For our activities in Germany, we are looking for a person to provide Copernicus System Operations Engineering Support System External Interfaces. TASKS Support to System operations in a realtime operations environment Endtoend operations monitoring Operations procedure definition updates Communications systems operations Security operations Infrastructure operations and evolution Ensuring Business Continuity Multimission operations, including mass storage and archiving System Evolutions Responsible for definition andor maintenance of the routine operations procedures of system operations and the interfaces of the key systems maintaining operational expertise on the internal and external interfaces of the ground segment reviewing planned changes to the system configuration supporting the investigation of anomalies during routine system and ground segment operations supporting development and operations preparation for recurrent Sentinel3 satellites interfacing with project teams on the implementation of system upgrades Perform routine operations tasks Definition and maintenance of system operations procedures, including System and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimization of spacecraft monitoring and control activities Liaison and coordination with the ground segment FOS and PDGS operations teams and system operations analysts to ensure the continuity and optimization of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes, etc. Production and maintenance of operations documentation Joint Operations Rules and Procedures, Operations Interface Control Documents etc. Interface and coordination with the systems maintenance teams and industry representatives to ensure optimized performance, including participating in the definition and implementation of any changes Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis. Preventive and corrective maintenance including the investigation and correction or following the corrections implemented by external contractors of anomalies in the software facilities and verification testing of the fixes. This activity includes the technical coordination of the production by an external contractor of new releases or patches of the application software, liaison with the EUMETSAT operational users, participation in technical reviews, participation in factory at contractor premises acceptance testing campaigns and coordination of the installation of the releases or patches onsite at EUMETSAT. Execution and coordination of software verification and nonregression testing campaigns. This activity includes preparation of test data, running the test procedures on the target system, generation of test reports, analysis of results and troubleshooting of problems. Software support software support to the endusers of the application software. Ensure operations continuity by provision of oncall services and software support to operations. Documentation generation and updates of technical documents. Technical point of contact for maintenance contractors acting as point of contact with the contractor for technical discussions, review of technical documentation from the contractor, organizing periodical technical meetings with the contractor. Support to new Missions PhaseB activities Requirements engineering Participation in the functional analysis and decomposition of the Ground Segment requirements in the domain of Flight Dynamics System. Support the definition of Ground Segment requirements in the area of the Flight Dynamics System. Participation in workshops and review meetings. Interfacing with Operations to consolidate the operational concept in the Flight Dynamics System requirements. Support the identification of the verification method and initial test cases for the Flight Dynamics System requirements. Incorporate the reuse of the EUMETSA T Flight Dynamics System kernel products in the Ground Segment requirements. Interfacing with the Flight Dynamics System kernel product experts in the MCA Team to coordinate their contributions to the requirements definition. Support to new Missions PhaseB activities System Architectural design Support the generation of the architectural system level design of the Flight Dynamics System as part of the Ground Segment. These activities comprise at the moment the maintenance and evolution for missions under routine operations, reengineering activities and the reuse of the EUMETSAT Flight Dynamics System in new Programmes. PROFILE In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and experience in the area of specification, design, implementation, verification and maintenance of Flight Dynamics Systems. The key person shall have skills and experience in the following mandatory areas 1. Domain Skills Knowledge of the analytical principles for orbit determination and control of LEO spacecraft. Experience minimum 5 years in the definition of software requirements, architectural design, implementation and maintenance of Satellite Flight Dynamics Systems in the context of LEO missions based on the ESAIESOC NAPEOS Navigation Package for Earth Observation Satellite. 2. Software Development, Verification Maintenance Skills Experience minimum 5 years in the full cycle of development and maintenance of application software, preferably for Satellite Flight Dynamics Systems, following formal software engineering processes. This includes user and system requirement analysis, software requirement engineering, software design, implementation, corrective and evolutive maintenance activities. Experience minimum 3 years in IV V integration, verification and validation activities for Flight Dynamics Systems following formal engineering processes. This includes requirement verification, system and subsystem integration, generation of test plan and test procedures, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports and anomaly tracking. 3. Software Engineering Skills Experience minimum 3 years in designing and developing software components and applications using Object Oriented 00 approach including design patterns. Experience minimum 3 years in designing and developing software applications using Java and related technologies. It would be a distinct advantage for the key person to have knowledge andor experience with some of the following 4. Domain Skills Experience with software development and maintenance of Tools using the Orekit space dynamics library. Experience in integration of Flight Dynamics Systems with Mission Control Systems based on MICONYS software suite from ESAESOC. Experience in integration of Flight Dynamics Systems with Mission Planning Systems. Experience with support to operations for Satellite Flight Dynamics Systems. 5. System Maintenance Skills Experience in being the technical point of contact for contractors working at offsite premises and responsible for application software evolution and maintenance. 6. Software Technology Skills IBM DOORS requirement management Tool. Experience in the usage of software CASE design tools e.g. Enterprise Architect andor MagicDraw. Experience in developing software applications using interfaces to relational database management systems RDBMS and experience with data model design for RDBMS. Unified Modelling Language UML for software design. Linux Operating System. XML processing schema design, validation, parser libraries, transformation XSLT andXPath. Experience in designing, developing and maintaining software client applications using Eclipse as HMI framework Rich Client Platform. Experience in designing and developing component based software applications using formal techniques e.g. OSGi. Experience using tools for the automation of software testing. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other. Overview The work will be performed onsite at ESTEC within the TECSY Systems and Cost Engineering Division. The contractor will provide system engineering support to the Galileo System and Platform activities, reporting to the Galileo Space Segment Infrastructure Manager. This includes support to Satellite Qualification and Acceptance for launch as well as In Orbit Infrastructure and Operations.
