For the location in Darmstadt Germany we are looking for Navigation Operations Services Supportto work at ESOC. Tasks Navigation Operations Services, executed for several ESA and 3rd party customers in parallel, process data from a combination of a number of GNSS receiver networks, including the ESA network plus optionally subnetworks providing data by contractual agreement and publicly available data CDDIS. The data are processed in batch mode or in realtime, in ESOCs Navigation Facility. Service products typically include orbit products restitution and prediction and highrate clock solutions both for the ground and satellite clocks. Beside near real time products enhancedaccuracy offline or final products may be delivered, as well as additional or auxiliary products station coordinates, geophysical data e.g. Earth Rotation Parameters ERPs, satellite properties, etc.. The general activities to be supported by the service are depending on the phase of the mission Navigation Operations Engineering service Navigation Experimental Operations Galileo Performance Analysis EGNOS Performance Analysis POD engineering support and consultancy GNSS station engineering Range Integrity Monitoring Stations RIMS deployment Maintenance and upgrade of SW Ionospheric modelling The Navigation Operations Engineering service delivery shall be distributed over at least three and up to 5 members of the Service Team, in order to retain a minimum operational team size. The Service Team member shall demonstrate at least 2 years of experience in an Navigation like operational environment. The Service Team member shall have a very good knowledge of system operations automated and manual, a very good knowledge of procedures development, implementation and application, a good knowledge in GNSS systems and data processing knowledge or interest in algorithm and SW development a good expertise of OracleSUNSolaris and PCLinux, network services and protocols, and computer peripherals proficient in Unix andor Linux, shell scripting languages, Fortran 77 andor 95, C andor C. The Maintenance and upgrade of SW service delivery shall be distributed over at least two members of the Service Team. The Service Team member shall demonstrate knowledge of, and experience in Configuration Management, Information Security Management and Quality Assurance For Navigation Experimental Operations, the Service Team member shall demonstrate at least 5 years of experience in an Navigation like experimental environment. Oncall is not required. The Service Team member shall have a very good knowledge in GNSS systems and data processing, algorithms a good knowledge in development of algorithms and SW a good knowledge of system operations automated and manual, a good expertise of OracleSUNSolaris and PCLinux, network services and protocols, and computer peripherals proficient in Unix andor Linux, shell scripting languages, Fortran 77 andor 95, C andor C. For Galileo Performance Analysis, the service can only be provided by European citizens. Oncall is not required. The Service Team members shall have at least 5 years of experience a very good knowledge in GNSS IGS standards and data processing a very good knowledge of GNSS algorithms and GNSS analysis software indepth knowledge of Galileo a good teamworking Spirit For EGNOS Performance Analysis, the service can only be provided by European citizens. Oncall is not required. The Service Team members shall have at least 5 years of experience a very good knowledge in GNSS IGS standards and data processing a very good knowledge of GNSS algorithms and GNSS analysis software indepth knowledge of EGNOS a good teamworking spirit For POD engineering support and consultancy, the Service Team members shall demonstrate at least 10 years of experience in an Navigation like operational environment. Oncall is not required. The Service Team members shall have a very good knowledge in GNSS, SLR and DORIS tracking systems and data processing. a very good knowledge in POD algorithms and software development. a very good knowledge in modelling of satellite dynamics and signal propagation effects a very good knowledge in the area of GNSS Space Service Volume extension activities proficient in Unix andor Linux, shell scripting languages, Fortran 77 andor 95, C andor C. For Range Integrity Monitoring Stations RIMS deployment, oncall is not required. The Service Provider a single expert or team shall deliver part of the service at the deployment location specified herein, and part at external sites as requested by the Galileo project. This implies frequent travel around the world, also including remote sites. The Service Team members shall have demonstrated a minimum of practical experience in hosting GNSSGPS reference stations of 5 years. have very good communication and negotiation skills. be prepared to travel frequently to remote sites have a good teamworking spirit. For Ionospheric modelling, the service provider a single expert or team shall primarily deliver the service during and throughout the entire required period at the deployment location specified herein. It is acceptable for a proportion of the work to be performed offsite. Oncall is not required. The service provider shall clearly specify in each case which work is proposed to be performed offsite and the rationale behind such a proposal. The Service Team members shall have e at least 10 years of experience in Ionospheric