsibilities for the preparation, procurement and monitoring of complex procurements, from tendering to contract closure, and for management, financial and planning aspects. Specific Tasks The work covers project control and administration support, general schedule control and document management tasks, as required by the projects. It includes the following main tasks Establishment, maintenance and control of the mission baseline schedule using schedule data from lower level mission elements ground segment, spacecraft, payload. Preparation of detailed schedules for Agency undertakings launcher, test facilities, scientific operations. Production of schedule reports, identification of critical items and problem areas. Participating in cost at completion exercises. Establishing documentation data interfaces and procedures for the transfer of documentation between the science project, prime contractor and other project participants. Maintaining documentation database, registering and distribution of project documents as appropriate. Consolidating inputs for the programme level overall schedule, production of reports and trend charts to enable programme level analysis. Supporting data preparation and entry in directorate databases and applications, as required. Provision of ad hoc project control and administration support as needed. Utilisation of relevant local andor corporate management support tools at both project and programme level. Requirements Masters in Engineering or equivalent or MBA or equivalent University degree from a recognised Institution of secondary studies or equivalent qualification in Business Administration, with relevant experience. Good interpersonal skills and ability to communicate and cooperate with a wide range of staff internally and externally.
