GSA AND PROJECT CONTROL DEPARTMENT QUALITY The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. These European flagship space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world. The European GNSS infrastructure includes approximately worldwide 30 sites for Galileo and 50 sites for EGNOS. With the introduction of the new Space Regulation, expected to enter into force in 2021, it is expected to expand the Agencys scope of activities beyond Galileo and EGNOS, to other components, such as Copernicus for Earth Observation, GOVSATCOM for Governmental Space Communications and Space Situational Awareness SSA. The Project Control Department Quality handles all matters related to project control and quality management of the Galileo and EGNOS programmes. TASKS AND RESPONSIBILITIES The Quality Officer will join the Project Control Department and Quality. The Quality team is responsible for providing an adequate assurance to GSA on developing and maintaining quality processes in compliance with the requirements. The mission of the Quality team is to coordinate the process improvement methods and evaluations, contributing to increased efficiency and effectiveness, harmonised quality assurance, and consolidation of all related policies, processes and standards. The Quality Officer will report to the Head of department or hisher assignees. The successful candidate will be responsible for the following tasks Contribute to maintaining and improving the GSA quality processes and standards Support the management of the GSA to develop, improve and implement the Integrated Management System and the Quality Management System in particular Review governance and decisionmaking documents from a quality perspective Provide advice and expertise for the performance management Develop and maintain a quality plan defining the quality assessment activities Perform the quality assessments and audits, as necessary Participate in, organise and chair quality groups, seminars, network meetings, and other related events Define, plan and coordinate the execution of horizontal projects, by effectively applying relevant project management procedures Report to the Quality Manager on development and implementation of a strategy for GSA Perform any other tasks as required, upon request of the Head of department or hisher assignees. MINIMUM QUALIFICATIONS The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application Have a level of education which corresponds to completed university studies of at least three years attested by a diploma Be a national of a Member State of the European Union Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post. The tasks will be allocated in support of the MTG Ground Segment activities, in accordance with the plan and priorities assigned by the technical officer in closed coordination with the MTG Management of the area of activities. The tasks will include the following Implement EUMETSAT QA policies in the assigned areas, in accordance with the MTG System QA plan and all relevant applicable standards, technical and QA documents, procedures and working practices that are applicable to the ongoing projects phases Ensure that the assigned MTG processes are implemented in accordance with their relevant QA working practices and procedures Contribute to the maintenance of GEO QA working practices and procedures. Suggest and support the establishment of improvements of the available QA documentation, aiming at process efficiency and synergy Contribute to the establishment of metrics to measure the effectiveness of the main processes within the assigned areas. Provide proactive suggestions for process improvement, based on these metrics and other observations Provide service to the MTG Ground Segment Teams in order to ensure that Quality Assurance policies and methods are taken into account during all involved lifecycle phases Provide dedicated QA service to the production of the technical and programmatic documents relevant to the MTG Programme, MTG Ground Segment and its facilities and elements Critically review technical and management documents issued in support to the MTG GS Facilities procurement Provide service, as Review secretary, to the Programme Reviews and Check Points planned for MTG , ensuring that the relevant Organisation Note arrangements are correctly implemented, and that the support tool to be used for managing the Review Item Discrepancy RID during the Reviews is properly configured and available Contribute to the MTG GS Facilities procurement activities and the connected processes, ensuring that the applicable QA requirements are correctly implemented Provide service to QA activities during the Facilities development and production process, interfacing with the EUMETSAT Technical Officers, the relevant crossdivisional EUMETSAT Teams and with the Industry Quality Assurance QAProduct Assurance PA counterparts Contribute to the monitoring of the implementation of the agreed QA Plans and procedures within the Industry and others Organisations activities, including Subtiers Contribute to the coordination of the anomaly and nonconformances review process in the assigned areas Contribute to the preparation and conduct of QA audits on Industry and within EUMETSAT in the areas connected with MTG GS activities, in line with the MTG GS Contractors Suppliers Quality Assurance Audit Plan Contribute to the regular reporting to the MTG GS QA Engineer, to the GEO QA Manager, and to GS Manager concerned on all QA aspects related to MTG GS activities Provide inputs related to the service and attend to the weekly GEO QA Team coordination meetings and programme meetings if so required. Short and possibly frequent work missions within Europe are requested. Successful Candidate The candidate is required to have the skills, capability and experience level adequate to ensure the fulfillment, with a high degree of autonomy, of the tasks indicated above. For the fulfillment of the tasks listed above, the candidate shall be in possession of the following mandatory skills Significant handson experience in QAPA processes definition, implementation, monitoring and control, and QAPA performance metrics Knowledge and application of aerospacespace Product and Quality Assurance standards Knowledge of and experience in applying ISO 9001 and ECSS Standards Significant experience in the implementation of QA policies and methods in procurement contracts for complex products such as ground segment systems. Experience in providing QA support to SW products throughout their complete development lifecycle. Experience in following HWSW products integration and verification Significant handson experience in using Microsoft Office Suite. Capability of producing and releasing in autonomy Minutes of Meetings and QA reports Experience in application of risk management and lessons learned processes The following skills are considered an advantage Knowledge of requirement management tools, e.g. DOORS Experience of working in programmes involving different partners Previous experience in similar developments. The offered position requires a very good knowledge of the English language spoken and written. Additionally, the successful candidate requires the following A University degree in Engineering, Physics, Computer Sciences or a related discipline is required. The candidate must have a minimum of 3 years of specific experience in Quality and Product Assurance QAPA in AerospaceSpace Programmes, and have good interpersonal and mediation skills. Specific experience on QAPA processes on satellite Ground Segments will be considered an advantage.