Modelling, and 3 years of experience in an operational environment. The Service Team members shall have a very good knowledge of system operations automated and manual a very good knowledge of procedures development, implementation and application, a good knowledge in GNSS systems and data processing knowledge or interest in algorithm and SW development a good expertise of OracleSUNSolaris and PCLinux, network services and protocols, and computer peripherals proficient in Unix andor Linux, shell scripting languages, Fortran 77 andor 95, C andor C. Essential requirements The following skills are essential University degree in a relevant engineering field, astronomy, mathematics or physics Skills to apply their knowledge to develop solutions to technical mathematical and dynamical problems in cooperation with customers and other experts Ability to define, implement, validate and operate software which applies the above solutions using e.g. Unix andor Linux scripting languages, Fortran 77 andor 95, C Will to take operational responsibility in multidiscipline teams Will to take operational responsibility in multidiscipline teams Coordinate and interact with other service providers in operations and other fields. Tasks The successfull candidates shall provide support to the Low Earth Orbit and Geostationary programs operations teams including MTP, MSG, EPS, Jason23 and future operational programmes including Sentinel3, EPSSG, MTG and JasonCS, through the definition and implementation of comprehensive training regimes tailored to the needs of the individual team roles. They will coordinate all training needs, including initial familiarisation training as well as ongoing continuity training, for all levels within the operations preparation and operations teams controllers, analysts, engineers and operations management. The role comprises a range of tasks including the assessment of training needs for all team roles, definition of a training policy and associated plans to cover these needs, implementation of training and assessment of the efficacy of training provided. Continuous review of the training policy and its implementation will be performed by the key person in order to ensure the operations teams are at optimal operations readiness, and that the training needs of future programs or resulting from ongoing OPS projects are satisfactorily addressed. The tasks will typically include In coordination with the System Operations Manager and OPS QA, maintain the Operations Department Training Policy to be used as a guide in the definition, implementation and subsequent assessment of training. This should address the initial training of new team members, preparatory training of the existing team required to address ongoing OPS projects and new operational programs, and continuity training of the existing team to ensure optimal proficiency, as well as specific training for system evolutions In cooperation with the various team leaders across EUMETSATs operational programs, maintain the definition of the specific training requirements for the various team roles and across the various program operations teams In cooperation with the programme development teams and contractor companies for new programmes, develop and implement a Training Plan to ensure operations readiness at the end of the operations preparation phase, including definition of training requirements, and review of provided materials Assess the training needs for individual team members based on their roles and the associated training requirements Define and maintain Training Plans to address the needs of various team members in areas both programspecific and crossprogram. This should define the overall training objectives and make use of available training methods most appropriate to the topics covered and the designated trainees Manage the implementation of individual training activities, including identification of a training provider either internal or external coordination with the training provider on the definition and preparation of training arranging for training venues and aids, reproduction of training materials, etc coordination of the training schedule preparing and presenting training where applicable Support the Operations Controller Team leaders in the definition, preparation and implementation of initial training for new Controller Team members leading to their assessment and certification and proficiency training to maintain the efficiency of the existing Controller Teams Maintain a Training Database as required to record the preparation and implementation status of training courses, the allocation to and performance of trainees in specific training activities, etc Assess the performance of training activities to determine the effectiveness of training provided and provide feedback to optimise future training activities Against training objectives defined in the relevant Training Plan, assess if trainees have achieved the required level of knowledge and understanding to satisfactorily perform operations Monitor the performance of operations in order to identify any areas, for example observed team errors, where additional training may be required in order to maintain operational readiness Ensure all training materials are maintained up to date through regular audits and reviews Ensure all training materials are readily accessible via the Document Management System and Intranet.
