LOCATION ESA Headquarters, Paris France. DUTIES Reporting directly to the Director General, the postholder is responsible for establishing and implementing the ESA Communication Policy, with the objective of fulfilling the Agencys task to collect relevant information and disseminate it toMember States, and a public awareness policy whose purpose is to provide the communication support for the preparation of future programme decisions and to heighten awareness of ESA and space among the general public in the Member States. In addition, the postholder will act as the Agencys focal point for all interactions with the media. The responsibilities will include, notably establishing the Annual Communication Plan of the Agency, and specific Communication and Crisis Communication plans for launches, and supervising their implementation coordinating ESA communication activities with all Directorates and ensuring internal communication for Agency staff managing media relations and video productions ESAwide defining and managing the implementation of ESA policies on social media managing the ESA web portal and its content in cooperation with the Directorates concerned developing activities, including establishing communication partnerships with external entities, appropriate communication tools and communication material for the general promotion of ESA, in close collaboration with Directorates and Heads of EstablishmentCentre managing the use of ESAs image, the ESA Corporate Visual Identity and the ESA Editorial Style coordinating with other DG Services Cabinet, Strategy and External Relations, in particular coordinating and reinforcing the network with the Heads of Communication in the Member States delegations managing ESAs presence at corporate exhibitions and events managing Guest Operations for launch campaigns and events defining policies for merchandising and licensing activities involving ESAs image and partnerships and commercialisation actions assessing the impact of ESAs communications and ensuring continuous improvement. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification preferably in a scientific discipline related to space physical sciences, engineering, etc., together with significant experience in the international communication and media fields. Extensive knowledge of the Agencys programmes and experience of communication strategy, plan development and delivery across all communication disciplines, using all channels, are requirements for the post. Experience with managing internal communication is also an asset. Candidates are expected to demonstrate excellent planning and organisational skills together with the ability to deliver communication plans and activities on time and within budget. Other essential qualities are a strong customer focus, highly developed communication and policy development skills as well as excellent interpersonal skills, along with a proven ability to manage a team working under pressure. For behavioural competencies expected from ESA staff in general, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these is required together with a working knowledge of the other. Knowledge of another Member State language would be an asset. The European GNSS Agency GSA provides university students and graduates with a unique and firsthand experience of the workings of the GSA, in particular, and of the EU institutions in general. The European GNSS Agency GSA announces a traineeship opportunity for students and graduates in Europe. The traineeship shall aim principally to aid in supporting the daily operations of the Human Resources Department of the Agency, in particular assisting in tasks related to Recruitment, HR Administration and Staff Development. The traineeship shall be based at the GSA headquarters in Janovskeho 4382, Prague 7, Czech Republic and shall last preferably from 01 November 2016 to 30 April 2017. The traineeship contract shall be concluded for 6 months, which may be extended for further 3 months maximum twice or further 6 months maximum once. The maximum duration of the contract is therefore 12 months however the GSA reserves the right to conclude individual contracts according to which the traineeship commencementend will deviate from the above dates specified. Depending on the HR area of assignement, the trainee will be expected to carry out the following duties under supervision. The area of assignment within HR may change as required by Agencys needs HR Administration Support Assist during the coordination of the entry intoservice processes Assist during establishment of staff individual rights and obligations, in accordance with the applicable regulations and policies Assist in coordination of absence management Assist in management and regular update of HR Intranet organisational chart, rules, HR announcements, etc. Assist in management of HR electronic tool currently Allegro Assist during the implementation of social measures for staff and their families Management of employee data in multiple HR softwares Preparation of personnel files electronic and physical Assistance in resettlement of newcomers Recruitment Support Support in drafting vacancy notices and publication of vacancy notices on various websites Registration and eligibility check of all applications Coordination of the Selection Boards meetings Coordination, preparation and finalisation of selection procedure documents e.g. interview questions, written test, score forms, final proposal Coordination of interviews with the selection board and the Appointing Authority Management of all communication with candidates e.g. invitations, rejection letters, offer letters Coordination of the reimbursement process for candidates e.g. collection of documents, obtaining internal approval for reimbursements, physical and electronic filing and follow up Arrange appointment of Seconded National Experts, Trainees, Contract Saff and Temporary agents Drafting grading fiches for different types of contracts Staff Development Support Support in coordination and organisation of training events, workshops and other activities Administration of training requests registration, processing, filing Other administrative support upon need and requirements e.g. assisting the HR team in document and file management.
