EGNOS Operations Evolution Manager

The role of the European GNSS Agency, in the exploitation phase, shall include tasks in particular as follows i operational activities of the EGNOS Programmes including system infrastructure management, maintenance, ongoing improvement, certification and standardisation, as well as service provision ii development and deployment activities of the evolution and future generations of the systems, including procurement activities. The EGNOS Exploitation Programme team is in charge of managing the exploitation phases of the EGNOS Programme, and shall in particular Manage the execution of the EGNOS exploitation phases in compliance with the ECGSA delegation agreements, controlling the associated schedule, costs and risks Analyse, define and implement the EGNOS exploitation concepts Manage the EGNOS infrastructure operations, maintenance, protection, ongoing improvement and evolutions activities, through associated contracts andor working arrangements Manage the standardisation activities associated with the EGNOS Programme Manage the operational interfaces and service provision to the EGNOS users Liaise with the GSA Market Development Department for the market strategy and development of the EGNOS use Liaise with the GSA Security Department and Security Accreditation Board for ensuring the accreditation of the EGNOS systems and services Liaise with the EASA and other relevant authorities to ensure certification of the EGNOS systems and services Liaise with the EC and ESA for all matters dealing with the EGNOS exploitation related activities. TASKS AND RESPONSIBILITIES The EGNOS Operations Evolution Manager reports to the EGNOS Exploitation Program Manager. The EGNOS Operations Evolution Manager will be frequently on mission at the EGNOS liaison office in Toulouse France. Heshe is responsible for Elaborating the Operations, Maintenance and ILS concepts associated to the future EGNOS System generation Coordinating the elaboration of the new generation EGNOS Service Provision and certification requirements, and managing its derivation into the system developments e.g. operability, maintainability, certification requirements Elaborating and implementing, in coordination with the European Space Agency, the operational service provision transition plan from the current EGNOS generation to the new system generation including new services Managing the procurements related to the EGNOS new generation Operations Preparation Phase and Initial Operations Phase activities Managing the procurements related to the new EGNOS GEO transponder service provision Specifying and verifying the EGNOS New Generation Service validation and testing, defining the test platforms utilisation plans Liaising with the European Space Agency for the EGNOS new generation development, contributing to the EGNOS System Evolutions procurement and development reviews, to the specification and verification of the operability functional chain and to the elaboration of subsystem evolutions roadmaps Liaising with the GSA Legal and Contracts Department and with the Administration and Finance Department for procurement and project management activities Supporting the EGNOS GNSS Exploitation Programme Manager in the administration of the EGNOS exploitation department. This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESOC, Darmstadt Germany. DUTIES The postholder will be assigned initially as the CryoSat2 Spacecraft Operations Manager and will report hierarchically to the Head of the Earth Observation Missions Division. As the CryoSat2 Flight Operations Segment FOS is based on a common concept and architecture as other Earth Explorer missions, the SOM will report functionally to the Head of the Earth Explorer Management Office. The postholder will report to the Head of the Applications and Special Projects Data Systems Section and will be responsible for the definition, implementation, acceptance and maintenance of mission data systems e.g. mission control systems, simulators, service data centres. The main tasks will involveThe Spacecraft Operations Manager SOM, heading the Spacecraft Operations Unit, will fulfil the generic responsibilities for the definition, implementation and execution of mission operations. This encompasses the following main activities listed below conducting all mission operations until end of mission routine, extended mission and end of life phases, including mission planning, operations execution, reporting, anomaly investigation and resolution, evaluation and long term analysis both of the ground segment and spacecraft behaviour, and onboard software maintenance where required analysing and reporting on spacecraft and ground segment performance, including support to the Mission Manager in the fulfilment of the mission performance requirements interfacing with the appropriate facilities and entities in the investigation and resolution of spacecraft and ground segment anomalies supporting the Mission Manager in the evolution of the mission in particular for the mission extensions, including the assessment of the impacts on the ground segment, and as required their implementation and validation management, evolution and training of the Flight Control Team maintenance of all the operational products required to conduct the mission, in particular the operational database and the Flight Operations Plan interfacing with the user community, external operations centres and Agencies for all aspects related to the operations of the mission. As required, the SOM assists the Division Head in discharging the Divisions mandate, and preparing for new missions to be operated by the Division. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or physics, and should have practical experience in spacecraft operations and team leadership. Candidates should be systemminded, capable of leading a team and be familiar with tradeoff studies and should be able to establish working interfaces within and outside the Centre. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language.
