We are looking to further enhance our team by adding a Communications and Networks Systems Engineer You will be based initially for 2 years at our clients headquarters in Darmstadt, Germany. Extension of a further 2 years may be possible. In this large European Agency you will find an excellent and modern working environment with challenging tasks and responsibilities. Your Tasks Include The consultant will provide prime support to the Comms Team and will contribute to the requirements specification, design and development of Comms Systems, including the setting up of the related maintenance arrangements and processes. The tasks of the incumbent will typically include but are not limited to Support to procurements of customerled network services and systems. Contribute to requirements specifications and statements of work. Participate in the evaluation of offers for network services and systems. Lead and implement the migration of existing operational programmespecific and shared facilities from their current legacy networks to the consolidated network infrastructure at Client HQ. Upgrade the Client networks in remote sites. Support and contribute to the development of network solutions for the MTG programme. Demonstrate how system architecture and design parameters and deliveries will meet requirements, through the effective design and implementation of testing and other verification processes and procedures. In the performance of these tasks, the consultant shall apply the Clients configuration and change control procedures. This is in addition to application of the relevant system engineering standards, quality management procedures and maintenance procedures. The consultant is expected generate and maintain documentation as an essential part of the tasks above. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the asbuilt communication and network solution specification, writingreviewing test reports and overall status reports. Roles and Responsibilities The consultant will assume and maintain the following roles and responsibilities within the Team Ownership of customer communications systems needs. Prime interface and point of contact for ensuring customers needs are understood and translated to technical specifications and constraints. Owning the responsibility to identify gaps between what the customer requires and the policy and technical constraints that may need to be mitigated e.g. security policy adherence. Leading the rollout of customer solutions within the projectprogramme and being the liaison between the Comms Team and the ProjectProgramme throughout. Obtaining and ensuring customer buyin and joint ownership of deliverables. Ownership of the network performance and management solution delivered and the servicesolution quality delivered to the customer. Actively contribute to the substantial scheduling challenge integrating the project schedule with other schedules through liaison with multiple stakeholders to ensure that project requirements are met, whilst facilitating the most effective agreement with existing network operations for operational systems. Your Profile In addition to having a University degree in a relevant engineering discipline, the incumbent shall demonstrate significant knowledge and a minimum of 5 years direct experience in the area of specification, design, implementation, verification and maintenance of communications systems. The incumbent shall have skills and experience in the following areas Domain Skills Understanding and translating the business needs imposed by satellite ground systems environments or similar on networking, and the delivery of an associated network infrastructure along with functions and systems that are demonstrably viable and optimal to meet the stated requirements. A demonstrable ability to analyze complex systems and present them in a comprehensible way across other technical and managerial domains, with the specific ability to understand and communicate the relevant detail whilst maintaining focus on the overall systemwide aspects. In depth experience in working within Project Management methodologies e.g. Prince 2, ideally with the Aerospace and Satellite business area. This should include knowledge of, and experience within the typical full project lifecycle. Familiarity with appropriate industry standards e.g. ECSS should be detailed. Experience with estimating and scheduling of multiple concurrent technical activities such that milestones and their likely achievement can be communicated. Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills The incumbent should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology. Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution. Indepth knowledge of Cisco design methodologies, technologies and solutions. It will be beneficial if the incumbent holds current Cisco certifications or equivalent. Familiarity with the trend to virtualize the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them. Security skills associated with securing the communication system e.g. firewalls, intrusion detection and prevention, strong authentication. Skills appropriate to associate domains e.g. computing clientserver, storage, dissemination. Network performance monitoring in terms of both the network and the applicationssystems it supports in terms of supporting fault finding, documentation, performance tuning, capacity and configuration management etc.. Other Skills The official languages are English and French. The working language for the position is English and therefore the incumbent must be able to work effectively in this language. The incumbent shall also be assessed for the following skills and qualities Working proactively with the minimum of supervision in an individual or team environment. Conducting activities in an orderly and disciplined manner, working calmly and correctly under stress. Working in teams and sharing expertise and experience with other team members. Able to commit to the plan and deliver the expected results on time or to report proactively if any deviations are foreseen. Take ownership of problems through to effective resolution.
