This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands with resident assignment to the Galileo Control Centre in Oberpfaffenhofen Germany. DUTIES Reporting to the Head of Unit, the Manager will be the ESA operations authority at the Galileo Control Centre GCC following spacecraft command control handover, responsible for the preparation and execution of routine Galileo spacecraft operations in support of service provision. The postholder will in particular be responsible for evaluating the status of the Galileo constellation operations and early service provision, interfacing the Galileo Operations Services Contractor for ensuring the preparation and execution of operations and service plans assessing, in the case of major contingencies, whether the mission objectives can be met or assisting with declaring the mission impacted if required coordinating with that Contractor the implementation of the mission rules for handling the Galileo navigation message and managing the early services defining, in coordination with the Contractor, the priorities for resolution of anomalies, following the relevant ESA mission rules participating in spacecraft anomaly review boards, supporting the evaluation and authorisation of any recovery action required contributing to ESA operations system management board longterm planning activities by providing inputs and evaluations on constellation, mission and systemrelated operations supporting the evaluation of the GCC operations processes and organisation, providing recommendations on improvement participating on Galileorelated review panels, evaluations boards as required. This work requires frequent travel within Europe and interaction with industry representatives at all levels. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or physics, together with proven sound professional experience of the deployment and operations of spacebased applications. Candidates should be systemminded and able to work as a member of a multidisciplinary team. Furthermore, they should show a high level of selfmotivation and discipline, and be resultsoriented. Experience with satellite navigation systems e.g. GPS, Galileo is considered an asset. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. DUTIES The postholder will report to the Head of the Earth Observation Mission Data Systems Section and will be responsible for the definition, implementation, acceptance and maintenance of mission data systems e.g. mission control systems, simulators, service data centres. The main tasks will involve provision of early highlevel definition of mission data systems and related cost and schedule estimates specification of the software requirements of these systems in collaboration with the operational users definition and specification of their internal and external interfaces in agreement with the relevant parties preparation and supervision of the necessary industrial contracts for the procurement, design, implementation and maintenance of these systems acceptance of the deliverables received from industry, ensuring their correctness, completeness and compliance to the applicable requirements supporting the mission operations team as required in the various operational phases, including System Validation Tests, simulation campaign and as Software Coordinator during critical operational phases such as launches coordination with other internal to ESOC or external units, e.g. with the unit supplying mission data systems infrastructure and with the unit supplying the necessary hardware, networks and related services contribution to the establishment of standards in the area of space data systems and software engineering participation in research and development activities in the area of mission data systems. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or informatics and at least two years of proven professional experience in the development of complex data systems software. They should have experience in understanding user needs when defining complex software systems as well as in modern software engineering techniques and technologies. They should have experience of software project management. In particular, proven experience in the development of operational simulators is considered an asset. Strong customer orientation and the ability to work constructively with suppliers is essential. Candidates will be required to work in a diverse and international environment liaising with engineers in and outside the Department. Excellent teamworking, communication and relationship management skills are therefore required, together with a proactive attitude towards solving problems and the ability to achieve solutions in line with agreed objectives.
