Location ESOC, Darmstadt, Germany Description Head of the Space Safety Programme Office in the Directorate of Operations. Duties Under the direct authority of the Director of Operations, the postholder is a member of the Directorates management team, is jointly responsible for implementing overall Directorate strategy and related change process and is also responsible for implementing the Space Situational Awareness SSA Programme, as well as its evolution into the Space Safety Programme. Defining the overall strategy for implementing the SSASpace Safety Programme, in close coordination with participating States, the postholder is responsible for consolidating the user requirements, architecture and corresponding studies, developments and services. Managing the resources delegated to the Space Safety Programme Office, including staff, budgets, industrial contracts and legal agreements, the incumbent is responsible for executing its activities in particular in the following areas Space Weather Space Debris Near Earth Objects Clean Space Frequency Management Technical competencies Knowledge of international Space Situational Awareness SSA and Space Safety community Knowledge of international efforts, including spacebased techniques in the area of Space Situational Awareness SSA and Space Safety Knowledge of Space Situational Awareness SSA Space Safety related space and groundbased programs, including instrumentation and operation Leadership competencies Fostering cooperation effective teamworking Leading change Strategic vision business context Developing motivating people Behavioural competencies Systems Broader Business Thinking Communication Relationship Management Ambassadorship Planning Organisation Education Applicants should have a Masters degree or equivalent qualification in a relevant discipline, such as science or engineering. Additional requirements Proven experience in managing large units and projects as well as proven strategic and policy leadership. Firsthand knowledge of Space Safety activities in Europe and a good appreciation of the European and international political contexts in such matters. A good understanding of the political environment in the Space Safety area. Previous experience of managing managers and multiple teams is an asset, as is international experience, i.e. outside the candidates home country, as well as experience in various functional areas relevant to ESAs activities. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. The Agency may require applicants to undergo selection tests. Duties The postholder reports to the Head of the News Contents Office of the ESA Communications Department. The postholder is responsible for defining, executing and monitoring all communication activities falling under the responsibility of the Directorate of Operations. The main responsibilities will encompass the following activities establishing and implementing the Annual Communication Plan covering space operations and space safety and security thereby contributing to the ESA wide Annual Communication Plan, and specific communication plans for missions and programmes under the responsibility of the Directorate of Operations managing the online presence of the Directorate of Operations, including the ESA portal with a focus on news production managing the social media communication of the Directorate of Operations, in accordance with the ESA social media policy, based on a crossmedia approach including live social TV formats coordinating and implementing in close cooperation with corporate communication, Directorate of Operations media relations, based on a group of spokespersons for the various ESA directorates managing the implementation of news conferences, of participation in exhibitions and of public relations events, in close cooperation with media relations and the exhibition unit managing the production of brochures, leaflets, posters, fact sheets and media kits ensuring bottomup information flow regarding content relevant for communication and education in the Directorate of Operations monitoring and evaluating the effectiveness of the communication activities implemented, in close cooperation with the Newsroom, based on agreed Key Performance Indicators. Additional requirements Significant experience in international communication is required. Knowledge of space operations, space technology, engineering and space transportation, as well as proven experience in communication strategy and planning, and campaign management delivering across all channels.
