As a member of RSO, the Key Person shall provide support to the mission performance of the MSG Ground Segment and the EPS Overall Ground System OGS, as well as their evolution, as well as to the future programmes. Main duties will include the support to System operations in a realtime operations environment Endtoend operations monitoring User messaging systems configuration and operation Configuration of event monitoring and endtoend monitoring systems Monitoring infrastructure configuration and operation Multimission element and infrastructure operations Mission Performance System Evolutions for existing and new programmes, in particular for EPSSG and JasonCS. The Key Person will be responsible for the definition andor maintenance of the routine operations procedures pertaining to mission performance operations and the interfaces of the key systems within the ground segment. As part of the operations evolution, SheHe will be responsible for the redesign and evolution of the mission performance systems to support existing and new program. The Key Person will acquire and maintain a Systemwide view of the MSG System, and the EPS CGS and OGS, particularly in the areas of system endtoend monitoring control and data flows. SheHe will review any planned changes to the mission performance system configurations for LEO and GEO ground segments, and support the investigation of anomalies encountered through the routine system and ground segment operations. The Key Person will provide support to the development and operations preparation for recurrent satellites in existing operational programs e.g. MetopC and MSG4, and for future operational programs now in development including Sentinel3, MTG and EPSSG. SheHe will interface with project teams on the implementation of system upgrades to support major operations projects, including System MidTerm Evolution Plan, recurrent satellites, and any System hardware and operating system obsolescence upgrade. SheHe will perform the following routine operations tasks Definition, configuration and maintenance of endtoend monitoring and reporting systems Definition and maintenance of system operations procedures, including system and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes etc. Support to the definition of Operations Service Specifications Interface with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes to the mission performance systems Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis. This will be coordinated through the normal oncall process Provision of support, as required, to critical operations Processing of mission performance related system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Processing of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of mission performance system upgrades and evolutions, both standalone and in the context of an overall ground segment Liaison with various department and divisions within EUMETSAT CM, QA, Management, Product Experts, User Services Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. PROFILE In addition to having a university degree or equivalent in a relevant technical discipline, the Key Person shall have the following mandatory attributes at least five years experience of endtoend system operations in a realtime spacecraft operations environment experience at least three years in the operations preparation and routine operations of Geostationary GEO and Low Earth Orbit LEO satellite systems at least three years work experience in the operation and configuration of endtoend monitoring and reporting systems for Earth Observation data processing ground segments at least 3 years experience in the definition, development, integration and acceptance testing of mission data monitoring systems at least three years work experience defining and implementing the verification and validation of ground segment systems Recent experience of the following, in an operational context, would be a distinct advantage experience of procurement phases for new programmes. experience of configuration and monitoring using NAGIOSOP5 experience of software and system testing experience with the definition and analysis of operational user requirements experience of using configuration management systems such as CVS familiarity with ECSS and CCSDS standards related to spacetoground interfaces and applicable to Satellite Monitoring Control Systems Packet Telemetry and Telecommand standards, PUS Packet Utilisation Standard, etc. Windows Unix Linux operating systems. The official languages of EUMETSAT are English and French. PROFILE In addition to having a University degree or equivalent in a relevant discipline Aerospace Engineering, Mathematics, Physics, the key person shall have at least 5 years of experience on Flight Dynamics, with at least 2 of them with LEO satellites. The key person shall also demonstrate the following minimum mandatory skills Acquainted with the mathematical and physical principles of orbit determination and control for a LEO satellite Experience with Flight Dynamics orbit operations of a LEO satellite Experience with Flight Dynamics subsystem and operations development for a LEO satellite Experience working in Linuxbased systems Proven experience in formal operational validation of complex software systems, including formal documentation production, configuration control practices. Job description The Key Person will support the Ground Stations and External Interfaces GSEI team within the RSO division and shall support the daily operations of the Ground Stations and their interfaces to the other components of the ground segments to ensure their maximum availability and reliability. This role will focus on the ground stations supporting EUMETSATs geostationary GEO satellites MTP, MSG and MTG but the engineer will also be expected to support the low earth orbit LEO stations when required. In addition, the Key Person will be expected to acquire and maintain Systemwide knowledge of the Ground Segments, particularly in the areas of spacecraft monitoring control and the flow of mission data, due to the central role the ground station plays in spacecraft and ground segment operations. Requirements In addition to having a university degree in a relevant technical discipline or the equivalent ground stations experience, the Key Person shall have the following mandatory attributes at least five years experience in ground stations TTC operations in support of multiple Geostationary GEO andor Low Earth Orbit LEO spacecraft at least five years experience in a realtime 247 spacecraft operations environment, ideally in an earth observation environment excellent interpersonal and coordination skills Experience of the following would be a distinct advantage major upgrades or evolutions of operational ground stations defining and implementing the verification and validation of ground stations interfaces between ground stations and ground segments firstline hardware and software failure diagnosis and correction baseband operation and configuration.
