Job description For our customer, the European Space Agency ESA, we are seeking an experienced Space Operations Engineer to work at ESAs ESTEC site in Noordwijk, The Netherlands. Responsibilities You will report to the head of the Robotics and Future Projects office, in the Directorate of the Human Spaceflight and Operations. The scope of this post includes Operations engineering for ESAs robotic contributions to the International Space Station ISS such as the European Robotic Arm ERA, Multipurpose End To End Robotics Operations Network METERON, and other similar future projects such as technology demonstrations on ISS. Liaising with the European Astronauts Centre EAC in Cologne, Germany the Gagarin Cosmonaut Training Centre GCTC and RSC Energia, Moscow, Russia, for instructor and crew training issues, including maintenance of the ERA Astronaut Training Database ATD. Software management andor inhouse rapid software prototyping for these projects. Logistics organisation for ERA integration and launch campaign, Meteron experiments, and test campaigns in analogue sites field tests. Support the development of specific qualification andor ISS flight demonstrations of technology items needed for human exploration. Performance of system definition studies for future human exploration developments. Support the Office and Division in other tasks as required. The anticipated initial activities will cover Conducting User Level Acceptance Tests and ERA mission simulation development. Preparation activities prior to ERA onorbit operations e.g. in ESTECs ERA Support Centre. Development of novel crew training techniques and user systems. Training planning, development and delivery including joint training with MCCM ISS Mission Control, Moscow. Interface management and coordination between ESA and GCTC, RSCE, including EICD technical coordination. ERA Mission Preparation and Training Equipment MPTE User Test planning, execution and maintenance, including software and hardware upgrade acceptance along with procedure and test mission preparation. Maintaining ERA Risk Register and Schedule, including dependency management. ERA Outreach, Communication and Education point of contact. ERA and MPTE Inventory configuration management and audit support. In fulfilling these tasks, you will be called upon to travel outside Europe e.g. Russia. This is a fulltime position located at ESTEC, Noordwijk, The Netherlands. The requested start of work is September 2019 or as soon as possible thereafter. Qualifications Competencies The successful candidate shall have A university degree Masters in Space Systems Engineering or relevant technical discipline and at least 4 years relevant working experience. Experience in space ground support operations. Robotics engineering knowledge. System and Software Engineering experience. Prior knowledge of the International Space Station Programme and in particular USOCGround Controller environments would be very useful. Capability to work in a team with other ESA entities as well as with external partners. Your Job The Manager, SOC Manassas, has following two main areas of contribution manage the MEO Satellite Control Center in Manassas be the technical lead and POC in Manassas to everyone and trainer for the Real Time Analyst team. Your Responsibilities Role 1 SOC Manager in Manassas Responsible for the daytoday flight operations activities of the MEO satellites, organizing and supporting a 24 hours 7 days a week operational environment in consequence Manage a technical staff of 4 Real Time Analysts and a Team Leader ensure staff is fully certifiedaccredited and regularly trained perform the full APR cycle for the Team Leader and cascade down the needed tasks and objectives to the RTA Team Leader and RTAs as a group Ensure the Satellite Control Center is continuously fully operational and coordinate activities with all ground and space groups worldwide in consequence Manage the development of innovative solutions new SOC tools, new processes, infrastructure upgrade, task automation to cope with increasing operational complexity and workload significant increase of the number of satellites and operational constraints, different ground control systems Ensure availability of required operational procedures, policies and tools task scheduler, log book, alarm log. Liaise with all operations and engineering Managers to ensure that the operational concepts, procedures and systemstools used in the control of the satellites are maintained and updated as necessary, proposing improvements when operationally required Coordinate and ensure the 24 hr availability and use of a diverse worldwide network of operational resources Continuously improving the safety, performance and efficiency of operations. Perform other duties as assigned by the Senior Manager. Role 2 Mission Operations System Engineer Provide System Engineer for Space Ops TTC resources ensure system readiness, manage resource utilization, and provide Change Request support to the Schedulers to mitigate outages as required Lead the integration and deployment of alternative TTC resources and manage tools that will enhance the resource utilization. Lead communication and support with adjacent organizations both internal and external to the Space Segment to ensure the smooth development, integration and operation of the Satellite Operations infrastructure Develop a thorough knowledge of the Ground System to be able to perform a Level 1 support for the OpenSCC ground system. Lead and Train one of the RTA that is dedicated as a stretch goal, to become over time also a level 1 software support. The Lead GOM will be responsible for developing the CONOPS for TTC resources during LEOP and Payload In Orbit Test PIOT. The Lead GOM will also train and schedule the GOM position for all required activities. Continuously improving the safety, performance and efficiency of operations. Create the planning of all the Ground and Space activities as required the socalled Master Schedule Operate spacecraft in accordance with approved procedures and the daily operations plan, when the fleet or a portion if it is flown from the bSOC. Continuously monitor spacecraft telemetry and alarm status. Respond to alarms or anomalous conditions by using good judgment, in particular by applying the process of analyzing anomalous behaviors, identifying the cause, implementing and verifying the appropriate contingency procedure and if necessary by calling for additional support Train the RTAs and support them in their growth as Analysts and Controllers. Liaise with the Senior Trainer Coordinator and ensure that the Level 2 scope requested by the RTAs is fulfilled as well as later their Level 1 support. Develop and present Training material as needed and required in accordance with the SOC Training Team Ensure all RTAs can create the Master Schedule and support operation as needed Perform Initial accreditation and Annual Accreditation of all RTAs Your Profile Technicalengineering degree in electronics, aeronautics or equivalent qualifications A very high level of competency in satellite operations at least 10 years experience.
