Data System Management Services 1923010 Job Description We are looking for a Data System Manager for our client, ESOC. You will be working in the team responsible for specific software applications for the domains of Space Weather, Near Earth Objects and Space Surveillance and Tracking of the Space Safety programme. The team also supports the Mission Control System, Mission Planning System, Operational Simulators, Service Provision Data Centre and Advanced Software Applications. The primary areas of activity for the requested service relate to the following Mission Data Systems MDSs Support the deployment, validation and operations of SSA applications, developed in the context of industrial activities OnSite software development for adhoc RD projects, innovation tasks, Lab projects You shall also work in close cooperation with the SSA Data System Manager and SSA Data Centre Manager and with the SSA Segment teams, in order to drive innovation through implementing DevOps technologies and championing DevOps culture. The tasks may include Automating CICD processes Providing training in usage of CICD, container orchestration, and DevOps tools Develop release approach using automated, containerized deployment techniques Develop automation scripts, daemons, and APIs to reduce manual steps Analyze root causes of issues and provide corrective actions Evaluate new tools and techniques to drive efficiencies Manage Cloud infrastructure services and accounts Keep evolving system and application monitoring infrastructure The Data Systems Manager Service includes Development and Maintenance of Mission Data Systems Specification and management of Software Requirements Contractual and technical work for the start of a new MDS project Running the MDS software development and maintenance projects Support the Management and perform ESOC internal activities related to MDS deployment, testing, configuration etc. Support to Missions critical activities Organisation of Software Support SWS onsite environment preparation Role of Software Coordinator Support to missions during the whole lifetime Review of MIRD and contribution to MIP Definition of external and internal interfaces Contribution to the SFIRD, GSSRD, GSSTP and review of SGICD Support to Ground Segment Reviews Support to regular progress meetings with Project and ESOC team Support SVTSOVTE2E tests and in general FCT activity Support mission closure and retirement of SW and HW items Support to 3rd Party and Special Projects Support the ESA service manager in defining the technical and organisational setup of ESA service, including SLA and costing Interact with ESA external 3 rd party entities e.g. EUD, GSA, DLR, NASA Support ESA from data systems perspective towards external entities, in particular to recommend Location ESTEC, Noordwijk, The Netherlands Description Meteorological Operational Second Generation MetOpSG System and Operations Manager in the MetOpSG Project Division of the Earth Observation Projects Department, Directorate of Earth Observation Programmes. Duties MetOpSG is an operational meteorological programme established in cooperation with Eumetsat, with ESA being responsible for the definition and development of the space segment and, on behalf of Eumetsat, for the procurement of the recurrent satellites. Reporting to the MetOpSG Programme Manager, the postholder will be responsible for the System and Operations aspects of the MetOpSG space segment design, ensuring full coherence with the MetOpSG mission requirements and operational interfaces, and consistency with the MetOpSG financial framework. The main tasks and responsibilities include defining, consolidating and maintaining MetOpSG satellites system requirements, ensuring coherence with Eumetsat mission and operations requirements coordinating with other MetOpSG teams e.g. Payload, Engineering to ensure consistency of requirements, designs, testing and performance including endtoend instrument performance with systemlevel needs liaising with the Eumetsat counterpart to ensure that the respective system and operations activities are efficiently and optimally aligned managing industrial activities for System and Operations aspects assessing and reviewing space segment architecture and design, including identification and analysis of options, tradeoffs, design drivers, etc. critical analysis and maintenance of all system and satellite budgets and performance levels, and timely instigation of corrective actions where necessary managing the accommodation and satellitetoinstrument interfaces of thirdpartyprovided instruments onboard MetOpSG in cooperation with Eumetsat, defining and maintaining the technical and operability interfaces between the space segment and Eumetsat ground segment and contributing to relevant requirements documents defining and maintaining functional requirements for satellite simulators, RF suitcases, etc. critical reviewing and analysis of all aspects related to onboard software definition and validation to ensure the required observability, operability and maintainability needs are met monitoring and guiding definition and development of the MetOpSG Operations concept covering both nominal and contingency ensuring timely availability of all documentation and information Flight Operations Manuals, procedures, databases, support tools, etc. as required to support the development of the Eumetsat MetOpSG monitoring and control centre ensuring a rigorous approach to system and performance validation, including flight operations procedures and databases during satellite system validation testing managing the System and Operations team, defining daytoday tasks and objectives, setting annual performance objectives and assessing performance including training needs, ensuring staff motivation and commitment to project goals. In carrying out these tasks, the postholder will coordinate closely with other Section Heads, support Directorates e.g. Technical Quality Management and Eumetsat to ensure a common understanding and coherent approach.
